This is a Performance Work Statement (PWS) for solid waste transport services at Dwight D. Eisenhower Army Medical Center (DDEAMC) in Fort Eisenhower, Georgia.

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to perform solid waste collection, hauling, disposal, quarterly compactor maintenance, cleaning, deodorizing, ticketing, and record keeping. Scheduled pickups occur on Tuesdays and Fridays between 0400 and 0900 local time, with the compactor transported to an appropriate licensed disposal facility and returned within two hours to the third-floor loading dock of Building 300. The contract period extends from October 1, 2026 through September 30, 2027 (base year), with four one-year option periods and a potential six-month extension under FAR 52.217-8. Service is required on all scheduled days including federal holidays, except Independence Day, Thanksgiving Day, and Christmas Day. The Government furnishes one RamJet Self-Contained Auger Compactor ASC-215 (34 cubic yards), restrooms, and hand-washing facilities; the contractor furnishes all other materials, workspace, utilities, and equipment. Pricing is structured with separate line items for: (1) fixed price per trip for waste removal, (2) per-ton disposal fees as a direct pass-through of licensed landfill tipping fees with no contractor markup, (3) annual fixed price for quarterly maintenance services, and (4) optional contingency line item (CLIN 0004) as a Not-To-Exceed amount for unscheduled emergency services. The contractor must possess a Georgia Department of Natural Resources solid waste permit, provide all required immunizations for employees, complete AT Level I training within 30 days, comply with background check and security requirements, and maintain a Quality Control Plan. Key deliverables include the QCP, operating procedures, contingency plan, permits, and weigh tickets submitted upon equipment return. The Performance Requirements Summary specifies 100% inspection twice weekly with no allowable deviations from the stated pickup and return timeframes, reflecting the critical nature of healthcare facility waste management operations.
