1PricingAttachment 3 - Pricing TemplateFollow up to question 6 of Round 3 QA Spreadsheet: USTC is requesting a price to be entered into all cells of the pricing worksheet. The tabs for “regional” pricing request rates for trucking between USA and Region 9 (Hawaii). According to your answer, should the offeror price those cells for shipments between Region 9 (Hawaii) to/from Region 8 – California (Travis AFB)? It is not possible to provide any truck rate to/from Hawaii, regardless of equipment type.The pricing provided throughout the TTC for Region 9 is based on fair value in order for the contracted carrier to meet the transit requirements set forth in the ATAC IV PWS regardless of the mode of transportation used to meet the requirements.
2PWSPWS Section 1.2.1, Page 3Alaska is not specified in the scope of the PWS, nor mentioned in any other place in the PWS, although region 10 is AK only, but no freight volume. The clan numbers in the RFP detail Alaska for pricing. Is Alaska included in the solicitation, and if so, how do we quote a price for shipments in or out of Region 10 – Alaska?Alaska is not referenced in the ATAC I thru III contracts. The inclusion of Alaska on certain CLINs was a typographical error. Alaska does not appear anywhere in the PWS or Pricing Template. Please disregard the mentions in CLIN descriptions; it will be corrected in the award. Please price the pricing template as it is currently posted.
3PWSPWS Section 1.2.3, Page 3How do Cost-reimbursable contractors request service under the solicitation?This statement of the PWS simply states the cost-reimbursable contractors, if approved by the CO, may use the services and rates provided under this contract.
4PWSPWS Section 1.2.4.11, Page 4Non-ATAC Defense Logistics Agency Disposal Services (DLADS) are excluded from service, however in section 1.3.2.1.8. it states the contractor shall pick up DLADS, and in the next section it states DLADS shall be picked up from multiple listed sites as well as non traditional ATAC activities. It further states these materials will be accompanied by an ERMS disposal Manifest, which is not otherwise defined. Are DLADS part of the contract or not?LADS is part of the contract only for ATAC Hub (San Diego, Norfolk) and ATAC Nodes (Jacksonville, Puget Sound, Pearl Harbor). eRMS Disposal manifest will be provided to the carrier by the ATAC Site once Identifies as DLADS.
5PWSPWS Section 1.3.1.1.1.1, page 4Shipment Financial Statement. How is a shipment defined for the purpose of this report. Is a shipment an ERMS manifest, or a consolidation ERMS manifests that moved together or the total of all shipments that moved in the month. Assuming it details all individual shipments, which can then be broken down by weight category, how should the consolidations of shipments be properly identified for rating purposes (i.e., the 150 lb. shipment may be charged at the 2000 lb. weight break because of consolidation). Please provide a copy of this statement for clarification purposes.The Contractors Shipment Financial Report is based on the total number of shipments, weight breaks per contract pricing and total cost per location. Disclosing a current Financial Report would reveal the carrier pricing.
6PWSPWS Section 1.3.1.1.1.2, page 4Missing Proof of Delivery (POD) Report, If a TCN is separated from a manifest, either at origin (when the manifest is verified against the individual pieces) or at destination (if it is short), how is the individual TCN not PODed, or individually PODed at a later time? There may be times that to accomplish the best consolidation, a manifest may be shipped on more than one bill of lading, even though it will be intact at the destination. Does the system allow for more than one bill of lading per manifest?Shipments under the TTC are shipped via eRMS on the manifest and carriers Waybill being the supporting documents, if the piece count is done at delivery or after the fact of a POD the ATAC Hub and carrier are immediately notified and to be located and delivered at no additional cost to the Govt. if identified as lost a claim will be submitted and the piece removed from the Manifest.
7PWSPWS Section 1.3.1.1.1.3, page 4Transit On-Time Report . If the shipment is delayed up to the allowed time for effective consolidation, how does the required delivery get updated?Carrier is allowed consolidate time per table in 1.3.2.4.5 plus Transit time per table in 1.3.2.8.1.1. If special equipment is required carrier gets one additional day. There is no option to adjust required delivery date.
8PWSPWS Section 1.3.2. Task Area 2, page 4 – 5Transportation Services. There is a requirement for additional labor at the ‘hub’. Is this for both Hubs? How much additional labor is required? Or what is the work requirement so a contractor can plan to fulfill the need?Contractor determines the labor requirements per work requirement outlined in section 1.3.2.1.11.
9PWSPWS Section 1.3.2.1.2.3, page 7What is the original document number vs the document number?Turn-In is the document nd the original document number is once the document is scanned into eRMS.
10PWSPWS Section 1.3.2.1.2.4, page 7Are the quantities the total number of the exterior pieces tendered? Or the total number of assets within a sealed container?Quantities is in accordance with section 1.3.2.1.2.1.
11PWSPWS Section 1.3.2.1..2.5, page 7 – 8states “The carrier is required to provide signature of material received”. Is this signature on a manifest or each document for each asset picked up?The signature is required per section 1.3.2.5.1 (manifest) and piece count is required per section 1.3.2.1.2.1 prior to signing manifest.
12PWSPWS Section 1.3.2.1.8.1, page 8 – 9DLADS were excluded from this contract, but are allowed in this section. Are DLADS included or excluded from the contract? Transit time are listed in Appendix EDLADS are exclusions to the contract, Please refer to reference #5.
13PWSPWS Section 1.3.2.1.10, page 9states “The contractor shall bill the Government the lesser of either the assets consolidated region to region per pound rate (including fuel surcharge accessorial) or the round robin rate”. However it does not specify a minimum. In the extreme, if there are only a few hundred pounds shipped there may not be enough billing to cover the cost of the round robin truck and therefore the government puts the contractor at risk for significant financial loss. Can a minimum weight be accessed for these runs? What is the transit time allowed for round robin truck runs?Round Robin pricing is considered fair pricing based on equipment requirements and historical volumes. Transit time and schedules can be found in Appendix E of the PWS.
14PWSPWS Section 1.3.2.1.11, page 9Specifically what locations will Contractor personnel be required to be located at, and how many personnel will be required at each of these locations. Will government issued equipment be sufficient to handle all loading and unloading requirements?Labor is addressed in question 8 per section 1.3.2.1.11 and government furnished equipment will be provided per section 3.6 Appendix H.
15PWSPWS Section 1.3.2.2.1, page 10states “every document number will be receipted for individually.” Do each of the documents need to be individually signed, have printed name and stamped? Will these documents be attached to an ERMS manifest?Custody turnover/signature is addressed in question 11, signature is required IAW section 1.3.2.5.1 (manifest).
16PWSPWS Section 1.3.2.4.1, page 10states the Contractor shall consolidate shipments “for the most cost effective and efficient rate while still meeting transit time and delivery requirements.” However, 1.3.2.4.5. states the maximum allowable time for shipment consolidation is in addition to the transit times identified in 1.3.2.8.1.1. If there are up to 6 days for consolidation, and the time requirement for delivery is 7 days, does the Contractor have 7 total days (including up to 6 days for consolidation) or 13 days (6 days for consolidation plus 7 transit days) to make an on time delivery?Delivery time is transit time section 1.3.2.8.1.1 (Note: 1 additional day allowed if SE is required) plus consolidation time. E.g. Routine transit time 7 days, consolidation time 6 days for a total of 13 days max delivery time. If SE is required one additional day is allowed for a total 14 days.
17PWSPWS Section 1.3.2.4.1 . page 10for purposes of liability, is a ‘shipment’ the consolidated shipment, or a EMRS manifest, or a collection of ERMS manifests?Section 3.8 addresses contractor cargo liability in its possession.
18PWSPWS Section 1.3.2.4.2, page 11In your example, would the Seattle origin freight be charged from Seattle to San Diego, and then charged on a consolidated weight basis from San Diego to Norfolk? Or charged independently from Seattle to Norfolk?Yes, for Routine shipments being the consolidation point is San Diego however if shipped on a Direct Manifest it will be shipped to final destination.
19PWSPWS Section 1.3.2.4.3 , page 11Is the Contractor entitled to charge from the DOD point of entry to the consolidation point when the DOD point of entry is not within the 70 mile radius area from a given Hub/Node? Or is it expected the contractor is not paid for the pickup up of these assets at all? How much freight is affected by this, and from where to where?DODs point of entries are within the 70 miles radius, and if for any reason the POE is outside the 70 mile radius the POE TMO will arrange delivery of the freight to destination. ATAC SD Transportations can make arrangement through proper to change the POE and provide direction to the contractor.
20PWSPWS Section 1.3.2.4.5, page 11the first sentence and the second sentence seem to be in conflict. See above question. How is the required on time delivery date determined?There is no conflict. See questions 16 for time delivery date determination.
21PWSPWS Section 1.3.2.5.1, page 11 -12states “Custody turnover shall be accomplished by the Contractor by signing Government-provided manifests in lieu of each DD1348-1A.” However, 1.3.2.3.2. says the Contractor shall “sign two copies of BC1 and BC2 DD1348-1A for each piece”. Which is correct?Turn In DLR's are not in the Manifest Stage therefore the DD-1348 / BC2's are signed upon receipt at the ATAC Hub(s), once manifested the carrier signs the manifest upon taking custody of the shipment.
22PWSPWS Section 1.3.2.8.1.1, page 12 – 13Transit Times – What does the end of the section with *** mean? ***Increased handling charges at the ATAC Hub prior to consolidation requires additional labor, equipment, and handling days for transit. All shipments originating out of ATAC Hubs will require an additional transit day for all material processing. Additional labor will be required at the ATAC Hub. Pricing schedule has been revised for Region 8 rates.Specific to Region 8 (California) to accommodate the additional labor and transit time moving the NRFI DLR's from the ATAC Hub to the Contractors Hub off base.
23PWSPWS Section 1.3.2.8.1.1, page 13Also, are working days (for engines) in the transit time table Monday – Friday, not including federal holidays?Monday – Friday, not including federal holidays.
`PWSPWS Section 1.3.2.10.2 , page 13What is a PKI certificate? How is it obtained?DOD is changing PKI to PIV (Personal Identity Verification) is part of CAC that is required to access DOD installations or data systems and can be obtained by following section 4.1 General Security Requirements and 4.2 contract security requirements.
25PWSPWS Section 1.3.2.11.2, page 13 – 14What per pound rate does the contractor charge for unspecified vehicles?Per contractors, pound rate plus accessorial pricing as shown in Appendix J Accessorial Pricing List.
26PWSPWS Section 1.3.3.2. Task Area 3, Subtask 2, page 14 – 15Hazardous Material Handling (HAZ) - How much hazmat is expected in the contract?Minimal amount of DG moved through ATAC, all of which are mostly Class 9, 2.2 NFG and empty cylinders.
27RFPPage 6 - Delivery InformationDELIVERY INFORMATION, it states the period of performance starts 1-AUG-2021. In the Advanced Traceability and Control (ATAC) IV Services Synopsis, the last sentence of paragraph 4 of the description states The contract award date is estimated for 1 August 2021. Assuming the performance cannot be the same date as contract award, when do you expect the contract to be awarded, and when do you expect the performance date to begin? Will there be a minimum number of days from award to start of performance?The contract award date is estimated for 1 August 2021. There will be a two month transition period with full performance commencing on 29 September 2021.
28PricingAttachment 3 - Pricing TemplateIn the pricing template attachment, the volumes showing on the flatbed pages are the same in each year. The volumes on the stretch flatbed pages are identical to the flatbed pages. It would seem unlikely that the exact volume of freight would be transported by both flatbeds and stretch flatbeds. Are these weight projections correct? Also, there are no volume projections, or the ability to have a rate for region to region dry van movements. We assume most movements of region to region shipments will actually be performed with tractors pulling dry vans. How much volume is anticipated to be transported in dry vans? Will the be a rate quoted for these movements? Will corrected pricing templates be published for dry van, flatbed and stretch flatbed utilization and estimated shipments and weight by weight category and region to region volumes? If not, what rate applies for the use of dry vans for region to region movements?With the majority of the freight being transported in enclosed vans the number of flatbed / stretch flatbeds were added based on an overall average used for the movement of AC Engines and oversize freight and the availability of equipment in the area and or the amount of engines and oversize pieces moving together. As for the volumes the total estimated weight is listed only for the requirements specific to the region to regions due to on demand requirements within the weight breaks specified in the Pricing Template.
