Q & A II Solicitation HTC711-11-R-R007

1. Regarding Performance Work Statement, Page 4, Cancellations 1.7.5 and

1.7.5.2. This section appears to address if the Contractor cancels the trip. What happens when the Government cancels a trip after ordering?

Response: The Government is not willing to accept charges for cancelling missions. While mission cancellations are rare, the Government will provide the contractor with as much lead time on cancellations as possible.

2. Regarding Performance Work Statement, Page 4, Ad Hoc Missions, 1.7.6 Implementing an ad hoc mission may take more than 8 working days to plan, especially if the ad hoc mission is to/from OCONUS. Request that the wording be amended to allow the Contractor sufficient time to develop an SOP. The wording can be written to encourage the Contractor to do so in an expeditious time frame.

Response: To execute ad-hoc missions, all the Government requires are the contacts at the air terminal and pricing. If that cannot be accomplished within 8 days, the Government will utilize other means to transport material.

3. Regarding Performance Work Statement, Page 5, Service Delivery Summary It may be challenging to support an Ad Hoc mission request, especially if the origin/destination is not within an existing routing. Several reasons may exist which would prohibit the acceptance of an Ad Hoc mission such as a peak shipping period for a carrier or cargo space and aircraft availability. A 100% Performance Threshold appears to be a high threshold especially for an unknown requirement and request that it be removed.

Response: The Government will only schedule missions to locations serviced by the contractor. Therefore, the 100% threshold will only be applied if the contractor has an existing route to the desired destination. The Government does not expect the contractor to execute missions beyond their normal routes.

4. Regarding Performance Work Statement, Page 5, Government Furnished Equipment (GFE) and Services 4.0 Request a note be added that if the seals, shrink wrap and nets need to be returned to the Government for any reason, such as due to a one way usage, the carrier will be able to assess a fee to return the equipment.

Response: The Government is responsible for all shipping materials and will not leave any of our materials behind for any reason. Therefore, there is no need for an equipment return-fee.

5. Attachment 4, Page 1, Route Pricing At times, the shipment weight has been substantially less than the average weight provided. Would the Government consider a minimum charge? This could be either a minimum weight or a minimum based upon the container size used.

Response: Minimum weight language has been added to the CLINs, see posted amendment 0002 (listed as 0003 on FedBizOpps)
