45 Amendment 1
The Amendment 1 mentions "SF1449 Revised Addendum to 52.212-1 b (iii) , b
(iii) 1 (a)". Is there anything we have to do to the SF1449 itself (a document that we already submitted) or can we just sign the Amendment 1 itself saying that we comply with all the terms therein and submit just that and thereby take care of it?
Offerors are to acknowledge amendments by filling out blocks 8 and 15 of the SF30 and submitting it with your proposal.
46 Amendment 1 Is there a red-lined copy of the Amendment 0001 that Carriers can view. The document on FBO does not contain the red-lined changes.
There is not a track changes version. The SF30 box 14 lists the paragraphs that were amended.
47 Amendment 1 Can you confirm that amendment #1 posted on 25 Jan 2019 extends both the technical and pricing proposal submissions until 4 Feb 2019
The entire proposal submission has been extended to 4 Feb 2019
48 Amendment 1 11.H
Can you confirm the new language in Amendment 1 under 11.H regarding super cargo, master or Captain and licensed deck officer of the vessel. It appears that in the new requirement the vessel master/Captain and the licensed deck officer need a security clearance if there is a classified shipment onboard regardless if there is supercargo personnel (E-5 or higher or equivalent civilian grade) on the vessel. In the original language carriers were offered an option.
An amendment will be forthcoming that will clarify paragraph 11.H and paragraph 11.D to be in line with the DTR requirements for moving classified cargo.
49 CARE
We are currently working our way through the bid process for the first time on a USC contract, and we are having some difficulty positively identifying specific line items that we would have the correct assets to place a rate on. We are a small business, so we do not have container ships, so our interest lies with barged cargos and line haul towing. Do you have a contact we could be put in touch with for some assistance in reading the road map of the CARE system?

The SHARP policy was presented to TCAQ from USCENTCOM and included in USC-9 as Attachment 14.
CENTCOM’s intention was to address Afghanistan only.
SHARP policy (attachment 14) is framed as generic “Sexual Assault and Sexual Harassment Policy”, non-specific to region. On page 2, para 2.B, is the first reference to Afghanistan. This is after the policy is more broadly defined in section 1.
(contractor) respectfully suggests that if this is purely an Afghanistan only “Sexual Assault and Sexual Harassment Policy”, that the language be changed to reflect same. Would also suggest, if confirmed, that the SHARP policy be included as an addendum to the Exigency Area section. (Contractor) is clear on the standard as it relates to Afghanistan and will ensure our subcontractors are in compliance.
If, however, the SHARP policy is meant to be globally enforced, please advise if you need any documentation from (contractor) and we will certainly provide. As mentioned, (contractor) adheres to strict NY state SASH policy standards and can fully document same.
This policy applies to Afghnistan only. Attachment 14 supports the language in the Exigency Annex. Please refer to paragraph C.8 of the Exigency Annex.
