(iii)(a)Past PerformanceWhy is TCAQ only using Past Performance Information from contracts instead of key personnel, background information, etc.?Per solicitation page 39 (iii)(a), the Government may consider any past performance information of which it has knowledge. However, this information will not carry the same weight as the contract's past performance.
3PWS 1.2.12.4.2.Space ADoes the Space A Passenger Visual display show the Space A passengers that are actually present?Yes, Space A and eligible to travel.
4PWS 1.5.Methods of PaymentDoes the Government only accept cash and check as forms of payment?No, cash, check, and credit card are all acceptable forms of payment.
5PWS 1.6.System AccessWhat systems are accessible at the passenger processing counters?Several computer programs are accessible at the passenger processing counters to include GATES and GDSS; however, accessing programs other than GATES can cause the system to operate inefficiently.
6PWS 1.6.IT supportDoes the Government provide a Computer Systems Administrator (CSA) that can work on a computer?No, Government CSAs are located at Joint-Base McGuire-Dix-Lakehurst and Scott AFB. The contractor is responsible for providing IT personnel capable of interfacing with the Government representatives as required to manage the Gateway computer systems and ensure continued functionality.

9PWS 4.1.7.COR/COWhere is the COR and Contracting Officer located?CORs are located at BWI and the Contracting Officer is located at Scott AFB.
10PWS 4.2.Hours of OperationDo all missions depart/arrive during normal business hours?No, missions usually do not depart during the established operating hours of 0800-1600 for the ATOC, Data Records and Reports, Space A Passenger Registration/Customer Services, and Baggage Services. Mission operating hours vary and staffing is ATOC staffing is required during aircraft operations and to ensure Passenger Processing Counters are staffed and operational at least six hours prior to scheduled aircraft departure for international flights, and at least four hours prior to scheduled aircraft departure for domestic flights, and remain open to meet aircraft delay processes; Departure Gate, is staffed and operational to meet aircraft departure requirements and aircraft delay processes, (retain sufficient personnel on duty for a minimum of one hour after aircraft departure to provide services in the event of a mission abort); and Arrival Gate, is staffed and operational to meet aircraft arrivals.
11PWS 4.1.Award dateDoes the Government intend to award 30 days prior to start date.The Government anticipates award on or around 1 Jan 18, 90 days prior to the 1 Apr 18 performance start date.
12PWS Appendix DAppendix DIn Appendix D, the reliability is terrible. With the reliability issue it is difficult to staff sufficient personnel on a FFP contract.The Government is aware that departure reliability is an issue and included the departure reliability data to ensure it was considered by the prospective contractors. The Contractor is responsible for publishing and updating the daily flight schedule, and therefore the first to know of forecasted or potential delays which will facilitate their ability to adjust staffing requirements.
13PWS 3.2.1.GFEWho provides service and maintenance on GFE?The Government maintains, services, and replaces all GFE.
