2Personnel/packaging, receiving, and shipping functionsPWS Section 1.3.2.4 Task Area 2, Subtask 4In previous ATAC contracts, the contractor was required to have personnel embedded at the ATAC-San Diego location and perform certain packaging, receiving, and shipping functions. Is that requirement no longer part of this new RFQ?It is not a requirement for the TTC to embedded at the Hubs. A large portion of the freight, trans-shipments and consolidation is accomplished at the TTC local warehouse. TTC is not required to “Package” per the P-700. As for packaging there is a consolidation requirement, which is outlined in section 1.3.2.4 Task Area 2, Subtask 4 of the PWS.
3PricingAttachment 3 - Pricing TemplateDo we have to bid on every lane or are we able to pick and choose?Yes, you must bid on every lane listed on Attachment 3 - Pricing Template.
4Cargo and truck liabilityPWS Section 3.8What are the insurance requirements for these loads?Refer to section 3.8 of the PWS. Section 3.8, Contractor Cargo Liability, outlines what liablity is required for cargo. Also, for access to DOD installation, all vehicles are required to have liability insurance; the amount depends on the state insurance requirements.
5PricingAttachment 3 - Pricing TemplateThe pricing spreadsheet requests rates in these categories but lists three (3) types of equipment – 53’Van, Low Boy, and 24’ Straight Truck. There is a considerable difference between the pricing of these three types of equipment. Is the Government requesting only one rate to cover all three (3) types of equipment?
The equipment in question can be billed at the same rate however the additional charges for specialized equipment (ex:lowboy) as shown in PWS Appendix J will apply.
6PricingAttachment 3 - Pricing TemplateIs there any historical data that can be provided regarding typical Freight Classifications or typical Shipment Size?The vast majority of the materials moved are typically Military Aircraft Parts, structural components and Power Units, although no historical data on Shipment Sizes the standard for consolidations are built on a pallet position of 48x40x60 to include items generally transported on flatbeds and step decks.
