MOTCO Q and A #2

HTC711-18-R-R005

Q# Document Par. Ref. Subject Question Government Response

1 RFP/PWS various Hourly wages

When determining the hourly wages of employee that perform work on the MOTCO base, what pay scale should we use, Davis Bacon, Service Contract wages, or any other pay scale?

This requirement is not subject to the Service Contract Act. As such, hourly wages should be based on state and local labor laws.

2 RFP Addendum to 52.212-1(b)(2)

General Information

How do we submit the completed contract electronically as discussed at the initial contract meeting at MOTCO?

All proposals shall be submitted via AMERDEC Safe Access File Exchange and can be accessed at https://safe.amrdec.army.mil. The full instructions for submitting a proposal electronically can be found in Addendum to FAR 52.212-1(b).

3 RFP Addendum to 52.212-1(b)

Submission Requirements

On the SF 1449 form, page 1, How do we fill out items 23,24,and 28? Should items 23 and 24 be left blank as the rest of the SF 1449 are line item brake downs for work to be done on base?

In regards to item 28, are two signed copies required to be printed out and submitted if we are supposed to be submitting all documents electronically?

Refer to Addendum to FAR 52.212-1(b) Submission Requirement for Volume I - Business Proposal paragraph a. That provides the exact boxes which need to be completed on the SF 1449. A signature will be required on page 1 of the SF 1449 and be submitted with the electronic documents.

4 PWS Appendix B Historical Data

What happens if rail operations drastically ramp up compared to the historical numbers provided? Our company knows based on over a decade of data that the historical data from 2017 is a lower than average year for total days worked for rail operations. If there isn't a cap on the number of weeks/months worked per year, the only way we can bid line item 9 in SF 1449 is based on working 52 weeks in a year.

Our company realizes this figure would not be competitive compared to other potential contractors using only the data from 2017, which is why we are looking for further guidance or clarification in order to have a reasonable line 9 item bid.

The historical numbers are being provided for informational purposes only. Actual future requirements may vary. The type and number of missions are subject to fluctuation due to the nature of the effort.

This data was prepared in good faith; however, the actual workload may not correspond to the historical data. Should the work performed be outside the scope of the contract, the contractor may submit a Request for Equitable Adjustment (REA). The REA process is detailed in DFARS 252.243-7002.

5 General Question N/A General

Information Please share a copy of the PPT from the meeting. The document will be posted to fbo.gov.

6 PWS 1.1.4.1. Rail Support Operations

Please clarify the location and full name "TSI" that does the locomotive repairs and service at MOTCO and if they are a 3rd party contractor or division of the Army. I am curious in the context of whether or not they are a local operation and how available they will be to respond to locomotive break downs and such.

The locomotive maintenance contractor does have a presence on MOTCO and they respond to mechanical problems in timeframes as specified in their PWS and contract with the Government.

Coordination for repair services and coordination with the repair contractor shall flow through the COR.

7 PWS 1.0. Scope of Work

I would like to confirm that none of the operation south of Hwy 4 will remain decommissioned. I'm curious if there is a possibility that that part of the base could be reactivated during a war-time scenario and/or if the redevelopment project direction has changed or reversed. We are interested if there is any opportunity to participate in any work at that additional track installation area under the contract we are currently bidding. It could be beneficial for MOTCO to allow the contractor to salvage material for the maintenance of the Tidal Area, and/or to allow the contractor to participate in the removal of rail as the contractor will already be on-site with equipment and crew.

While not understanding the exact boundaries of the land discussed in this question, most of the land south of Hwy 4 near MOTCO that was once part of Naval Weapons Station Concord is no longer US Army property and is not in the scope of this contract. Additionally, PWS para 1.1.2.7. specifies use of new materials.

8 PWS 1.1.4.1. Rail Support Operations

Please provide details about the current status of MOTCO's on-site locomotives and whether they are operable, awaiting repairs, or decommissioned. Any mechanical details about specific issues would be appreciated.

Of the five locomotives tracked for operational use, there are no plans to decommission any of these. The government's intent is always to maintain five mission-capable locomotives but this rate fluctuates based on operations tempo, the severity of maintenance problems, availability of parts, and other factors. Mission capable rates of government-owned locomotives are not a measure of performance in this contract.

9 RFP pg. 3 - 34 CLINs X010

In reference to the 3-hour call time, the quantity is stated as 5 each. Is that all of the 3-hour calls that will be expected within the period of performance?

The quantity provided is an estimate, and there is no guarantee all 5 calls will occur. Contractor will be compensated for each call at the unit price awarded on the contract.

Q# Document Par. Ref. Subject Question Government Response

12 RFP Atch 3 N/A PP Reference Submission

Atch 3 - PP Reference Submission Sheet only has 5 lines to provide a description of the effort, can we expand that area for a longer description?

Expanding the description area on Atch 3 - PP Reference Submission Sheet is not necessary as the evaluation team will utilize the description included on the PPQ for evaluation purposes.

13 RFP 52.212-1 &

52.212-2 Past Performance If we have a CPARS report, can that be submitted with our proposal?

The clauses can be printed, completed and scanned to be submitted with your proposal. The statement "electronically via the SAM Website" will be removed from FAR 52.212-1 in Amendment 0003.
