Question Response 222 Reference: DFTS Questions and Answers, Question 198 and PWS Appendix B
(Accessorial Rate Table)
a. The agency has stated that “in some cases expedited LTL may be the least expensive means of travel to meet the MDD. As such, the Government will not remove the accessorial.” Please confirm that “expedited LTL” is defined as a single carrier identified with an LTL SCAC that is providing door-to-door service faster than the standard DTR transit times or within the standard DTR transit times but by noon of the final day.
b. Does the agency define “expedited LTL” in any other manner? If so, how?
a-b) USTRANSCOM defines expedited LTL as an LTL shipment that requires delivery faster than the required Standard Transit Time according to the Defense Transportation Regulation, DoD Standard Transit Times, within legal parameters, such as speed, Hours of Service, etc.
223 Reference: DFTS Questions and Answers, Question 164 and PWS Appendix B (Accessorial Rate Table)
It does not appear that DEL(1) charges for requested Overnight (D1) service are specifically incorporated into DFTS. Will the agency incorporate such charges into PWS Appendix B (Accessorial Rate Table)?
No, DEL(1) is not applicable for the DTFS requirement
