Question # Par. Ref. Category Question Government Response Solicitation Changes
1.2 PWS Does the place of performance include military airbases or any airforces installation within Jordan?
The airfield that would be utilized would be King Hussein Int'l Airport/Cargo Terminal.
None
2.4.6 PWS
Are there any specific US Government guidelines or advice as to Threat and Suspicious Activity Training?
There are no specific US Government guidelines or advice as to threat and suspicious activity training. Advisories will be put out by the US Embassy or COR if deemed necessary due to heightened threat alerts or incidents.
None
3.5.4 PWS Under which CLIN do we recharge for the Secondary
Containment structures and clean‐up Supplies, etc?
These would be charged as an out of pocket expense. Added compensation language to para. 3.5.4.1
6.3.3.1 PWS
Above PWS Clause states that US Government is not liable for removal of commercial cargo in the Port in order to create required storage space for US Government cargo storage and segregation. That will not be workable as the Aqaba Port is a working Commercial facility and so commercial cargo is more than likely going to need shifting. As creation of a Storage / Staging area is going to be at the request of US Government, and the Weight / Volume of cargo that will have to be shifted is an unknown, the Contractor should be able to re‐charge for this service.
The Government will not be liable for costs incurred by shifting commercial cargo around the port.
None
6.3.3.2 PWS
Please confirm that provision of Tarpaulins by Contractor is re‐chargeable under Schedule 1, just as in PWS 6.3.2.2?
Confirmed. All costs related to contractor‐provided Tarps to be included in Schedule 1 rates per para. 6.3.2.2. See also Notes on rows 22 & 23 related to tarps being included in Schedules 5 & 8.
None
6.4.7.2 PWS
With reference to cleaning / sweeping of the Vessel post‐ discharge, can you please confirm that this applies only to the area of the vessel affected by the operation and not the entire Vessel?
Confirmed. None
6.4.13 PWS
This clause states that compensation for Warehousing operations will be included in Commodity Rates. Can you please clarify on exactly which Commodity rates apply? eg are they the same as Cargo Transfer commodity rates?
Cargo movement to the Warehouse would be charged by commodity rates in Cargo Transfer schedule 1F. The storage would be at the rates specified in Schedule 5.
Revised language in para. 6.4.13
6.4.15.9 PWS
As well as monitoring and reporting any Port Storage and maintenance tariff charges, will the Contractor be expected to pay those amounts to the Port Authority for recharge as out‐of‐pocket expenses? (I.e. the similar to Customs fees at 6.1.16.4 and Demurrage at 6.4.17).
Reference para. 6.4.16.6; port storage charges exceeding the 10 free days will be paid by contractor and reimbursed by the U.S. Government (USG). With exception for cargo handling tariff charges, included in Schedules 1 & 11, any other tariff charges paid by the contractor on behalf of the USG are compensated under para. 5.5, Out of pocket expenses.
None
6.4.22.1 PWS
Can we assume that cost associated for Jordanian Police / Military escorts for Convoys, which are often mandatory, can be re‐charged as Out‐of‐pocket expense? That way pricing for Inland Transport can be more accurate and true to the actual Inland Transport exercise.
This cost should be included in the inland transportation cost.
Revised language in para. 6.4.22.1
JORDAN S&RTS Questions & Answers ‐ HTC711‐15‐R‐R019
6.4.22.2 PWS
Can you please confirm that Transport to the Jordan / Iraqi Border crossing is for physical land transport only.
I.e. any discharge of cargo from Trucks to ground at the Border or trans loading of cargo on to Iraqi trucks can be recharged separately.
If the contractor is requested to unload or trans load cargo at the boarder, the contractor should charge under schedule 4 of the schedule of rates. Please note that all equipment rental includes operator/driver, fuel, lubricants, maintenance, and any necessary slings or other accessories.
Added compensation language to para. 6.4.22.2
6.4.22.3 PWS
Final paragraph of this clause states that Contractor has to supply “proper unload equipment at Inland designation (destination). Can you please confirm that Manpower and MHE required for Inland unloading of cargo can be recharged separately, or is it to be included in Schedule 8 rates?
If the contractor is requested to unload or trans load cargo at an inland destination, the contractor should charge under schedule 4 of the schedule of rates. Please note that all equipment rental includes operator/driver, fuel, lubricants, maintenance, and any necessary slings or other accessories.
Added compensation language to para. 6.4.22.3
RFP
We would like to request for the Responses to this subfactor to be increased to 30 pages as the scope of work mentioned in the PWS demands a higher number of pages.
Experience has shown us that 25 pages to be sufficient for offerors to address the minimum requirements. To reemphasize, the USG will specifically be evaluating the minimum requirements listed in Addendum to 52.212‐ 2(d)(1)A ‐ E and not every paragraph of the PWS.
None
RFP
Please advise the standard page size allowed in the proposal. We usually use A4 (8.27” x 11.69”) size pages, whereas in US it is letter (8.5” x 11”) size.
Due to our printing restrictions, proposals must be submitted in US Letter size (8.5" x 11").
