Q#TopicRFP Document & ParaQuestionAnswer
1PricingAttachment 3 - Pricing TemplateHow do we price differently for the three different equipment types when there is only a single price requested? If we start adding cells for three equipment types our rates will be higher than anyone else who does not. We need to understand if they want a single price that covers all three modes or if they want them separately, and if so how and where? The TOP LINE charge will always be the zone to zone per lb. rate. If any of the following ADDITIONAL services are required they are added as an Accessorial charge as instructed by USTRANSCOM in Appendix J:

- Reconsignment (flat amount)

- Expedited Service (Flat amount per day)

- Specialized Equipment (Accessorial is a rate per mile, following the format in GFM)

- Drop Deck

- Goose Neck

- Stretch

- Etc..

2SecurityN/ADo I need to use my IDENTRUST ECA security certificate on this bid for USTRANSCOM?No, an IDENTRUST ECA security certificate is not required to bid on this acquisiton.
3PersonnelAre we going to need to set up any additional account managers in the eta portal? If talking about ETA as the Electronic Transportation Acquisitions site; no there are no additional account managers required.
4BillingPWS Section 1.3.4.4 Task Area 4, Subtask 4 - DOD Third Party Payment SystemIs this a Bill to through Syncada and we use power trax systems? The Government is not familiar with the "Power Trax" system however Syncada is what replaced a previously used system by US Bank called Powertrack? As for now All ATAC shipments are billed through US Banks Syncada which is also an electronic Bill Payment system.
5PricingAttachment 3 - Pricing TemplateAs we work through this application, it concerns equipment types and their requested weight breaks. If you look at the below you will see they are asking for Region to Region pricing with weight breaks on 53’ Stretch Flatbed Equipment and on Lowboy (Double Drop) equipment. There are no scheduled LTL/Partial services for those types of equipment. As well on the 53’ Stretch equipment as soon as you stretch it more than about 2’ you are into permits. As this spreadsheet is laid out we would be pricing full truckload for all weight breaks. Can we confirm if that is their intent or do we just need a truckload per mile to cover the region? Please reference the answer to question #1 to clarify the accesorials
6PricingAttachment 3 - Pricing TemplateReference: Section: Attachment 3, Tabs: Flatbed/Lowboy/Stretch Flatbed.

Question: In these pricing schedules, these tabs, your pricing requests pricing for these types of equipment to/from Region 9 (Hawaii) for Regions 1-8. Pricing these types of equipment are not possible for shipments to/from Hawaii. They would have to move as ocean or air freight. Please clarify?

All freight that requires specialized equipment (Flatbed, Lowboy, etc) are shipped to and from HI via Military Airlift out of Travis AFB and billed in accordance to the ATAC IV pricing / Appendix J.
