Software provided by the Government and used at contractor facilities will be treated as GFE. The contractor shall release all GFE to the Government upon termination of the specific task or subtask, whichever date is earlier. The Government shall provide all standard normal office equipment (office work area, telephone, computer, software, base network access, etc.) for official use only during task performance. The Government shall furnish appropriate user identification cards and passwords for shared resources. Multiple sources of data are required throughout the terms of this PWS and shall be provide by the Government in a timely manner.

Contractors performing work under this task order do provide benefits to USTRANSCOM such as logistical expertise, flexibility, and surge capabilities; and as such may attend training as specified in this PWS. Training provided to contractors by USTRANSCOM is normally limited to the administrative processes, systems, and professional culture that is unique to USTRANSCOM.

Contractor personnel may attend USTRANSCOM specific courses conducted by another contractor if space is available. Classes they can attend once the Memorandum for Approved Contractor Training is signed by the administrative contracting office (ACO) or contract officer’s representative (COR) are the following: Task Management Tool (TMT), SharePoint Admin/Basic, Functional Area Communications and Computer Systems Manager (FACCSM), Gatekeeper, IGC, Total Records Information Management (TRIM), Intelligent Road/Rail Information Server(IRRIS), Joint Training and Experimentation Network (JTEN), Logbook, Unclassified and Classified Single Mobility System (SMS), and TransViz. If the training will require access to classified information, the ACO or COR must certify at least 45 days before class starts that the contractor employee has the appropriate level of security clearance, a DD Form 254 is filed with the contract, and a need to know exists.

The ACO or COR must approve the training need before a contractor attends any USTRANSCOM training event.
