About this file
This is a presolicitation document for the procurement of electromagnetic field (EMF) measurement equipment for the Grand Forks Air Force Base Medical Treatment Facility.
The 319th Medical Group Bioenvironmental Engineering personnel require a Narda Fieldman Electromagnetic Field Strength Meter system to conduct on-site EMF health hazard evaluations in compliance with Air Force Instruction 48-109. The current equipment is obsolete and no longer manufacturer-supported. The requirement is driven by the presence of 37 known EMF emitters on the installation and the establishment of the Point Defense Battle Lab, which will field test directed-energy assets requiring EMF safety assessments per ANSI/IEEE C95.1 standards. The specified equipment includes: NARDA-2460/201 Fieldman Basic Set (0-90GHz, radio free) with associated components including basic unit, hardcase, USB-C power supply, shoulder strap, cables, marking rings, USB documentation stick, and quick start guide; NARDA-2462/05 HFD-3061 H Field Probe (300kHz–30MHz); and NARDA-2462/18 Probe EFD-9091 E-Field (100MHz–90GHz). Quantity required is one complete system. The contract will cover a base year beginning September 22, 2026, with four one-year option periods and includes warranty and maintenance. The contractor is responsible for delivery to 319 MDG, 1599 Jones Street, Building 109, Grand Forks AFB, ND 58205. The procurement is justified under FAR 11.204 based on brand-name essentiality, as market research indicates competitive products do not meet the agency's specialized needs. The NAICS code is 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals), the PSC is 3590 (Miscellaneous Service and Trade Equipment), and the small business size standard is $40.0 million.

Narda Fieldman Electromagnetic Field Strength Meter
This brand-name equipment will be used by 319th Medical Group Bioenvironmental Engineering (BE) personnel to conduct on site Electromagnetic Field (EMF) health hazard evaluations, in accordance with Air Force Instruction 48-109, Electromagnetic Field Radiation (EMFR) Occupational and Environmental Health Program. An evaluation is conducted on all potentially hazardous equipment capable of measuring different portions of the electromagnetic spectrum.
Measured levels are then compared against maximum permissible exposure levels to recommend appropriate control measures, if necessary. The current equipment is obsolete and no longer supported by the manufacturer. There is a total of 37 known different types of EMF emitters on the installation with few field surveys to verify risk to personnel. Additionally, the establishment of the Point Defense Battle Lab (PDBL) on GFAFB introduces the potential for a range of directed-energy (DE) assets to be field tested and energized, aimed at cSUAS policy and TTP development for ACC and the DoW. These assets must be tested and evaluated IAW current safety methodology, which requires an assessment of hazardous energy to ensure compliance with applicable exposure limits.
Poor or incomplete assessments of EMF exposure from these components can result in an accidental exposure to personnel requiring medical attention and negatively impact testing and evaluation of DE systems by the PDBL.
