ATTACHMENT 2 – DFTS Pricing Schedules & Instructions
Solicitation No. HTC711-15-R-R003 21 MAY 2015
DoD Freight Transportation System (DFTS) Pg 1
1. This attachment provides instructions and explanatory notes for the completion of the DFTS price schedules. Offerors shall fully complete the pricing schedules provided in Attachment 2A - DFTS Pricing Sheet – LTL and Attachment 2B - DFTS Pricing Sheet – TL, TDef, Sched.
2. The price schedules included in each attachment require pricing for all the Contract Line Item Numbers (CLINs) and Subcontract Line Item Numbers (SLINs) under this solicitation. The transportation SLIN pricing is based on several factors including the type of requirement, the type of conveyance, and the pricing detail. For all Transportation related SLINs, offerors are required to propose a per unit rate. Be advised that the units may be different for different SLINs. Further, offeror’s may also propose a “Minimum Charge” for some SLINs.
3. In this document and the pricing schedules, the term “pricing detail” refers to the precision of the origin and destination pairs. Some schedules require pricing based on specific origins and destinations using a 5 digit zip code, some schedules use a 3 digit zip code, and some require pricing based on state level origins and destinations. The scheduled transportation lanes are described in further detail in the Performance Work Statement.
4. Offerors shall input their company name in the orange cell labeled: “Offeror:” on tabs “2A Subtotal” and “2B Subtotal” of each of the excel files. Additionally, offerors shall fill-in a “current as of” date to establish the effective date of the proposed pricing. This date should be updated when submitting pricing revisions, if and when the Government enters into discussions. Offerors shall also propose Adjustment Factors in the tables in Column O, Rows 45-50 in Attachment 2A and Columns M & N, Rows 42-47 in Attachment 2B (see paragraph 13 and subparagraphs for more information). No other input is required on the subtotal tabs. The tables included in this tab will auto-populate with the extended prices based on each pricing schedule once the offeror has completed each of the Microsoft (MS) excel tabs / pricing schedules. The subtotal tabs also provide summarized pricing information from the referenced price schedules such as the total number of rates included in the schedule as well as a counting formula identifying the number of rates the offeror has filled in. Finally, at the bottom of each subtotal tab is a final roll-up of the pricing for all schedules included in the excel file.
The Total Evaluated Price shall be representative of the Transportation CLIN, X001, and not inclusive of the Customs Brokerage (X002), Site Implementation (associated SLINs under CLIN 0003) nor the System Implementation (0004) CLINs. The offeror’s Total Evaluated Price will be determined by summing the aggregate subtotals for each excel workbook, exclusive of the costs for the non-transportation CLINs.
5. The MS Excel document, “Attachment 2A – DFTS Pricing Sheet – LTL” includes seven price schedules related to the transportation of Less-than-Truckload (LTL) requirements. The pricing schedules indicate the equipment type as well as pricing detail specific to the schedule. In each schedule of Attachment 2A, with the exception
DoD Freight Transportation System (DFTS) Pg 2 of schedule “2A7 – LTL (Minimum Charge)”, the offeror shall propose a per hundredweight (per cwt) price for each of the three tiers of service (T1, T2, T3) as well as for each of the weight bands for all origin and destination pairs. For schedule “2A7 – LTL (Minimum Charge)”, the offeror may propose a minimum charge for each identified SLIN. Offerors should not propose a minimum charge that results in the corresponding per unit rate becoming prohibitive and irrelevant. The minimum charge pricing is not considered in the development of the Total Evaluated Price.
6. The MS Excel document, “Attachment 2B – DFTS Pricing Sheet – TL, TDef, Sched” includes eleven price schedules related to the transportation of Full Truckload (TL) requirements as well as pricing for shipments requiring Time Definite (TDef) service.
The scheduled services referenced in the PWS as Task Area 3, Subtask 3 and PWS Appendix I are priced according to the price scheduled labeled, “2B5 – Scheduled Lanes”. For the “2B5 – Scheduled Lanes” price schedule, offerors should rely on the PWS Appendix I to understand the daily requirements for each lane. The Scheduled lanes price schedule requires offerors to provide “per trip” prices for each day that a shipment is scheduled according to the PWS Appendix I. Finally, the price scheduled labeled, “2B6 – CLINs X002-X004”, allows pricing for Site Implementation (0003) and System Implementation (0004). This schedule also includes a Not-To-Exceed (NTE) line item for Customs Brokers Fees (X002). Since this is a cost-reimbursement, NTE line item, offerors shall not provide a price for these line items.
7. For CLINs X002, offerors are not required to submit/propose a price as the Government has established Not-To-Exceed costs for the Customs Brokerage expenses. These costs will be reimbursed according to the instructions included within the solicitation titled – Customs Brokerage Ordering. CLIN 0003 is for the costs of site implementation, the system connections between the contractor’s enterprise Transportation Management System and the shipping site, for the identified sites. The CLIN includes 41 SLINs (0003AA -0003BS) corresponding to site implementation at 41 identified sites. This line item, 0003, is priced at the SLIN level. Offerors shall include an all-inclusive price in the orange shaded cell for work related to site implementation for the identified site.
Additional information regarding the scope of work for site implementation is included at Paragraph 1.3.7 of the PWS, Task Area 7 – Information Technology (IT). Finally, for CLIN 0004, offerors shall propose an all inclusive price for the work associated with systems implementation, the system connections between the offeror’s Transportation Management System (TMS) and the Global Exchange Service at the enterprise level.
Additional information regarding the scope of work for system implementation is included at Paragraph 1.3.7 of the PWS, Task Area 7 – Information Technology (IT).
8. Offerors should only manipulate and/or input values into any variation of one of the three color shaded cells (T1 – orange; T2 – blue; T3 – green).
DoD Freight Transportation System (DFTS) Pg 3
9. Schedule “2B1 – TL (Various); Various” also allows proposed pricing for a “minimum charge” for the state-to-state line items. Offerors should not propose a minimum charge that results in the corresponding per unit rate becoming prohibitive and irrelevant. The minimum charge pricing is not considered in the development of the Total Evaluated Price. Schedule “2B5 – Scheduled Lanes” is the only transportation related pricing schedule that does not require pricing for the three different tiers of service. In schedule “2B5 – Scheduled Lanes”, offerors only need to input a per trip price into the orange shaded cell.
10. All pricing should be rounded to the nearest penny. If using a formulaic pricing approach, offerors should consider using the MS Excel function “=ROUND([EXCEL FORMULA],2)” to ensure proposed pricing is rounded to only 2 decimal places.
11. The following are descriptions for various acronyms referred to within the pricing schedules:

13. On the subtotal tabs, a total extended price is calculated for each annual period and the six month extension period. The extended prices for the annual periods beyond the first annual base year period is calculated based on the IHS projected escalation year-to-year for NAICS 484122 for the trucking specific line items and based on the IHS projected escalation year-to-year for NAICS 448111 for the time definite service transportation specific line items. The escalations are reported below and were determined following the methodology outlined in TRANSFAR clause 5552.216-9006. These escalations are used to determine the Total Evaluated Price for each offeror. During contract execution, the actual escalation applied to the individual per unit rates will be completed in accordance with the TRANSFAR clause 5552.216-9006 prior to each subsequent annual period. To determine the price for the six month extension, the price is not escalated as the terms of FAR clause 52.217-8, if exercised, require performance at the rates specified in the contract. The six month extension extended price is adjusted by reducing the prior year’s price by half to account for half the performance period.
13.1. The table above represents the projected annual escalation, exclusive of fuel, according to the Global Insights Index (GII) for NAICS 484122, General Freight Trucking, Long Distance LTL and the projected escalation, inclusive of fuel, for NAICS 448111, Scheduled Air Freight. During contract execution, in accordance with TRANSFARS 5552.216-9006, all trucking related transportation rates may be adjusted annually to the GII for NAICS 484122 at the time of the adjustment and all time definite service related transportation rates may be adjusted annually according to NAICS 448111 at the time of the adjustment.

13.2. However, offerors may propose a unique (reduced) escalation schedule based on the GII projections. In the tables in the subtotal tabs of attachments 2A and 2B, offerors shall propose an Adjustment Factor reprensenting the percentage (between 0% and 100%) of the GII escalation for each annual period and each category (trucking, time definite) that it proposes to impose. For example, if an offeror proposes 100% in the Adjustment Factor table for NAICS 484122 for the First Option Year period, then the offeror is proposing to accept up to the full GII escalation for that period for the trucking specific line items. If however, the offeror indicates 90% in the Adjustment Factor table for NAICS 484122 for the First Option Year period, then the offeror is proposing to restrict the escalation for that period to only 90% of the GII escalation for the trucking specific line items, thus reducing its total evaluated price and establishing an obligation to a lower escalation during contract execution. Offerors are advised that by proposing a percentage in the Adjustment Factor table represents the percentage of the GII that the offeror will be permitted for rate adjustments during contract execution and is not be confused with the direct percentage increase or decrease to the offeror's unit rates. Additionally, the proposed percentage will be multiplied by projected GII escalation rates to determine the offeror's proposed escalation for each period. This information is used for evaluation purposes only. During contract execution, the annual rate adjustments are determined based on the contractor's proposed Adjustment Factor and the actual GII escalation rates determined at the time of the rate adjustment. If however, the GII adjustment reflects a negative adjustment, or a de-escalation rate, for the upcoming period, then the Government remains entitled to the full negative adjustment according to the GII. Offerors should refer to TRANSFARS 5552.216-9006, EPA for Scheduled Services for more information.
13.3. Offerors may propose different Adjustment Factors for LTL line items (Attachment 2A), TL/Scheduled line items (Attachment 2B), and Time Definite Service Transportation line items (Attachment 2B).
