About this file

This document is a presolicitation/requirements statement for the procurement of electromagnetic field (EMF) measurement equipment for Grand Forks Air Force Base (GFAFB).

The Government seeks to procure one Narda Fieldman Electromagnetic Field Strength Meter system for the 319th Medical Group Bioenvironmental Engineering personnel to conduct on-site EMF health hazard evaluations in accordance with Air Force Instruction 48-109. The complete system includes the NARDA-2460/201 Fieldman Basic Set (0-90GHz, radio free) with accessories, the NARDA-2462/05 HFD-3061 H Field Probe (300kHz-30MHz), and the NARDA-2462/18 Probe EFD-9091 E-Field (100MHz-90GHz). The requirement is justified by the obsolescence of current equipment, the presence of 37 known EMF emitter types on the installation requiring risk verification, and the establishment of the Point Defense Battle Lab (PDBL) which necessitates safety assessments of directed-energy assets. Delivery is required by September 22, 2026, to Building 109 at 1599 Jones Street, Grand Forks AFB, ND 58205. The contract covers CLIN 0001 and includes warranty; the contractor must provide warranty details specifying type and coverage. Per FAR Overhaul 11.204, this is a brand-name procurement determined essential to Government requirements. The NAICS code is 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals) with a small business size standard of $40.0M, and the Product/Service Code is 3590 (Miscellaneous Service and Trade Equipment).

Narda Fieldman Electromagnetic Field Strength Meter

This brand-name equipment will be used by 319th Medical Group Bioenvironmental Engineering (BE) personnel to conduct on site Electromagnetic Field (EMF) health hazard evaluations, in accordance with Air Force Instruction 48-109, Electromagnetic Field Radiation (EMFR) Occupational and Environmental Health Program. An evaluation is conducted on all potentially hazardous equipment capable of measuring different portions of the electromagnetic spectrum.

Measured levels are then compared against maximum permissible exposure levels to recommend appropriate control measures, if necessary. The current equipment is obsolete and no longer supported by the manufacturer. There is a total of 37 known different types of EMF emitters on the installation with few field surveys to verify risk to personnel. Additionally, the establishment of the Point Defense Battle Lab (PDBL) on GFAFB introduces the potential for a range of directed-energy (DE) assets to be field tested and energized, aimed at cSUAS policy and TTP development for ACC and the DoW. These assets must be tested and evaluated IAW current safety methodology, which requires an assessment of hazardous energy to ensure compliance with applicable exposure limits.

Poor or incomplete assessments of EMF exposure from these components can result in an accidental exposure to personnel requiring medical attention and negatively impact testing and evaluation of DE systems by the PDBL.
