# Received Response Section Para Question/Comment/Feedback Government Response Gov POC
1 9/21/2020 9/24/2020 N/A N/A Can you please confirm if this SOW is being performed right now, and if so, what is the actual contract number and incumbent?
This is a new contract action so there is no incumbent. Chris Frost (CO)
2 9/22/2020 9/24/2020 Attachment 2 Blank
SOR & Attachment 1
PWS
Appendix G, pg 99
Are we to submit the Pricing Sheets (Attachment 2 Blank SOR) with our initial proposal? If so, should we price each zone separately, each Trade Area separately, each country separately, or one blended rate for all of Europe? Or some other option?
The blank SOR is for reference only; all pricing will be done after award on the task order level. The SOR is provided so that offerors are aware of the format which will be utilized for TO award.

We would like to know if the Bidders shall offer for the entirety of the AoR (that is: all the ports within EUCOM area) or if they can offer for only one or more of the 4 Trade Areas or of the 4 Zones listed at Appendix G of the SOW.
All offerors capable of providing service at any of the locations in a given trade area are encouraged to submit a proposal for consideration. Contract awards will not obligate the contractor to provide service at all ports in a trade area. Contractors do not have to bid on every task order issued under the contract; they can pick and choose which task orders they wish to compete for by submitting proposals only for those requirements within their business area(s) or capabilities.

We would like to know how many Contractors do you esteem to select for this Multiple Award Contract. If the EUCOM area is divided by lots (Trade Areas or Zones), how many Contractors do you esteem to select for each lot.
The Government does not have a set amount of awards as a result of this solicitation.

We would like to have, if possible, historical data on the number of operations required by USTRANSCOM in the past 2 or 3 years in the ports covered by this RFP.
The USG will not provide historical information of operations at ports or otherwise for the area covered in this solicitation. The Schedule of Rates provides estimated quantities for the different schedules based on a one-year period for the contract trade areas.

6 9/22/2020 9/24/2020 PWS Appendix G
We would like to know the exact meaning and aim of the division in 4 Trade Areas (Black Sea
– Continental Europe/UK/Ireland – Mediterranean – Scandinavia/Baltic) and 4 Zones (Western Mediterranean – Eastern Mediterranean – Adriatic Sea – Scandinavia/Baltic) made at Appendix G of the SOW. Also, we do not understand why some Countries are included in the Trade Areas but not in the Zones (for example, Germany).
Continental Europe encompasses Germany and other countries like Belgium, Netherlands to name a few and we did not feel we needed to break this one out separately. The reason we identified the other trade areas by zones was to make sure everyone understands what locations these zones consist of because of the uniqueness of the zones.

Our understanding is that the Attachment 2 must not be filled in and must not be attached to our Offer Package, is it correct? In other words, we understand that any pricing elements will appear only at the Task Order level and not in this phase.
Correct. Attachment 2 containing the blank SOR is for reference only; all pricing will be done after award on the task order level. The SOR is provided so that offerors are aware of the format which will be utilized for TO award.

8 9/22/2020 9/24/2020 Section SF 1449 – Continuation Sheet
Pages 3-4
We would like to know if we have to fill in this Section, by indicating Unit Prices and Max Amounts for the various Items 0001, 0002, 1001 and 2001 or if we have to leave them blank.
This section does not need to be completed by the offeror. No pricing information should be provided with an offeror's proposal submission.

9 9/22/2020 9/24/2020 Attachment 5 N/A
We would like to know if the S&RTS General Compliance Tool is a document that we have to fill in and attach to our Offer Package or if it is a tool used by Evaluators and that we don’t have to fill in.
It is suggested that offerors utilize and submit the completed S&RTS General Compliance Tool spreadsheet with their proposal, but this is not required.

10 9/25/2020 10/5/2020 Attachment 4
Page 1, Submission Rules and
Instructions;
Paragraph 1
Are we to submit our responses to the questions within Attachment 4 or in our own proposal format? We lose about 1.5 pages of our 15 page allotment due to the instructions on page 1 and Question #7.
Responses shall be included within the Attachment 4. The 15 page limit does include the instructions; however, it does not include the questions or responses for Section 6, Contractor Plan for Continuation of Essential Contractor Services.

We have noticed that few days ago on Beta.Sam it has been published a new Solicitation from US TRANSCOM (nr. HTC711-20-R-R023) related to the Stevedoring & Related Terminal Services for the port of Constanta, Romania. The scope of the Work of that Solicitation appears to be very similar to that of this Solicitation for the EUCOM area. This leads to an apparent contradiction and to a request for clarification from our side. If, through the RFP#HTC711-20-R-R011, the scope of TRANSCOM is to have a panel of technically compliant Contractors (the MAC Holders) to be solicited and utilized for all the ports within EUCOM area, we would like to know why you are searching for a permanent single Contractor for a port that is indeed included in the EUCOM area. If the answer is: “because Constanta is so important for the operational needs of TRANSCOM that we prefer to have a specific permanent Contractor there”, can we assume that Constanta (and all other European ports where TRANSCOM have in place single, dedicated, S&RTS contracts) is excluded from the EUCOM Solicitation in subject?
Having multiple contract vehicles in place ensures the Government has options necessary to meet all mission requirements. The Government will choose the contract most suitable to meet each mission and the one that delivers the best value to the Government. This contract is not meant to supersede any other contracts already in place.
