RFP HTC711‐19‐R‐R002
QUESTION AND ANSWER ROUND 1
Question 1: Regarding RFP Attachment 1‐PWS (Page 15, para 4.10) The PWS describes RECEIPT as "from land transport to place of rest"
Can you please explain the difference between Discharge Truck and Discharge Rail (LINE items 110 to 130 and 166 to 186) vs. Reception (LINE ITEMS 190 to
195) on Attachment 2, Schedule of Rates on pages 3 and 4 of Attachment 2?
The government is asking for both discharge truck and a clerical reception rates individually?
Answer: See Amend 1 PWS Page 16. The commodity term for Receipt was changed to reflect Discharge
Conveyance. The commodity term for Disposition hwas changed to reflect Load Conveyance.
See Amend 1 PWS Page 23 section 6.4.2. “Cargo Receipt and Disposition is defined as:
Military Convoys. Upon the request of the COR and when ordered by the OO, the Contractor shall receive or disposition cargo by military convoy, the contractor shall provide cargo management, checkers, ground guides and other support staff for receipt and dispositioning government equipment. Compensation for receipt and disposition services defined in this paragraph are included in the commodity rates established in schedule 1C and 1D of the SOR.
The Government reserves the right to provide personnel to receive or disposition convoys whereas the Contractor shall receive no compensation.”
