Q & A II Solicitation HTC711-11-R-R007

1. Regarding Attachment 4, shouldn’t a new attachment be sent with the changes posted on FedBixOpps amendment 003?

Response: Attachment 4 has not changed, the quantities included on the routes are estimated and will be used to evaluate prices submitted.

2. Regarding Supplies or Services and Prices. Passenger seats for two (2) couriers with carry-on baggage and cargo space for containerized courier materials (minimum billable weight is 151 lbs. per shipment) as described in Attachment 1 Performance Work Statement (PWS).

It is industry practice to have a minimum weight per container to compensate for low weight containers which occupy a position on the aircraft. The minimum billable weight of 151 lbs. per shipment is an extremely low weight. 151 lbs. is the minimum weight for an air freight shipment on a wooden pallet, which can then be placed on a larger container/base or placed into a container. DCS requires a sealed container which occupies an entire aircraft position. Would the Government accept a per container size minimum weight?

Examples of containers and minimum weight:

Lower deck/AKE/AVE/LD3: 1,000 lbs.

Main deck wide body/AMJ/LD7/M1: 4,500 lbs.

Main deck narrow body half width/AYY/AYX: 3,000 lbs.

Main deck narrow body full width/SAA: 6,000 lbs.

Main deck contoured wide body 96 inches tall/AAD: 3,500 lbs.

Response: The Government will not accept a per container size minimum weight.

3. Regarding Supplies or Services and Prices. Passenger seats for two (2) couriers with carry-on baggage and cargo space for containerized courier materials (minimum billable weight is 151 lbs. per shipment) as described in Attachment 1 Performance Work Statement (PWS).

Please clarify that the minimum billable weight is per container and not per shipment. For example, if two containers were tendered the charge would be 2 times the rate of 151 lbs.

Response: The Government will not accept a per container size minimum weight.
