About this file

This document is a Brand Name Justification (SSJ) for a federal procurement by the Defense Health Agency for the Madigan Army Medical Center at Joint Base Lewis-McChord. The procurement is for an IDEMIA-PIV-100 media reader and FIPSlink V-PIV Visitors Cards system for medical facility security, to be acquired through a fixed-price purchase order under simplified acquisition procedures. The procurement will be conducted as a total small business set-aside, utilizing FAR Subpart 13.5 for commercial items, with the justification citing the need to replace aging security equipment to maintain clinical operations and patient care capabilities.

The solicitation indicates the requirement is a new procurement with market research conducted in August 2025 through mandatory sources like AbilityOne, UNICOR, and GSA, which returned negative results. The document includes technical certification by LTJG Guanglei Liu from NH Guam and contracting officer determination by Cha-on P. Gordon from the Healthcare Contracting Division - West (HCD-W), who certified the cost as fair and reasonable based on previous procurement history and commercial availability of the required equipment.
