About this file

This is a Questions and Answers document posted on August 31, 2026, with no additional questions received by the September 3 deadline at 9 AM EST. The document clarifies key aspects of a Narda FieldMan system procurement for Grand Forks AFB.

The Government intends to purchase one complete Narda FieldMan system (Quantity 1) including all accessories listed in the purchase description for the base period, with no maintenance plan required during the contract period or option years. The solicitation will be adjusted to remove all mentions of service, maintenance, and related labor standards clauses, eliminating requirements for service personnel experience, maintenance scope clarification, wage determinations, and on-site service performance. The acquisition is estimated to be under the Simplified Acquisition Threshold ($350,000), making the SBA nonmanufacturer rule inapplicable and eliminating the need for waivers. Buy American Supplies and World Trade Agreement rules do not apply to this foreign end-product acquisition set aside for small businesses; country-of-origin documentation is not required but may be voluntarily included. No Covered Defense Information will be shared with the contractor. Offerors should provide warranty details for the equipment in their quotations.

Posting questions and answers from 8.31.26 previously posted.

1. The Purchase Description states a quantity of one, but Attachment 3 includes one complete Narda FieldMan system under the base period and each of four option years.

Does the Government intend to purchase up to five complete systems, or does it intend to purchase one system in the base period with maintenance-only coverage during the option years?

Answer: The Quantity 1 is the product plus the entire set of accessories as listed in the purchase description, please provide the details of the warranty for the equipment. The pricing sheet has been adjusted.

2. Please clarify the required maintenance scope for each contract period, including preventive maintenance, calibration frequency, repairs, parts, turnaround time, response time, and whether any services must be performed on-site at Grand Forks AFB.

Answer: This equipment does not require a maintenance plan at this time.

3. The Technical Capability instructions require at least five years of corporate experience providing Narda FieldMan meters and evidence of qualified, authorized service personnel.

May an offeror satisfy these requirements through the documented experience and authorized technicians of its Narda-authorized supplier or first-tier subcontractor? If so, what teaming or commitment documentation should be included?

Answer: No longer applies. This solicitation will be adjusted to remove all mentions of service.

4. Please confirm the anticipated total evaluated value, including all options, and whether the SBA nonmanufacturer rule applies to this acquisition. If applicable, has SBA granted an individual or class waiver for the specified Narda products?

Answer: Per FAR 19.505(a) the non-manufacturer rule only applies to acquisitions greater than the SAT ($350,000), so waivers are not necessary. This acquisition is estimated to be under the SAT. The total evaluated value is under the SAT. We cannot provide estimates of value as this is source selection protected information.

5. Please identify any domestic-source requirements applicable to the specified brand-name products and confirm whether country-of-origin documentation must accompany the quote.

Answer: Per FAR 25.001(a)(1): Buy American Supplies does not apply to foreign end-products. The Fieldman Strength Meter is a foreign end product not a supply. The World Trade Agreements rules do not apply to acquisitions set aside for small businesses per FAR

25.401 Exceptions (a)(1). There are no requirements to provide country of origin information but if you have it you can include it.

6. Because the solicitation includes Service Contract Labor Standards and related labor clauses, will the Government provide a wage determination, or are all maintenance services expected to be performed off-site/depot?

Answer: This solicitation will be adjusted to remove all mentions of service.

7. Does the Government anticipate providing Covered Defense Information or Controlled Unclassified Information to the contractor in connection with this commercial product purchase and maintenance requirement?

Answer: No. These are requirements for all solicitations and clauses. However, there is no Covered Defense Information being shared with the contractor in this acquisition.
