SUBJECT: HTC711-15-R-R019 Question and Response Addendum 1 – Commodity Pricing
The Government received a question regarding line items where there is an inconsistency between the categories listed in local tariff rates and the descriptions of some commodity rates (Schedule 1A – 1F and 11 primarily) as listed in the Atch 2 Schedule of Rates.
The Government response is as follows:
The Government determined in developing its Schedule of Rates how it was choosing to be priced, and ultimately pay, for each line item. As such, the Government made the decision that, for example, Heavy Lifts over 25k lbs. (Commodity 41C) would be priced under a single rate depending upon the movement activity as represented by the different schedules (e.g. 1A Vessel Loading). It is a business decision for your company how you want to price those line items to the Government when there exists differing categories of prices per the local tariff. As you'll notice in the Schedule, the Government estimated a quantity of 20, 40, or 100 Measurement Tons for instances for Commodity 41C. Again, how your company chooses to price those estimates to the Government is a decision your company must make and no adjustments to line items in Atch 2 Schedule of Rates is forthcoming prior to solicitation closing date/time.
