About this file
This is a Questions and Answers document for solicitation HTC71124RR012 for Stevedoring and Related Terminal Services (S&RTS) at the Port of Gulfport, containing 13 vendor questions and government responses dated January 27, 2025.
The Q&A addresses several key contractual points: labor wage escalation rates can exceed the 5% baseline if justified by documentation; three written estimates are required for additional services with exceptions handled case-by-case; overtime meal hours will be paid at 200% per CBA rates; crane rentals from third-party providers will be handled as cost reimbursable OOP expenses rather than equipment rental rates; monthly cost reporting must include documentation separated by cargo type; staging space will be provided by the Port as a cost reimbursable OOP expense; port tariff charges may be paid directly by the government or through the contractor as OOP expenses. The document also indicates the proposal submission deadline will be extended beyond February 18th due to delays in finalizing the USMX ILA Master Contract, which requires workshop discussions on February 7-8 and a ratification vote on February 25th.

PWS Section 4.3.1.1 states that three (3) written estimates are required for all additional services, materials, supplies, or rental equipment prior to purchase or rental. Vendors and resources are very limited in Gulfport and often there are not (3) options available to receive written estimates or it could cause delays in the operation - please clarify exactly which purchases or services this is related to or if there is a cost threshold.

Three (3) Written Estimates.
