2. DESCRIPTION OF REQUIREMENT

Background: The government previously procured Narda Fieldman Strength Meter product using a Government Purchase Card. Because the acquisition is greater than the Micro-Purchase threshold, a contract purchase order will need to be established.

This is a product purchase. Include maintenance and warranty availability, but the primary purchase is a product.

Narda Fieldman Electromagnetic Field Strength Meter. Quantity 1.

This brand-name equipment will be used by 319th Medical Group Bioenvironmental Engineering (BE) personnel to conduct on site Electromagnetic Field (EMF) health hazard evaluations, in accordance with Air Force Instruction 48-109, Electromagnetic Field Radiation (EMFR) Occupational and Environmental Health Program. An evaluation is conducted on all potentially hazardous equipment capable of measuring different portions of the electromagnetic spectrum. Measured levels are then compared against maximum permissible exposure levels to recommend appropriate control measures, if necessary. The current equipment is obsolete and no longer supported by the manufacturer. There is a total of 37 known different types of EMF emitters on the installation with few field surveys to verify risk to personnel. Additionally, the establishment of the Point Defense Battle Lab (PDBL) on GFAFB introduces the potential for a range of directed-energy (DE) assets to be field tested and energized, aimed at cSUAS policy and TTP development for ACC and the DoW. These assets must be tested and evaluated IAW current safety methodology, which requires an assessment of hazardous energy to ensure compliance with applicable exposure limits. Poor or incomplete assessments of EMF exposure from these components can result in an accidental exposure to personnel requiring medical attention and negatively impact testing and evaluation of DE systems by the PDBL.

• NARDA-2460/201 Fieldman Basic Set, 0-90GHz (radio free) o 2460/02 – FieldMan Basic Unit o 2460/90.01 – Hardcase o 2259/92.29 – Power Supply USB-C PD o 2244/90.49 – Shoulder Strap, 1m o 2260/90.76 – Cable, 2x USB-C (M), 3A, 2m o 2460/90.04 – Marking Rings for FieldMan Probes o 2460/90.06 – USB Stick: manuals and documents o 2460/98.10 – Quick Start Guide

• NARDA-2462/18 – Probe EFD-9091, E-Field, 100MHz – 90GHz

Per Air Force Instruction 48-109, measurement units will follow the MPEs (Maximum Permissible Exposure limits) and are derived from the recommended exposure levels in the current ANSI/IEEE C95.1, IEEE Standard for Safety Levels with Respect to Human Exposure to Radio Frequency Electromagnetic Fields, 3 kHz to 300 GHz.
