About this file

This document is a Questions and Answers file for Solicitation HT940626QE005, a water sample collection and analysis services contract issued by the Defense Health Agency. The solicitation covers water sample testing at three locations (Shaw AFB, Poinsett Range, and Wateree Air Force Recreational area) with a base year and four 12-month option years, starting April 1, 2026. Key clarifications include laboratory certification requirements, acceptable analytical methods (such as EPA Method 200.8 for Lead and Copper), and confirmation that the contract scope is limited to sampling, analysis, reporting, and treatment recommendations without physical remediation.

The solicitation is a small business set-aside Request for Quotation (RFQ) requiring electronic quote submission. The Q&A document addresses technical details such as sample collection frequencies, quality control requirements, sampling point access, and pricing considerations. Contractors must include travel costs within line item pricing and comply with specific EPA method requirements for water sample testing, including PFAS testing via method 533. The government emphasizes that prospective contractors should rely solely on the current solicitation requirements and that all line items, including emergency or special event testing quantities, will be evaluated before award.
