PORTS: Black Sea, Continental Europe & United Kingdom & Ireland, Scandinavia/Baltic, Mediterranean (east and west), and the Adriatic Sea.
When completing the Technical Worksheet submission, the offeror shall answer each question based on the posted Performance Work Statement (PWS) requirements. The offeror shall assume the Government has no prior knowledge of the experience past or present the offeror may have or performed. The Government will evaluate your answer to each question, SOLELY, on its own merits and will not assume answers to other questions are related information presented elsewhere within this technical worksheet.
** Submission Rules & Instructions: **
1. The entire submission of this Technical Worksheet SHALL NOT exceed 15 single sided pages in length. Each page size shall be no larger than 8.5 x 11 inches and single sided. Please note that the 15-page limit concludes after the offeror’s response to Section 5.
2. Section 6 “Contractor Plan for Continuation of Essential Contractor Services” of this worksheet will not be counted towards the page limit for the offerors proposal, however it still remains a part of the completed documents requested and shall be in Memo format.
3. When answering the following questions: The offeror shall not simply “rephrase or restate” the Government’s requirements, but rather shall provide convincing rationale to address “how” the offeror(s) intends to provide Port & Regional Logistics Services (P&RLS) the government seeks and in accordance with (IAW) the posted PWS. Statements that the offeror understands; can or will comply with the PWS; statements paraphrasing the PWS or parts thereof; flowcharts simply listing activities related to performance of the PWS; and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., without a description of “how” services will be provided or performed shall be considered unacceptable.
NOTE** Failure to complete this document in its entirety or attach requested documents may result in a quote being ineligible for award.

1b. Describe in detail “how” your company will provide stevedoring services should the USG’s plans change and notice is given 24 hours in advance? For example, a vessel destined for Lithuania is diverted into another port of call in Sweden. How would you mitigate the labor to support on short notice, as well as any labor shortfalls?

1c. Describe in detail “how” your company plans on addressing labor shortages due to competing requirements at commercial ports (example: commercial “vs” military). Explain how you would ensure the USG’s vessel/cargo will receive first priority, and if not, your plan to mitigate the delay.

2. Cargo Operations Support:
2a. Describe in detail “how” your company plans to provide the required equipment to handle multiple vessels simultaneously on multiple berthing at one port for all classes of supply (to include HAZMAT and Explosives). 2b. Describe and provide photos of types of equipment that would be used to tow/dray dead-lined vehicles up to 160,000 lbs. on and off a vessel, up and down steep ramps, with deck heights up to 10’6’’. Describe your plans to load/discharge a vessel with multiple decks when the cargo consists of operable and inoperable vehicles. How will you move cargo to and from staging lots while maintaining minimum set productivity levels?
2c. The Government requires you provide a Contact Maintenance Team (CMT), equipment and vehicle(s). This team must be capable of rapidly determining the mechanical condition of USG cargo and making minor equipment repairs on site and during an operation (i.e. changing tires, refueling vehicles, or changing vehicle batteries). Describe in detail “how” your company’s management plan will provide support for this requirement?
3. Vessel Operations:
3a. Describe in detail your ability to load/discharge cargo to/from RO/RO and LO/LO vessels without causing damage and IAW the Government’s safety requirements. Include in your description all steps from “staging to stow” for each operation separately.
3b. The PWS references and the USG follows multiple regulations for handling its cargo (i.e. SDDCTEA Pamphlet 55-20 & AR 55-22, and Army Regulation 190-11 to name a few). Describe in detail how you will prep vehicles, tie down (lashing) procedures, and lift vehicles related to vessel, truck and rail operations? Describe in detail “how” your company will ensure these regulations will be followed?

USG cargo is unique since it comes in different weight classes, is sometimes armored, is tracked or wheeled, is operable and/or inoperable, and consists of containers as well as breakbulk to describe a few of its characteristics. Often simultaneously, working of multiple vessel decks or locations is advantageous to the Government’s time schedule to meet Required Delivery Date. Explain your stevedore’s ability to conduct vessel operations, by describing MHE, labor, lift capability, and staging, where barge operations, and rail operations are being worked simultaneously?
