About this file

This document is a Questions and Answers (Q&A) file for Solicitation HT940626QE005, a Request for Quotation (RFQ) issued by the Defense Health Agency for water sample collection and analysis services. The solicitation covers water sampling at three locations: Shaw AFB, Poinsett Range, and Wateree Air Force Recreational area, with contractors required to collect, label, transport, and analyze water samples from surface water, groundwater, and water distribution systems. The contract will consist of a base year and four 12-month option years, with an estimated start date of April 1, 2026, and is set aside for small businesses.

The Q&A document addresses 15 specific questions from potential contractors, clarifying technical details such as acceptable analytical methods (e.g., EPA Method 200.8 for Lead and Copper), laboratory certification requirements (state of South Carolina certification), sampling frequency, emergency sampling protocols, and contractor responsibilities. Key clarifications include confirmation that contractors are not responsible for physical water remediation, sampling infrastructure installation, or watercraft usage, and that travel costs must be included in line item pricing. The solicitation has undergone five amendments, with the most recent extending the quote due date to January 20, 2026, and adjusting the quantity of Method 533 samples from 48 to 40.
