MOTCO Q and A #2
HTC711-18-R-R005
Q# Document Par. Ref. Subject Question Government Response
1 PWS 1.0. Scope of Work
Is any of the MOTCO property under the jurisdiction of the Federal Railroad Administration(FRA) and do they regulate rail operations?
For rail maintenance standards, UFC 4-860-03 is the primary guidance on MOTCO. AR- 56-3, Sec 1-5 addresses Army rail policy regarding operations and equipment.
2 PWS 1.0. Scope of Work Will the contractor awarded be the only rail operator on MOTCO property? If not, who are the other operating entities?
This contractor will be the primary operator on MOTCO and the sole contracted operator. Per PWS para 1.1.4., government rail operators (military and civil service) may operate locomotives on MOTCO to provide augmentation, to support major cargo movements, or to fulfill training requirements. This is expected to happen infrequently.
3 PWS Appendix B Historical Data What is the current 2018 year-to-date history for this table?
Provided in updated Atch 1 - PWS dated 22 June 2018 which is posted with Amendment 0002.
4 PWS 1.1.4.1. and Appendix B
Rail Support Operations, Historical Data

Checks, readings, and discrepancies are documented in the operator's section of DD Form 862. Repairs of discrepancies identified by the operators are completed by another contractor on MOTCO. Coordination should flow through the COR. Additionally, some contractor operators will be required to receive US Army training/certification in accordance with AR 56-3 (PWS para 1.1.9.2.). Further information will be given during this process regarding Army standard practice for operator checks/caretaking. Locomotive parts procurement and mission capable rates are a matter between the government and locomotive maintenance contractor and are not in the scope of this contract.
b4) The contractor will be responsible for monitoring fuel levels in locomotives and fueling as necessary. Fuel is provided by the government and is coordinated through the COR.
