About this file
Attachment 5 - Technical Worksheet is a procurement document for a port support services contract, specifically a technical response template for a Request for Proposal (RFP HTC71125RE118). The document outlines strict submission requirements for potential offerors, including a 15-page technical response limit and mandatory detailed explanations of capabilities across three key evaluation areas: labor, equipment, and certifications/port access.
The technical worksheet requires offerors to demonstrate their ability to provide qualified labor for 24/7 port operations, secure material handling equipment capable of moving various cargo types (including heavy vehicles up to 150,000 lbs), and possess current HAZMAT certifications and valid host nation business licenses. Responses will be rated as either "Acceptable" or "Unacceptable", with an unacceptable rating on any section resulting in overall disqualification. The document is part of a broader solicitation for Stevedoring and Related Terminal Services, though this specific attachment appears to be for a Romania-related opportunity, despite the related contract opportunity describing services in Italy.

3. Page Limit for Technical Evaluation: The Offeror's written technical response within this Worksheet shall not exceed 15 pages. This limit applies to all narrative and descriptive content provided for evaluation, including appendices, annexes, figures, and tables directly supporting the written response. Content exceeding this 15-page limit will be removed before evaluation.
4. Exclusions from Page Limit: The following content will not be subjected to the page limit:

Documents shall be clearly titled and/or marked to allow easy identification of the original document and its corresponding English translation.
NOTE** Failure to complete this document in its entirety or attach requested documents may result in an Offeror being ineligible for award.
