MOTCO Q and A #1

HTC711-18-R-R005

Q# Document Par. Ref. Subject Question Government Response

1 PWS 1.1.1.

Inspections and

Preventative Maintenance

The link provided in paragraph 1.1.1. of the PWS was a dead link. Is there a different link that can be provided to access Unified Facility Criteria (UFC) standards?

UFC 4-860-03, Railroad Track Maintenance & Safety Standards, can be found at www.wbgd.org. The updated link which will take you directly to this UFC is https://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc/ufc-4-860-03. The PWS will be revised with this link and will be included in a future amendment.

2 General Question N/A General

Information Is there a cap on the amount of repairs? As long as the repairs are within the scope of the contract, there is no cap to the amount of repairs that may occur.

3 PWS 1.1.4.1.2. Crew Requirements Is the 3 hour response time a hard requirement?

Under typical operations, notice is normally given at least 48 hours in advance. There is, however, a need to be prepared for wartime operations or short-notice delivery changes by the Class I rail carrier or other emergent needs. As such, 3 hours is the stated requirement for initial crew response and it would be enforced.

4 RFP pg. 3 CLIN Structure Can emergency call be a separate line item? This will be taken under consideration. If so, the solicitation will be amended and posted to FBO.

5 PWS 1.1.4.1.2. Crew Requirements

If the CLIN includes two crews, is that 6 personnel total?

One crew is 3 personnel as stated in PWS. If 2 locomotives are needed on the installation, then 6 crew members would be on duty to operate them.

6 PWS 1.1.5.

Supplemental Locomotive

Support

Is it possible to park a supplemental locomotive on MOTCO for ease of access?

This may be possible but is not guaranteed. It may be requested through the COR after contract award. Historical information shows there has only been a need for supplemental locomotives twice over the past 14 years.

7 General Question N/A General

Information

When the additional locomotives were brought on base, were all 5 Government-owned locomotives in service at the time?

No. One or two of the Government-owned locomotives were inoperative. There was also a large cargo outload occurring at that time. Supplemental, contractor-supplied locomotives may be needed to replace inoperative locomotives or to provide more capability if the 5 government-owned locomotives cannot handle the workload.

8 General Question N/A General

Information Are all 5 Government-owned locomotives currently running?

No, not all locomotives are operational at this time, however, all are reasonably expected to be operational by the start of the contract.

Maintenance of locomotives is accomplished through a separate contract on MOTCO. The scope of this contract does not include any locomotive maintenance above operator-level work which is defined in AR 56-3 (PWS para 1.1.4.1.)

Q# Document Par. Ref. Subject Question Government Response

9 PWS 4.11. Installation Access

Is there a special badge required for access near piers, ships, or near the water?

No. You will only need the MOTCO access badge. Transportation Worker Identification Card (TWIC) is not required.

10 PWS 1.1.4.1. Rail Support Operations

Are we doing locomotive maintenance beyond operating maintenance? The PWS does not define locomotive maintenance.

Operator level maintenance is stated in the PWS, but we will review the language to ensure the requirement is clear.

11 PWS 3.1.3.

Government Furnished Equipment

Will we be required to maintain the additional equipment listed?

Yes. The Government Furnished Rail Maintenance Equipment will need to be maintained and returned to the Government in the same or better condition in which you received it. Some of this equipment is brand new.

12 PWS 1.1.9.1. Personnel Qualifications

There is talk of MOTCO hiring a GS employee as a rail inspector. Is this the case? Do we need to not price for a rail inspector?

Each proposal shall price for providing the rail inspection services as outlined in the PWS. There is currently no official government rail inspector position at MOTCO.

13 General Question N/A General

Information Why is there a requirement coming out now after so many years of this work being performed by tenders?

This effort has been in progress for several years. The change is due to an increase in the number of missions being accomplished at MOTCO, increased attention on mission readiness, and DoD contracting guidance.

14 PWS 1.1.2.1.

Maintenance &

Repair Authorization

Who determines which repairs are necessary?

The contractor inspection report will be provided to the COR who will prioritize the repairs and provide direction for repairs less than $5,000. All repairs recommended greater than $5,000 will be forwarded through the COR to the CO for approval.

15 PWS & RFP

Various PWS paragraphs &

CLINS X001

Pricing

The monthly maintenance service fee would be determined by the defect list produced from our inspections. As such, how can the monthly maintenance fee be priced out when the monthly repairs are unknown?

The monthly maintenance fee should be based on providing all labor and materials needed to maintain the MOTCO track to the standard outlined in the PWS and UFC 4-860-03 for Class B track. Examples include but aren't limited to replacing tie bolts, respiking, replacing joint bars, clearing fouled flanges, and adjusting/lubricating switches.

Appendix B provides information regarding the amount of rail infrastructure at MOTCO to help in pricing these activities. The contractor should make the necessary repairs when found in conjunction with inspections. The only exception to this are the replacement of crossties, replacement of rail, and disturbance of more than one cubic yard of ballast. These items must be identified to and approved by COR.

16 PWS 1.1.1.

Inspections and

Preventative Maintenance

Is there a preventative maintenance standards that must be used?

Yes. The standards are outlined in UFC 4-860-03. MOTCO rail is considered Class B.

17 RFP pg. 3 CLIN Structure Is the ballast estimate provided in tons or cubic yards?

It is in cubic yards. The unit will be updated to cubic yard in Atch 5 - Pricing Schedule and RFP CLINs X006 and be posted in future amendment.

18 RFP pg. 3 CLIN Structure

On the monthly inspection reports, a timeframe is provided for when repairs should be completed. Wouldn't that make those repairs "scheduled"?

Under this contract, those types of repairs will all be considered "unscheduled".

19 RFP pg. 3 CLIN Structure Is the monthly rate hourly? No. You will need to provide a flat monthly rate you determine will cover your costs for that element for the entire month.

20 RFP pg. 3 CLIN Structure The historical data provided is not enough to allow us to calculate a solid monthly rate? Do we guess at what our monthly costs will be?

If additional historic data becomes available, the Government will update the PWS in a future amendment.

21 PWS Various paragraphs Work Hours

Is there a contractual time for the work hours to begin? Will inspections/preventative maintenance be scheduled?

Yes, this is defined in the PWS by task. Otherwise, work will be scheduled with the COR.

Q# Document Par. Ref. Subject Question Government Response

22 RFP pg. 3 CLIN Structure Is there a separate line item for the 24/7 operations since the PWS states 0730 to 1630?

No. Operations will be needed 24/7. The normal duty hours on the installation were given as a guide to help plan day-to-day contact with most MOTCO employees and to complete normal, day-to-day inspections and maintenance work.

23 RFP 52.212-1 &

52.212-2

Instructions to Offerors

Is there a way for you to provide all of the detail regarding the requirements for proposal submittal?

Yes, refer to 52.212-1 and 52.212-2. All of the proposal instructions and evaluation criteria will be found there.

24 PWS 4.7. Equipment Can we park other equipment on base in between use? Will it be a covered area?

Some rail-mounted equipment can be parked on base as space allows.

Non-rail-mounted equipment can also be parked on base as space allows. A sheltered area for contractor-supplied equipment is not guaranteed. This shall be coordinated with the COR.

25 PWS 3.1.1.

Government Furnished Facility

To what level must the contractor maintain the government-owned facility they are given?

Contractor must maintain and return equipment to the Government in the same or better condition in which they received it. The COR shall be alerted of any necessary maintenance or repairs, who will then submit a work ticket.

26 General Question N/A General

Information Is the crane rail part of the inspection criteria? No.

27 PWS 1.1.1.

Inspections and

Preventative Maintenance

Does the bridge rail have different maintenance criteria than other rail?

No, the rail over the bridge is inspected and maintained in accordance with the same UFC. Only the rail infrastructure is inspected/maintained through this contract. This consists of the components from the bottom of the crossties up (i.e. crossties, rail, OTM). Bridge structures below the bottom of the ties are inspected on recurring basis through US Army Corps of Engineers and will be repaired through separate means when necessary.

28 PWS 1.1.4.1.

Rail Support Operations

Will contractors be required to fuel locomotives? Yes.

29 General Question N/A General

Information If fuel is spilled, will contractor be required to contain?

Contractor is responsible for initial response/containment, and to immediately notify the COR and the MOTCO fire department for further action. If contractor is found to be responsible for a HAZMAT spill through negligence, they may be asked to provide site remediation or reimbursement for remediation through applicable contracting rules/regulations.

Q# Document Par. Ref. Subject Question Government Response

30 General Question N/A General

Information What type of rail is present on MOTCO. The type of rail present on MOTCO is between 75-115 lbs/yd.

31 General Question N/A General

Information Does the UFC or FRA apply to contractor-owned equipment?

The standard for rail maintenance on MOTCO is the UFC.

Contractor-owned equipment must be kept in safe, operable condition as governed by the operating instructions of that particular piece of equipment as well as rail industry regulations or best practices as applicable.

PWS 1.1.4.1.2.

Crew Requirements

Federal Service Laws might be broken if 24/7 ops are required.

24/7 ops are required, but managing/scheduling crews is up to the contractor. Therefore, ensuring these laws are not broken is the responsibility of the contractor.

33 RFP 52.212-1 &

52.212-2

Instructions to Offerors PLEASE NOTE

For past performance, an element is being added to allow offerors to include up to 2 PPQ's for subcontractors should there be a plan for an offeror to utilize subcontractors. The number of PPQ's allowed to be submitted will remain 3, but only one of those is required to be for the prime offeror. This change will be posted in a future amendment.
