Proposal Evaluation
Evaluation Process
• The Government intends to award multiple Fixed Price with EPA IDIQ contracts resulting from this solicitation to the responsible offerors whose offers conforming to the solicitation will be most advantageous to the Government, price and other factors considered
• Best value source selection procedures without trade offs will be utilized in accordance with FAR 15.101 and DOD Source Selection Procedures
• Note: Fair opportunity for task order (booking) awards is provided through a “best value” booking process IAW Exhibit 4, Ordering Procedure/Contractor Selection.
• U.S. Flag and Voluntary Intermodal Sealift Agreement (VISA) Preference Application
