About this file

This document is a Solicitation Questions and Answers (Q&A) Log for the HTC71125RE119 Livorno and Tombolo Dock, Italy Stevedoring and Related Terminal Services (S&RTS) contract. The log contains four questions from prospective vendors and the corresponding government responses, addressing topics such as terminal usage restrictions, expected vessel volumes, crane availability, and staging area billing. Key details include historical vessel throughput projections (3-4 strategic vessels annually at Livorno, two missions per year at Tombolo), confirmation of no terminal usage restrictions, and a correction to the Schedule of Rates regarding staging area billing - specifically, changing the unit of measurement from monthly to daily (square meters per day) for line item 179, which will be addressed in Amendment 4. The government will extend the solicitation due date to 29 July 2025 at 8:00 AM CST as a result of these clarifications.

RECEIVED

PROSPECTIVE VENDOR'S QUESTION DATE OF REPLY GOVERNMENT'S RESPONSE AMEND RFQ?

1 2-Jul-25 Considering that in Livorno there are several terminals which operate RO-RO vessels, can you please advise whether only some terminals are allowed to operate U.S. TRANSCOM ships? If so, please indicate which ones.

7-Jul-25

There are no restrictions on terminal usage for USGOV missions.

Previous terminals used include: Marterneri, Sintermar, Alto Fondale, and Darsena Toscana. The terminal has to accommodate both RORO and LOLO type vessels, berthing has to accomodate vessels of 300 meters.

No

2 14-Jul-25 To completely understand and prepare for the scope of the expected volume of work per year, could you please provide us with an approximate estimate of the number of vessels expected annually to visit each location/port?

15-Jul-25

Based on historical data from the last ten years, the forecast for Livorno indicates an expected throughput of 3-4 strategic vessels annually. Concurrently, Tombolo is projected to host two missions per year, with each mission involving the deployment of at least two coaster vessels for round-robin voyages lasting approximately 5-6 days. It is important to note that these projections are subject to future determinations by Theatre Command and senior leadership concerning port utilization in support of forthcoming operational requirements.

No

3 15-Jul-25 What kind of crane (if there is one) is at Tombolo Dock/Camp Darby? 15-Jul-25

No crane is available on site, will need to be transported and coordination is needed with 839th TBN and installation for authorization on entrance to Pisa Ammunition Storage (Dock is located inside the secured area).

No

4 17-Jul-25

Inquiring on PWS reference 5.7.11 “Staging”. The reference states, “…Due to the fluid nature of the Military’s seaport operations, a clearly defined staging area and utilization plan is essential to mission success. The contractor and COR/OO shall agree, during mission planning meetings, on the estimated square meters/per day required for initial port reception and disposition operations and the estimated maximum staging area requirement at full utilization. Staging will be paid based on total square meters utilized /per day. Utilization is based on actual cargo footprint including access and fire lanes.”

In the Schedule of Rates, the staging rate in line item 179 for Port of Livorno is listed as a monthly charge. However, to align with the PWS operational model, the staging utilization is calculated based on the actual square meters occupied per day (including access and fire lanes). Should the monthly rate be interpreted as a flat fee, or will it be prorated based on daily utilization metrics?

23-Jul-25

There is a mistake in the IGCE/SOR format. Estimates should be DY not MTH. Line 179 should actually read: Unit Duration DY Estimated Duration 1 Unit measure SQMT Unit Quantity 20,000.

Amendment 4 will be issued.

Yes
