SOLICITATION NO: HTC711-17-R-CC04

CONTRACT NO:

AIR MOBILITY COMMAND

GATEWAY PASSENGER SERVICES

BALTIMORE/WASHINGTON INTERNATIONAL AIRPORT

1. The Contractor shall provide Air Mobility Command (AMC) Gateway Passenger Services in support of the Defense Transportation System (DTS), at Baltimore-Washington International (BWI) Airport. These services are considered to be operationally critical support as defined in DFARS 252.204-7012.

1.1. Air Terminal Operations Center (ATOC): The Contractor shall provide a control function that manages all information and resources required to receive, document, plan, and move passengers and cargo, facilitate on-time aircraft departures and ensure maximum aircraft utilization. The Contractor shall:

1.1.1. Gather, process, and disseminate information in accordance with (IAW):

- Air Mobility Command Instruction (AMCI) 24-101, Volume 9, paragraphs 4.5., 7. through 7.5., 7.8., 7.14. through 7.14.2., 9. through 9.1., 13. through 13.2., 17.3. through 17.3.1., Section D, and Attachment 3;

- Headquarters (HQ) AMC/A4T policy, messages, memorandums, and directives;

- Global Air Transportation Execution System (GATES);

- Global Decision Support Systems (GDSS)

1.1.1.1. Provide detailed information to 618th Air Operations Center (Tanker/Airlift Control Center (TACC)) and Contracting Officer Representative (COR) concerning an actual delay or abort.

1.1.1.2. Immediately advise the COR of any unusual event, incident or emergency involving aircraft arrival/departure.

1.1.1.3. Coordinate Special Assignment Airlift Mission (SAAM) requirements with the mission validator, TACC, and deploying/redeploying unit.

1.1.1.4. Update and provide daily, a 30 calendar day flight schedule, depicting flights beginning with the current day and forecasting the next 30 calendar days, to agencies designated by the COR. Distribute the initial daily mission schedule at 0900L and provide updates (mission add-ons, cancellations, delays) as required to ensure readiness of Contractor and airport resources.

1.1.1.4.1. Extract flight schedules which only depict flights available for Space Available travel; and, make them available to authorized Space Available customers.

1.1.1.5. Dispatch the outbound GATES Mission Load Report (MLR) when the aircraft load is firm, but no later than 30 minutes after aircraft block-out, to ensure advance information concerning cargo, passengers, and mail aboard arriving aircraft is provided.

1.1.1.5.1. Provide MLR information via phone, fax, or email to the down-line station when the transit time is less than 30 minutes. Annotate the date and time information is provided to the down-line station in the remarks section of the AMC Form 77.

1.1.2. Establish Sequence of Events Checklists to track performance requirements within established aircraft ground times, facilitating on-time aircraft departures.

1.2. Passenger and Baggage Services: The Contractor shall provide a complete range of passenger and baggage services IAW:

- AMCI 24-101, Volume 14, except Section A, paragraphs. 1, 2.3. through 2.4.2.; 2.7.4., 2.9. through 2.9.2.; 2.11. through 2.11.4., Section B, paragraphs 6.1.3., 21. through 21.3.3.; Section C, paragraphs 23.5.2.3.; Section D paragraphs 29. through 29.3., 30. through 30.10., and 31. through 31.4.2.; Section E paragraphs 36.14.; 38.4., 40. through 40.6.; 41.1; Section F paragraphs, 49. through 56., Table 1.; Section G paragraphs 58. through 61.1.; Section H paragraphs 64. through 65.6.3.; Section I paragraph 70. through 71.6.2.; 72.1.2.; Section K

- DoDI 4515.13, Sections 3, 4, 10, and 12;

- DoD 4500.9-R, Part I, Chapters 101, 102, and 103

- DoD 4500.9-R, Part III, Chapter 303, Appendix V, paragraph J;

- Electronic Foreign Clearance Guide

- HQ AMC/A4T policy, messages, memorandums, and directives;

- Maryland Aviation Administration (MAA) policy, messages, memorandums, and directives;

- 305 APS/DET 1 Manual Passenger Manifesting and Irregular Boarding Pass Procedures Instruction

- GATES. The Contractor shall:

1.2.1. Place special meal order(s) with the International Airlift Contractor (IAC) upon the request of space-required passengers. Special meal orders shall be forwarded to the IAC not later than 24 hours prior to scheduled aircraft departure.

1.2.1.1. Provide the COR with a list of special meal orders six hours prior to the scheduled aircraft departure.

1.2.2. Provide a supervisor to monitor/direct all check-in processes.

1.2.2.1. Ensure an agent is available in front of the passenger processing counters during all flight processing, to validate travel documents, provide baggage identification tags, resolve passenger problems, offer assistance, and expedite passenger processing.

1.2.3. Provide a flight controller available to accomplish a continuous passenger count during all flight processing.

1.2.4. Assign passenger seat selection from GATES, and/or an aircraft seat chart based on passenger’s seating desire and aircraft seating availability.

1.2.4.1. Pre-assign seats to pre-booked families before the flight is opened to ensure families sit together; and, block out adjacent seats for flights where it’s expected that families will be traveling in space available status.

1.2.4.2. Pre-assign seats for all Distinguished Visitors (DVs).

1.2.5. Establish express processing procedures and designated express check-in positions for DVs, families, and special category passengers.

1.2.5.1. Accompany/escort unaccompanied minor(s) arriving via commercial transportation from the time of check-in at the ticket counter to boarding on the aircraft, from the time of aircraft arrival to aircraft departure, and during aircraft delays. During overnight delays refer unaccompanied minors to the COR.

1.2.5.2. Notify the down-line stations and recipient guardian of unaccompanied minor(s) within one hour of aircraft delay. Aircraft arrival information shall be provided upon aircraft departure.

1.2.6. Determine passenger/pet travel eligibility; and, prior to denying any travel, the Station Manager or Alternate Station Manager shall ascertain whether or not discrepancies can be resolved. Discrepancies may include but are not limited to, ineligible in-cabin pet container, issue with ID cards and /or passports, etc.

1.2.6.1. In the event discrepancies cannot be resolved, assist passengers in obtaining all required travel documentation and provide necessary information which facilitates onward travel.

1.2.7. Establish pet processing procedures to ensure owners are notified when their pets are safely on-board.

1.2.8. Annotate passenger travel documents with actual/interrogated body and actual baggage weights, passenger manifest line number, pieces of checked baggage, seat assignment, time of check-in, Unit Line Numbers (ULN), final destinations, passport number, and passenger processing agent initials.

1.2.9. Inform passengers of pertinent flight and facility information. At a minimum this includes hand-carried items limitations, boarding time, boarding gate, en route stops, meal service, and arrival time.

1.2.10. Distribute final manifests and associated documents to the Senior Flight Attendant/Loadmaster.

1.2.11. Ensure passengers are kept informed and provided updates during delayed aircraft arrivals/departures.

1.2.11.1. Distribute Government provided delayed flight information letters to passengers.

1.2.11.2. Distribute hotel and meal vouchers provided by the Government to passengers. Annotate the manifest to indicate where each passenger has been billeted and provide a completed copy to the COR.

1.2.12. Ensure passengers are kept informed using the available public address system and visual display systems as well as flight information recordings.

1.2.12.1. Prepare and utilize AMC announcements which meet the guidance outlined in AMCI 24-101, Volume 14, Attachment 20. Informational announcements shall include but are not limited to situational updates in the gate arrival/departure and other applicable areas, and reminders in the customs arrival areas, e.g. pick-up of over-sized baggage, etc.

1.2.12.2. Advertise flight information throughout the airport on the airport monitors/flight information display system.

1.2.12.3. Create flight information recordings and ensure the information is kept current.

1.2.12.4. Prior to the start of flight passenger processing ensure the Space Available (Space A) Passenger counter at the BWI atrium lower level information center is set-up.

1.2.12.4.1. Establish GATES connectivity and ensure required supplies are available.

12.12.4.2. Create, maintain, and ensure the Space A Passenger Visual display is current and in-place prior to the start of flight passenger processing.

1.2.13. Provide one-on-one assistance on and off the aircraft, within the baggage arrival area/US customs arrival area, and throughout the airport complex to unique category passengers, passengers with physical limitations, passengers with small children and/or pets and unaccompanied minors.

1.2.13.1. Provide aircraft aisle chair service; and, wheelchair service within the airport complex.

1.2.13.2. Pre-board car seats to assist families with small children.

1.2.14. Brief COR on passenger loads, actual weights (passenger and baggage), and special requirements, not later than (NLT) one hour prior to scheduled departure.

1.2.15. Perform a physical walk through of all departure baggage holding areas and baggage carousels that support AMC within 15 minutes after the last checked bag has been sent to TSA for screening to ensure no checked baggage is left behind.

1.2.16. Identify passengers who have oversized hand-carried items that must be gate-checked.

1.2.16.1. Place personal identification and baggage destination tags on all gate-checked items.

1.2.16.2. Verify with the IAC Representative gate-checked items were loaded on the aircraft.

1.2.17. Perform a physical check of the departure gate and jetway prior to pre-departure preparations and the closing of the aircraft cabin door(s) or aircraft mobile jetway door to verify no items were left behind.

1.2.18. Complete a walk-through of the aircraft after all passengers have deplaned. Any items/articles found aboard shall be delivered to the lost and found baggage representative.

1.2.19. Perform a physical walk through of all customs baggage holding areas, baggage carousels, and baggage piers that support AMC within 15 minutes after all arriving passengers have cleared customs to check for any remaining/unattended AMC baggage.

1.2.20. Utilize the GATES Weapons report accountability form for each flight, which includes, at a minimum: mission number, date, destination, responsible passenger, total number of weapons in each case, baggage tag number and red tag number.

1.2.20.1. Verify privately owned weapons nomenclature and serial numbers match those listed on the customs documents, and record the weapon’s serial number on the GATES Weapons report accountability form.

1.2.20.2. Request the responsible passenger open each weapon case to allow verification of the total number of weapons in each case.

1.2.20.3. Provide constant surveillance of checked weapons from the time the passenger check-in agent accepts a weapon until the last weapon is loaded on the aircraft.

1.2.20.3.1. Make every attempt to locate missing weapons prior to scheduled aircraft departure.

1.2.20.3.2. Upon aircraft departure initiate mishandled baggage procedures for weapons which were not located, and notify the COR.

1.2.20.4. Retain a file copy for two years of the weapons accountability form signed by the individual responsible for surveillance of checked weapons.

1.2.21. Escort passengers transported on aircraft mobile jetways to/from aircraft parked at remote aircraft parking spots.

1.2.22. Coordinate checked baggage processing requirements with the COR when the checked baggage belt behind the passenger check-in counters is unavailable.

1.2.23. The Contractor shall advertise the Interactive Customer Evaluation (ICE) program and distribute ICE cards provided by the COR.

1.3. Cargo Services. The Contractor shall control, safely process, and manifest Mission Capability (MICAP) cargo. The Contractor shall:

1.3.1. Determine the MICAP is within the permissible size and weight limitations, ensure MICAP is not hazardous, and receipt for MICAP (sign and keep a copy of the truck manifest).

1.3.2 Prepare a MICAP manifest through GATES.

1.3.3. Hand-carry small MICAP items to aircraft and turn them over to senior flight attendant. Larger items shall be turned over to aircraft ground handlers.

1.3.4. Notify the COR of all MICAP movement.

1.4. Reports, Records, and Electronic Data Interchange: The Contractor shall:

1.4.1. Prepare and submit the following reports within the time frames stated below or IAW the specified publication. A copy of all reports shall be provided to the COR.

1.4.1.1. Monthly Station Traffic Handling Report, IAW AMCI 24-101, Vol. 6, paragraphs 17. through 17.3.11. except 17.3.7. and 17.3.9. through 17.3.9.7.

1.4.1.2. Mishandled Baggage Summary, AMC Form 134a IAW AMCI 24-101, Vol. 14, paragraphs 74.1. through 74.5.

1.4.1.3. Section 2330a of title 10, United States Code (10 USC 2330a), requires the Secretary of Defense to submit to Congress an annual inventory of contracts for services performed during the prior fiscal year (FY) for or on behalf of the Department of Defense (DoD). The inventory must include the number of contractor employees using direct labor hours and associated cost data collected from contractors. The system to accomplish this is the electronic Contractor Manpower Reporting Application (eCMRA).

Reporting inputs will be for the labor executed during the period of performance during each Government FY, which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year Contractors may direct questions to the help desk at help desk at: http://www.ecmra.mil/. The following information is provided to facilitate establishing the required eCMRA account:

The eCMRA site associated with this contract is Air Force.

The Command of the Requiring Activity is Air Mobility Command.

The Unit Identification Code (UIC) for this requirement is FFGYC0.

1.4.2. The Contractor shall create, maintain, dispose, and stage or archive Government-required records IAW AMCI 24-101, Vol. 6 paragraphs 6.2.1. through 6.2.3., 6.3. through 6.6., 8. through 8.4.6., 9. through 9.1., 11. through 14., GATES, and HQ AMC/A4T policy, messages, memorandums, and directives. The Contractor shall:

1.4.2.1. Provide the original record or a reproducible copy of any such record within three working days of receipt of the request.

1.4.2.2. Perform post flight procedures within 24 hours of aircraft departure.

1.4.2.2.1. For each outbound mission scan all the travel orders and associated passenger manifests and forward via email to: SAH.Suspense@scott.af.mil, NLT the next Data Records and Reports function business day, reference PWS paragraph 4.2.

1.4.2.2.1.1. Ensure only those pages of each travel order which contains the member(s) personal information (name, social security number, assigned unit, etc.) and billing information (fund cite, billing address, Customer Identification Code) are forwarded.

1.4.2.2.1.2. Annotate Special Account Handling travel orders, which correlate to manifested passengers with an "A" in the second position of the Customer Identification Code Field, with the origin and destination, manifest number, flight number, and Julian date.

1.4.2.3. Complete and file all flight transactions and related documentation within 48 hours of aircraft departure.

1.4.3. Accomplish research requests and forward one copy of the movement documents to the requester within 3 business days of receipt of the request.

1.4.4. Research documentation retained by the Contractor and prepare reports (i.e., special account handling, duplicate bookings, passenger movement statistics, etc.) within 3 business days of receipt of request. Maintain a copy of all research requests for a period of 90 calendar days.

1.4.5. Obtain passenger manifests within six hours from GATES or previous station when an aircraft arrives and there is no passenger manifest on-board.

1.4.6. Audit and correct all errors and discrepancies within 24 hours of discovery or notification.

1.5. Funds Handling. The Contractor shall provide funds handling services IAW AMCI 24-101, Vol. 6, paragraphs 6. through 6.6., and 12.7.; AMCI 24-101, Vol. 14, Section F, except paragraphs 48. through 55.4., 56.1.4., 56.1.6., 56.1.7., 56.1.9., and 56.1.10.; and HQ AMC/A4T policy, messages, memorandums, and directives. The Contractor shall:

1.5.1. Verify checks using TELECHECK (or equivalent service) and/or the Government provided stamp.

1.5.1.1. Place the verification number and passenger processing agent’s initials on the upper right side of the check. Make a copy of the check with the verification number and processing agent’s initials; attach a copy of the orders, and place it in the flight folder.

1.5.2. Develop processes for accepting credit card payments and providing refunds.

1.5.2.1. Secure all credit card machines to prevent unauthorized use and/or loss.

1.5.3. Convert all cash into a money order for each DD Form 1131, Cash Collection Voucher no later than the first business day after mission departure. Complete the TWCF Port Collections Coversheet, for each DD Form 1131, forward this with the money order, and applicable documentation, via overnight service, to Defense Finance and Accounting Service, Indianapolis Operating Location, 3801 Limestone Field Site, P.O. Box 269339, Indianapolis, Indiana 46226.

1.5.4. Develop and implement internal audit procedures.

1.5.4.1. Audit all funds and supporting documentation prior to flight departure.

1.5.4.2. Make copies of each completed TWCF Port Collections Coversheet, associated money orders, and applicable documentation and send via email, the same day funds are mailed, to: DFAS-LI-AMC-PORT-1131@DFAS.MIL.

1.5.4.3. Account for TWCF Port Collections Coversheets, DD Forms 1131, money orders and applicable documentation, using a Contractor developed control log.

1.6. Communications Management and Information Systems. The Contractor shall interface with the Government communications representative(s) as required to manage the Gateway computer systems and ensure continued functionality.

1.6.1. GATES Work Station Area Security Officer (WASO), IAW GATES Manual. The Contractor shall:

1.6.1.1. Provide a letter with the name of the GATES WASO and alternate(s) to the Contracting Officer (CO) and COR fifteen calendar days before the start of the contract. Submit an updated appointment letter as required.

1.6.1.2. Immediately request assistance from HQ AMC/A4TI for software and hardware related problems. Notify the COR of software and hardware related problems within 48 hours of the request for assistance. Ensure GATES trouble tickets are submitted to the GATES HELPDESK as required to ensure unresolved problems are identified and tracked until resolution is provided.

1.6.1.3. Notify COR when a loss of GATES functionality occurs and cannot be restored within 30 minutes.

1.7. Custodial Services. The Contractor shall ensure all Government-Furnished offices/spaces/ticket counters, office furniture, and equipment is clean.

2. SERVICE DELIVERY SUMMARY. The Service Delivery Summary (SDS) represents the most important contract objectives; and, includes safety and security requirements, which are interwoven critical aspects of these objectives. The Contractor is fully expected to comply with all Performance Work Statement (PWS) requirements; however, the Government’s assessment of Contractor performance will focus mainly on these objectives.

2.1. A critical nonconformance cannot be corrected 1) without negative mission impact; and/or 2) adversely affects another Government agency’s ability to accomplish their mission; and/or 3) adversely affects the safety/security of personnel or resources.

2.2. A minor nonconformance is unlikely to materially reduce the usability of the services for their intended purpose and cannot be corrected.

3. GOVERNMENT-FURNISHED MATERIALS, EQUIPMENT, FACILITIES, SERVICES AND TRAINING.

3.1. Government-Furnished Materials: Government-Furnished Materials (GFM), Appendix C-1, will be provided to the Contractor for the duration of the performance period of this contract. The Contractor shall sign a receipt for all materials provided by the Government. At the conclusion of the contract, the Contractor shall return all residual inventories to the Government.

3.2. Government-Furnished Equipment: Government-Furnished Equipment (GFE), Appendix C-2, will be provided to the Contractor for the duration of the performance period of this contract. The Contractor and COR shall jointly inventory GFE not later than five calendar days prior to the start of the contract; and annually thereafter not later than 10 calendar days before completion of the contract period, including any option periods. The Contractor and the COR shall jointly determine the working order and condition of all equipment and document their findings on the inventory. The CO shall be notified in writing when equipment is missing or not in working order. The Contractor shall sign a receipt for all equipment provided by the Government. Any disagreement between the Contractor and the COR concerning the working order and condition of equipment shall be elevated to the CO.

3.2.1. The Contractor shall submit written (email or memorandum) requests for additional or replacement GFE to the COR. Such requests shall specify the reason for the replacement request. The Contractor shall turn in GFE approved for replacement or repair.

3.3. Government-Furnished Facilities: Government-Furnished Facilities (GFF), Appendix

C-3, have been inspected by the Government. The Government will correct hazards according to approved plans of abatement taking into account safety and health priorities should a hazard within a GFF be identified.

3.3.1. The Contractor shall furnish the CO and COR documentation describing, in detail, any modification requested before any modification of the GFF is performed by the Contractor at their expense. No alterations to the facilities shall be made without specific written permission from the CO. The Contractor shall return the GFF to the Government in the same condition as received, fair wear and tear and approved modifications excepted. GFF shall only be used in performance of this contract.

3.3.2. The Contractor shall establish and implement methods of making sure all keys issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The Contractor shall:

3.3.2.1. Not duplicate any keys issued by the Government. Any occurrences of lost or duplicated keys shall be reported to the COR immediately (verbally) and in writing within 24 hours.

3.3.2.2. In the event keys, other than master keys, are lost or duplicated, the Contractor may be required, upon written direction of the CO, to re-key or replace the affected lock or locks without cost to the Government. The Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due to the Contractor. In the event a master key is lost or duplicated the Government shall replace all locks and keys for that system and deduct the total cost from the monthly payment due the Contractor.

3.3.2.3. Prohibit the use of keys issued by the Government by any persons other than the Contractor’s personnel.

3.3.2.4. Prohibit the opening of locked areas by Contractor personnel to permit entrance of persons other than Contractor personnel engaged in performance of contract work requirements in those areas.

3.3.3. The Contractor shall control access to all Government provided lock combinations to preclude unauthorized entry.

3.3.4. The Contractor shall coordinate with the COR to change lock combinations annually, when Contractor personnel are terminated/released or the combination is suspected of compromise.

3.4. Government Provided Service. The following Government-Furnished Services will be provided to the Contractor for the duration of this contract.

3.4.1. Mail Service. Includes collecting, accepting, sorting, and placing official mail, to include but not limited to mail, messages, and airport periodicals, in the Contractor’s distribution box for pick-up daily from the military detachment administrative office.

3.4.2. FedEx shipment of mishandled baggage.

3.5. Government Provided Training. Government personnel will provide initial AMC Gateway Passenger Services familiarization training at BWI to Contractor personnel for the first 30 days of the contract performance period. During this period, the Contractor is fully responsible for providing adequate personnel, supervision, and any items and services necessary to perform AMC Gateway Passenger Services as defined in this PWS.

3.4.1. A weekly meeting shall be conducted to review training progress. Training may be terminated in less than 30 calendar days if agreed to by the Contractor and Government.

4. GENERAL INFORMATION: The Contractor shall provide all technical support, personnel, supervision, equipment, tools, materials and other items and services, (except as specified within the contract as Government-Furnished Materials, Equipment, Facilities, Services, and Training), as required, to perform AMC Gateway Passenger Services as defined in this PWS, in support of the DTS.

4.1. Contractor Personnel. The Contractor shall provide a Station Manager and Alternate Station Manager(s) who shall be responsible for the performance of the work. The name of these persons shall be designated in writing to the CO 30 calendar days prior to the first operational performance period.

4.1.1. The Station Manager/Alternate Station Manager(s) shall have full authority to act for the Contractor on all matters relating to the daily operation of this contract.

4.1.2. The Station Manager/Alternate Station Manager(s) shall be located on site during hours of operation to oversee all contracted operations and shall read, write, speak, and understand English in order to use technical manuals/references and effectively communicate.

4.1.2.1. The Station Manager or Alternate Station Manager shall at a minimum attend Quarterly Host Carrier and Airport, Customs and Border Protection, and TSA meetings.

4.1.3. The Contractor shall provide a floor supervisor available in front of the passenger processing counters during all flight processing, to validate travel documents, provide baggage identification tags, resolve passenger problems, offer assistance, and expedite passenger processing.

4.1.4. The Contractor shall provide a flight controller available to accomplish a continuous passenger count during all flight processing.

4.1.5. The Contractor shall ensure managers, supervisors, and passenger agents are qualified for their positions; and, able to read, write, speak, and understand English in order to use technical manuals/references and communicate effectively. The Contractor shall notify the CO and COR of the departure of any manager or supervisor and identify their substitution or replacement within seven working days.

4.1.6. The Contractor shall ensure Contractor personnel maintain the required certifications to fulfill the requirements of the PWS for the duration of the contract.

4.1.7. The Contractor shall meet with the CO, COR, and other Government personnel as required by the CO.

4.1.8. All Contractor personnel shall wear uniforms that present a neat professional appearance.

4.1.8.1. All Contractor personnel shall wear a nametag, which is approximately 3” x 1” with AMC logo colors. The nametags of the Station Manager and Alternate Station Manager(s) shall identify their position.

4.1.8.2. All Contractor personnel shall wear light blue shirts, dark blue slacks/skirts, ties/neckwear and black shoes. Outerwear such as jackets and sweaters shall compliment their uniform appearance.

4.1.8.2.1. Contractor personnel performing weapons surveillance and accountability may remove or loosen their tie or neckwear and un-tuck the shirt while in the baggage build-up area. Their overall uniform appearance must be restored prior to departing the baggage build-up area.

4.1.9. The Contractor shall comply with BWI Administration Rules, Regulations, as well as Tenant Directives and Information Advisories.

4.2. Hours of Operation. The Contractor shall perform the services required under this contract during the following hours: ATOC function, staffed and operational 0800-1600 Monday through Sunday and as required during schedule aircraft operations; Passenger Processing Counters, staffed and operational at least six hours prior to scheduled aircraft departure for international flights, and at least four hours prior to scheduled aircraft departure for domestic flights, and remain open to meet aircraft delay processes; Departure Gate, staffed and operational to meet aircraft departure requirements and aircraft delay processes, (retain sufficient personnel on duty for a minimum of one hour after aircraft departure to provide services in the event of a mission abort); Arrival Gate, staffed and operational to meet aircraft arrivals; Data Records and Reports staffed and operational, 0800-1600 Monday through Friday; Space A Passenger Registration/Customer Services and Baggage Services, staffed and operational, 0800-1600 Monday through Sunday, and one hour after all arriving passengers have departed the baggage claim area.

4.2.1. The Contractor shall provide intransit aircraft arrival/departure services even when there are no originating/terminating passenger/ baggage service requirements or customs/immigrations requirements.

4.2.2. The Contractor shall provide the COR, CO, and TACC with the means and information needed to contact the Station Manager, Alternate Station Manager, or appointed stand-by personnel around the clock. The Contractor shall respond to the work site within sufficient time of notification by the Government to provide AMC Gateway Passenger Services to unscheduled arriving aircraft; and, immediately notify stand-by COR of this event.

4.3. Security. The Contractor shall comply with the applicable DoD, USAF, AMC, and BWI Instructions, regarding Operational, Physical, and Communications Security as well as the Security Escort and Anti-terrorism/Force Protection Programs.

4.3.1. The Contractor shall ensure Contractor personnel employed to perform contract requirements have a successfully completed Tier 1 Investigation or Secret Clearance on file in the Joint Personnel Adjudication System (JPAS) and obtain a Common Access Cards (CAC).

4.3.1.1. The Tier 1 Investigation shall be opened and fingerprint and name check returned favorably before a CAC or NIPRNET access is issued/authorized. Tier 1 Investigation submissions shall be completed using the Optional Form 306, Declaration for Federal Employment, and submitted with a FD 258, Standard Fingerprint Form, to the CO for USTRANSCOM Security Services Center (SSC) processing. The employee must provide a current e-mail address so USTRANSCOM/J3-MP can coordinate the SF 85/e-QIP submission.

4.3.1.2. Upon contract award, the Contractor shall submit the names and Social Security Numbers of all Contractor personnel to the Trusted Agent (TA) for USTRANSCOM SSC vetting through JPAS to ensure investigative and clearance requirements have been satisfied. This shall be completed before the TA accesses the DoD Trusted Associate Sponsorship system (TASS) and submits requests for issuance of CACs to Contractor personnel. Contractor personnel will be denied the ability to work in support of this PWS, if they do not have the required investigative or security clearance and their information will not be loaded into TASS.

4.3.1.3. Upon notification by the SSC that contract personnel meet the investigative requirements, Contractor personnel will be loaded into the TASS for an expiration on their CAC for a period not to exceed three years.

4.3.1.4. The Contractor shall ensure all Contractor personnel employed to perform GDSS contract requirements have a Secret Clearance on file.

4.3.1.5. Upon completion of this contract or upon termination of personnel, all Contractor personnel who possess CAC cards shall return these cards to the COR.

4.3.2. The Contractor shall ensure that personnel have the appropriate pass and identification items to accomplish all services as specified in the PWS, to include but not limited to: applicable Federal Aviation Administration and MAA identification badge(s) (to include; US Customs, US Agricultural, US Immigration, Terminal and Ramp access), and company identification badge. Personnel shall wear badges at all times.

4.3.3. Non-Public Information. In performance of this contract, the Contractor may have access to sensitive, non-public information. The Contractor agrees (a) to use and protect such information from unauthorized disclosure IAW DoDI 8582.01, Security of Unclassified DoD Information on Non-DoD Information Systems, 6 Jun 2012, (b) to use and disclose such information only for the purpose of performing this contract and to not use or disclose such information for any personal or commercial purpose, (c) to obtain permission of the Government Program Manager before disclosing/discussing such information with a third party, (d) to return and/or electronically purge, upon Government request, any non-public, sensitive information no longer required for Contractor performance, and (e) to advise the CO and/or COR of any unauthorized release of such information. Upon request, the Contractor shall have its employees assigned to this contract execute a non-disclosure agreement for delivery to the Government. The Government will require Contractor personnel to sign a non-disclosure statement to protect non-public information of other Contractors and/or the Government.

4.3.4. The Contractor shall not divulge any financial, planning, programming, or budgeting information without the express consent of the Government as outlined in Operational Security (OPSEC) and Information Security regulations.

4.3.5. The Contractor shall not transmit For Official Use Only information on networks not approved for this information or on Contractor networks without the approval of USTRANSCOM/FP.

4.3.6. The Contractor shall comply with the Security Agreement (DD Form 441), including the National Industrial Security Program Operating Manual (DoD 5220.22-M) and any revisions to the manual, notice of which has been furnished to the Contractor.

4.3.6.1. Subsequent to the date of this contract, if the security classification or security requirements under this contract are changed by the Government and if the changes cause an increase or decrease in security costs or otherwise affect any other term or condition of this contract, the contract shall be subject to an equitable adjustment as if the changes were directed under FAR 52.212-4(c) of this contract.

4.3.6.2. The Contractor agrees to insert terms that conform substantially to the language of paragraphs 4.3.6. and 4.3.6.1., including this paragraph,4.6.2., but excluding any reference to the Changes clause of this contract, in all subcontracts under this contract that involve access to classified information.

4.3.7. The Contractor shall insert the language in paragraph 4.3.6. in all subcontracts when the sub-contractor is required to have routine physical access to a Federally-controlled facility and/or routine access to a Federally-controlled information system.

4.3.8. The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201-2.

4.3.9. Contractor personnel shall be removed and barred from the worksite if the Government notifies the Contractor that the employment or the continued employment of the individual is prejudicial to the interests or endangers the security of the United States of America to include but not limited to security deviations/incidents and credible derogatory information obtained on Contractor personnel during the course of the contract period.

4.3.10. The Government may supplement the Contractor’s work force if Tier 1 Investigations are not received prior to the contract performance start date. The costs required to perform the services listed in the PWS shall be deducted from the Contractor’s monthly payment if any delays in receipt of Tier 1 Investigations are due to the Contractor’s late submission of requests or if an investigation reveals the Contractor’s designated personnel are determined not eligible for clearance.

4.3.11. Tier 1 Investigations required because of Contractor personnel turnover shall not constitute an excuse for nonperformance of this contract. The costs for Government performance while Contractor personnel are awaiting clearances shall be deducted from the Contractor’s monthly payment based on actual costs incurred.

4.3.12. The Contractor shall provide the AMC Program Manager, COR and TA an initial list of Contractor personnel which includes, at a minimum, the following information: name (last, first, middle initial), Social Security Numbers, primary position title, level of investigation/security clearance (as well as date of approval), and date of on-site employment and termination no later than the contract performance start date; provide an updated list within 24 hours of the employment and/or termination of Contractor personnel.

4.4. Training. The Contractor shall be responsible for all Contractor personnel training, certification, licensing, and proficiency, unless otherwise specified in the contract; and, pay all costs incurred for training required by this PWS for the duration of the contract.

4.4.1. The Contractor personnel shall complete Information Awareness Training requirements, IAW AFPD 33-2 and provide the COR with the computer generated completion certificate within 30 days of the employment start date and annually thereafter.

4.4.1.1. Contractor personnel shall protect their CAC login Personal Identification Number (PIN); and, not share either their PIN or access to their GATES account.

4.4.2. Within 30 calendar days after contract start, all Contractor personnel shall complete Antiterrorism Level I training. Refresher Antiterrorism Level I training shall be completed and documented annually thereafter. New personnel must complete the Antiterrorism Level I Training within the first 30 calendar days of their employment.

4.4.2.1. The Contractor shall provide the Antiterrorism Level I training certificate to the COR.

4.4.3. Contractor personnel shall be knowledgeable of hazardous materials, dangerous goods, and prohibitive items, which are acceptable/unacceptable to be carried by passengers for personal use, as carry-on baggage, and in checked baggage as specified in AMCI 24-101, Volume 14, paragraph 30.1.

4.4.3.1. Contractor shall meet requirements of Title 49 Code of Federal Regulations Part 175, Subpart A, Section 175.25.

4.4.4. Contractor personnel shall complete BWI Airport training required to utilize the public address systems and airport monitors/flight information display system.

4.5. Quality Programs. The Contractor shall utilize his or her commercial quality control program and procedures to identify, prevent, and ensure non-recurrence of defective services.

4.6. Safety. The Contractor shall comply with the latest applicable state and federal, policies, regulations, management plans, and requirements, regarding occupational safety and health. The Contractor shall:

4.6.1. Ensure work performed does not expose personnel or property to unnecessary hazards, risk of injury, or damage. The Government safety program manager may conduct periodic and no-notice visits to the Contractor work site. Anyone may cease operations immediately if an unsafe act is observed, a dangerous situation is believed to exist, or established policies, regulations, management plans, and requirements are not being met.

4.6.1.1. Report hazards which cannot be eliminated immediately to the COR.

4.6.2. In the event of an incident/accident involving facilities, property, equipment, or Contractor personnel, notify the COR telephonically within 30 minutes and provide them a synopsis of the incident.

4.6.2.1. Deliver a written incident/accident report to the COR within 24 hours, which includes the following: a) date and time of occurrence, b) place of occurrence, c) a list of personnel directly involved, d) a narrative description of the incident/accident that includes a chronological order of the circumstances, and e) recommended steps to prevent future incidents of the same nature.

4.6.3. Be responsible for the environmental compliance with recycling and resource recovery programs, pollution prevention, environmental compliance, clean-up and disposal of hazardous materials, and programs aimed at management and control of hazardous materials as well as the proper storage of any hazardous material used by the Contractor.

4.7. Publications and Forms. Publications and forms which apply to the PWS are listed in Appendix B. The Government, at the start of the contract, will provide forms as identified in Appendix B and hard copies of all publications, which are not available via internet web locations. The COR will provide these web sites and will forward supplements or amendments to listed publications and forms that are not available on these web sites. The Contractor shall maintain a current publications library (print, electronic, or combination thereof) ensuring applicable supplements, policy messages, memorandums and directives are up to date. The Contractor shall comply with these publications and use these forms to the extent necessary to accomplish requirements in this PWS.

4.7.1. Supplements, amendments, policy messages, memorandums, and directives associated with listed publications may be issued from any organizational level (DoD, USAF, AMC, and TSA) during the life of the contract. The Contractor shall immediately implement those changes that result in a decrease or no change in the contract price and notify the CO in writing of such change. The Contractor shall provide a proposal for a reduction in contract price to the CO should a decrease in contract price result. The Contractor shall submit to the CO a price proposal within 30 calendar days following receipt of the change by the Contractor, before implementing any change which may result in an increase in contract price. The CO and the Contractor shall negotiate the change into the contract. Failure of the Contractor to submit a price proposal within 30 calendar days following receipt of the change entitles the Government to performance according to such change at no increase in contract price (unless the time requirement is waived by the CO).

4.8. Insurance. The Contractor shall, at its own expense, provide and maintain during the entire performance of this contract, at least the kinds and minimum amounts of insurance stated below:

4.8.1. Evidence of insurance shall be provided the CO at the Post Award Conference and each year prior to expiration.

4.8.1.1. The policies evidencing required insurance shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the Government’s interest shall not be effective for such period as the laws of the State in which this contract is to be performed prescribe; or until 30 days after the insurer or the Contractor gives written notice to the CO, whichever period is longer.

4.9. Phase In/Out. The Contractor shall be allowed access to the GFF to familiarize supervisors and key personnel with equipment, reporting, work scheduling and procedures, after the Post Award Conference, prior to contract performance start date. Such access will not interfere with the production efforts of Government or incumbent Contractor personnel. To preclude such interference, arrangements for access to the GFF shall be made with the COR.

4.9.1. Provide weekly updates to the CO and Program Manager from the first week after the Post Award Conference until contract start date, to include but not limited to, progress, shortfalls, significant events, etc.

4.9.2. During the phase-in/out period, the Contractor shall be fully responsible for PWS performance requirements and cooperate to the extent required to permit an orderly change over to the successor Contractor.

4.10. Points of Contact. The Government will provide applicable phone numbers, addresses, etc. as referenced throughout the PWS.

APPENDIX A

DEFINITIONS

AMC Program Manager. Act as single Program Manager and Command Contracting Officer Representative Manager for the execution of all AMC ATGHS contracts.

Block Time. Block out time is determined when the aircraft actually moves, not when the aircraft chocks are removed. Block in time is when the aircraft has come to a complete stop and wheels have been chocked.

Commercial Aircraft Delay. On departures, reportable deviations occur when the mission’s actual block out time exceeds the delay start time by one minute or more.

Contracting Officer (CO). The duly appointed Government agent authorized to award and/or administer contracts and performs the day-to-day administration of the contract. The CO is the only person authorized to contractually obligate the Government.

Contracting Officer Representative (COR). Government personnel who perform(s) quality assurance functions for a contracted service.

COR Manager. Nominates primary and alternate CORs. Reviews Contractor performance documentation, prepared by CORs, on a regular basis to ensure performance is compatible with contract and mission objectives.

Global Air Transportation Execution System (GATES). A DoD computer system designed for use by air terminals to process and manifest passengers, cargo, and mail.

Global Decision Support Systems (GDSS). A distributed command and control system composed of seven nodes which support HQ AMC, the numbered air forces (NAF), and the National Guard Bureau. Each site keeps the entire command and control system current by continuous updates to a totally replicated data base.

Mission Capability (MICAP). Used to classify items of highest priority; it is a unique system used to secure material needed to repair mission essential equipment.

Quality Assurance. A planned and systematic pattern of all actions necessary to provide confidence that adequate technical requirements are established; products and services conform to established technical requirements; and satisfactory performance is achieved. For the purposes of this contract, quality assurance refers to actions by the Government.

Quality Control. Those actions taken by a Contractor to control the production of outputs to ensure that they conform to the contract requirements.

Scheduled Departure Time. The published time at which an aircraft is scheduled to takeoff.
