About this file

This is a Questions and Answers (Q&A) document for a federal solid waste removal solicitation (HT940626QE077) involving compactor emptying and disposal services at Fort Eisenhower, Georgia.

The solicitation involves twice-weekly pickup of solid waste using a government-owned RamJet Self-Contained Auger Compactor (Model ASC-215, 34 cubic yard capacity) located at Building 300. Based on historical data, the estimated annual tonnage is approximately 650 tons (678 tons per period with buffer for operational fluctuations), equating to 104 scheduled pulls per year at approximately 6.25 tons per pull. The pricing structure includes four CLINs: Landfill Disposal Fee (CLIN 0003) invoiced at actual pass-through rates supported by certified weight tickets; Haul Fee (CLIN 0002) based on 108 annual hauls; Quarterly Preventative Maintenance (CLIN X003) with a government-provided checklist; and Contingency/Unscheduled Services (CLIN 0004) with a fixed Not-To-Exceed dollar ceiling of $10,000 per performance period and an assumed four emergency pulls annually. Landfill disposal fees will be adjusted through formal contract modification if the licensed landfill increases its published tipping fees. The pickup window operates between 0400–0900 hours on Tuesdays and Fridays, with a two-hour turnaround requirement from physical detachment through reconnection. The incumbent contractor is Dorado Services, Inc. (Contract W9124921P0089), with pricing history not provided to offerors.

Additional contractual requirements include specific insurance coverage: $1,000,000 automobile liability, $1,000,000 Environmental Pollution Liability (MCS-90 endorsement), and Georgia state workers' compensation compliance. Fort Eisenhower access requires contractor employees to provide Driver's License, Birth Certification, and Social Security Card for security clearance processing through the Installation Provost Marshal or Director of Emergency Services. The Government will issue an amendment incorporating Service Contract Labor Standards clauses and Wage Determination No. 2015-4469 for Richmond County, Georgia. Option Period 5 (October 1, 2031–March 31, 2032) quantities will be reduced by 50% to reflect the six-month duration. Offerors may leverage similarly situated small-business hauling subcontractors (NAICS 562111) for past performance evaluation and core field performance, provided clear role definition and commitment documentation are included. The permitting requirement allows either the prime contractor or the hauling subcontractor to hold the active Georgia EPD Solid Waste Handling Permit and commercial solid waste transporter registry, with copies submitted alongside the technical proposal and updated 30 days prior to contract start.

Item # Industry Question Solicitation/PWS Reference Government Response 1 Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

NA Yes, the incumbent contractor is Dorado Services, Inc. under contract W9124921P0089.

The government will not provide pricing history.

2 Attachment III - Pricing Sheet lists an estimated quantity of 678 tons per period for the Landfill Disposal Fee. Is this figure based on historical actual tonnage? If available, please provide the last 12-24 months of certified weight ticket data (total tons and average tons per pull) so offerors can price tipping fees accurately.

Yes. The estimate of 678 tons per period of performance is based on historical actual waste generation. To assist offerors with accurate pricing, the Government is providing the following historical averages from the preceding 12-month period:

• Total Tonnage: ~650 tons per year.• Average Pull Frequency: 104 pulls per year (scheduled twice weekly).

• Average Tonnage per Pull: ~6.25 tons per pull.

The estimated 678 tons listed in the Pricing Sheet includes a small buffer to account for minor operational fluctuations. This historical data is provided for informational purposes only and does not constitute a guaranteed minimum or maximum tonnage for future performance.

3 PWS 2.4.2 states the Landfill Disposal Fee shall be based on the actual tipping fees charged by the licensed landfill. Will disposal be invoiced and reimbursed at the actual tipping fee charged (pass-through, supported by certified weight tickets), and if the landfill increases its published tipping fee during a period of performance, what is the mechanism for adjusting the per-ton unit price?

Note: PWS Section 2.4.2 (Landfill Disposal Fee compliance) will be updated.

Yes. Landfill disposal fees (CLIN 0003) will be invoiced and reimbursed as a direct pass-through of actual costs, with no contractor markup or administrative fees permitted. Every invoice containing disposal charges must be supported by legible, certified landfill weight tickets and the landfill's official receipt or invoice. If a licensed landfill increases its published tipping fees during the period of performance, the Contractor may submit a formal request for an equitable adjustment to the Contracting Officer. This request must be accompanied by official, public documentation from the landfill demonstrating the rate change. Adjustments will be processed via a formal contract modification in accordance with FAR 52.212-4(c).

4 CLIN 0004, Contingency / Unscheduled Services, is priced as a Not-To-Exceed quantity of one (1) Lot. To ensure all offers are evaluated on a common basis, will the Government provide the NTE dollar ceiling or the estimated annual number of unscheduled/emergency compactor pulls that offerors should assume?

Note: Will update PWS, see added section 2.4.4. The Government has established a fixed Not-To-Exceed (NTE) dollar ceiling of $10,000.00 per period of performance for CLIN 0004. All offerors must enter this exact NTE amount in their pricing sheets to ensure a mathematically equal and fair evaluation. For operational planning purposes only, offerors should assume an estimated historical frequency of four (4) unscheduled/emergency pulls per year. Actual unscheduled services will be ordered on an as-needed basis and invoiced at the fixed unit rate established under CLIN 0002.

5 Can the gov please provide photos and model number of compactor?

11 Is there a minimum insurance requirement beyond standard commercial general liability?

Solicitation will be amended. Yes. In addition to standard Commercial General Liability, the Contractor (or the subcontractor performing the physical transportation) must maintain the following minimum insurance coverages in accordance with federal regulations:

1. Automobile Liability: Minimum of $1,000,000 per occurrence for bodily injury and property damage, conforming to FAR 28.307-2(c).

2. Environmental Pollution Liability (MCS-90): Because this contract involves the commercial transport of solid waste, the hauling vehicle fleet must possess an active MCS- 90 endorsement with a minimum coverage of $1,000,000 for sudden and accidental pollution occurrences, satisfying Department of Transportation regulations and FAR 28.301.

3. Workers' Compensation: In accordance with FAR 28.307-2(a), the Contractor must comply with applicable Georgia state workers' compensation laws.

12 For the quarterly preventative maintenance, is there a specific scope or checklist we should follow, or is that left to the contractor's standard practice?

See Added Attachment 4 within PWS. Yes. Checklist provided in PWS.

13 Are there any restrictions on the type or size of hauling vehicle that can access the compactor location?

No restrictions.

14 Annual haul quantity: The PWS requires pickup twice weekly and excludes Independence Day, Thanksgiving and Christmas when they fall on scheduled service days, while Attachment III lists 108 hauls annually. Please confirm that 108 is the quantity the Government intends offerors to use for price evaluation regardless of the calendar service count.

Yes. Confirmed. Offerors must use the exact quantity of 108 hauls as specified in Attachment III (Pricing Sheet) for each annual period of performance to calculate their proposed prices. While actual operational haul counts may vary slightly year-to-year depending on which days holidays fall on the calendar, the 108-haul figure is the standard baseline that the Government will use to calculate the Total Evaluated Price (TEP) for all competitive offers. Service will be ordered and invoiced based on actual physical hauls performed at the fixed unit rate established at award.

15 Past performance: For an offeror using a similarly situated small-business hauling subcontractor for the core field performance, may the offeror submit recent and relevant past performance of that proposed subcontractor for Factor 2, or will only the prime offeror's past performance be evaluated?

Yes. Offerors may submit recent and relevant past performance references for a proposed subcontractor, provided that the subcontractor is a similarly situated small-business entity (under NAICS 562111) and is slated to perform the core hauling and disposal operations. To be considered, the proposal must clearly define the specific role the subcontractor will play in executing the Performance Work Statement (PWS) and include a signed Letter of Commitment or Subcontract Agreement. This approach allows small-business prime contractors to leverage the specialized operational history of their hauling partners, ensuring the Government receives bids from highly capable teams while fully complying with federal procurement policies.

16 Service Contract Labor Standards (solicitation, Clauses Incorporated by Reference; PWS generally). No Service Contract Act wage determination is attached to the solicitation, and FAR 52.222-41 (Service Contract Labor Standards), 52.222- 42 (Statement of Equivalent Rates for Federal Hires), and 52.222-43 (Fair Labor Standards Act and Service Contract Labor Standards - Price Adjustment, Multiple Year and Option Contracts) do not appear in the clause list. Will a wage determination for Richmond County, GA be incorporated by amendment, and will the 52.222-41/-42/-43 clause series be included? This affects labor pricing across all six performance periods.

NA Yes. The Government will issue an amendment to incorporate the applicable Service Contract Labor Standards (SCLS) clauses and the current Department of Labor (DOL) Wage Determination for Richmond County, Georgia. The following clauses will be added to the solicitation and resulting contract:1. FAR 52.222-41 (Service Contract Labor Standards)2.

FAR 52.222-42 (Statement of Equivalent Rates for Federal Hires)3. FAR 52.222-43 (Fair Labor Standards Act and Service Contract Labor Standards—Price Adjustment) A copy of Wage Determination No. 2015-4469 (or the most current revision for Richmond County, GA) will be attached to the amendment. Offerors must ensure their labor rates fully comply with the minimum wages and fringe benefits specified in the attached Wage Determination.

17 PWS 3.1 requires the contractor to provide a copy of a Georgia DNR solid waste permit thirty (30) days prior to the contract start date, while the Deliverables Schedule (PWS page 12) states licenses/permits must be provided with the cost proposal. Please clarify the submission timeline. Furthermore, does the Prime Contractor need to hold the permit, or can a similarly situated small-business hauling subcontractor's EPD Permit-by-Rule (and the receiving facility's permit) satisfy this requirement?

(a) Controlling Submission Timing: The active permits, registrations, and licenses must be submitted with the technical proposal as indicated on PWS page 12. The successful awardee must also provide an updated copy 30 days prior to the contract start date.

(b) Permitting Compliance Structure: The Prime Contractor is not required to hold the permit directly if subcontracting the physical work.

To satisfy PWS 3.1, offerors must submit:

1. A copy of the commercial solid waste transporter registry/collection authorization held by the entity physically hauling the waste (Prime or Subcontractor).

2. A copy of the active Georgia EPD Solid Waste Handling Permit for the receiving disposal facility (landfill).

3. If using a subcontractor, a signed Letter of Commitment confirming the partnership.

18 Attachment III (Pricing Sheet) lists 108 hauls, 678 tons, and 4 quarterly maintenance services for every pricing period, including Option Period 5 (1 October 2031 – 31 March 2032).

Because Option Period 5 is a six-month extension under FAR 52.217-8, will offerors price these quantities as issued, or will the sheet be amended to reflect the six-month period?

Attachment III - Pricing Sheet will be revised The Government will issue a revised Attachment III (Pricing Sheet) via an amendment. A change in Unit of Measure under CLIN X004 (Contingency) and Quantity list under CLIN X003 (Maintenance). The estimated quantities for Option Period 5 (FAR 52.217-8) will be reduced by 50% to accurately reflect the 6-month period of performance. The revised quantities for Option Period 5 will be:• CLIN X001 (Disposal Fee): 339 tons CLIN X002 (Haul Fee): 54 hauls CLIN X003 (Maintenance): 2 Services CLIN X004 (Contingency): 6 months

Offerors must utilize the revised Attachment III issued with the forthcoming amendment.

19 Does the subcontracting/FAR 52.219-14 compliance narrative count against the seven-page limit for Volume I (Technical)?

Furthermore, what specific details does the Government require within this plan to demonstrate compliance with the "Limitations on Subcontracting" and "similarly situated entity" rules?

Solicitation will be modified. (a) Formatting & Page Limits: The subcontracting/FAR 52.219-14 compliance narrative does not count against the core seven (7) page limit for Volume I. Offerors may submit this narrative as a separate attachment, subject to a maximum limit of two (2) pages.

(b) Required Content: To demonstrate compliance, the plan must explicitly state:

1. The name and UEI number of each proposed subcontractor.

2. The specific PWS tasks they will perform.

3. The estimated percentage of the total contract value to be performed by both the Prime and each subcontractor.

4. Explicit verification of whether each subcontractor qualifies as a "similarly situated entity" under NAICS 562111.

20 PWS §§1.2.3.1 and 2.1.1 provide differing scheduled pickup windows (0600-0900 vs 0400-0900). Which window governs?

Additionally, regarding PWS §2.1.2, when does the two-hour turnaround period begin and end for the compactor?

Note: Will update PWS Section 1.2.3.1 (a) Pickup Window: The pickup window is between 0400 and 0900 local time on Tuesdays and Fridays, in accordance with PWS 2.1.1.

(b) Two-Hour Turnaround: The two-hour turnaround period begins the moment the contractor physically detaches and pulls the Government-owned compactor away from the Building 300 loading dock. The period ends when the emptied compactor is successfully returned, reconnected, and confirmed operational at the exact same location.
