Amendment 6, Section G: Contract Administration Data
5.3.1 – 5.3.6
Amendment 6 changed language about the timing of invoicing. DHA has indicated that invoices for various bodies of work can be submitted upon receipt of approval of the associated CDRL. However, we are not able to locate DHA’s timeframe for acceptance. What is the timeframe in which DHA will review CDRLs? Will invoices will be accepted at that time?
-Typically it takes 10 business days to review and accept CDRLs.
-Invoices are accepted upon review and validation and paid in accordance with Section G.

Amendment 6, Section B: Supplies or Services and Prices/Costs Contract Line Item Number (CLIN) Descriptions CLINs 1007, 2007, 3007, 4007, 5007 and CLINs 1008, 2008, 3008, 4008, and 5008 In Amendment 6, DHA has indicated that focused studies and medical record reviews will not be priced as part of this procurement. It appears that DHA intends to instead award this work via task order. Any changes to the anticipated start date for this work may impact offerors’ approaches to identification and onboarding of staff and key personnel.
Please confirm that DHA intends to issue the task orders for focused studies and medical records review concurrent with the operational start period for the compliance reviews that are priced as part of the bid submission. Alternately, if this assumption is not correct, what assumptions should offerors use for the start date of focused studies and medical records reviews?
No, task orders will not be issued concurrently with the operational start period, as the focus studies and medical record reviews are unpriced and will need to be negotiated. Reference Section G.3.1

Amendment 6, Section B: Supplies or Services and Prices/Costs Contract Line Item Number (CLIN) Descriptions CLINs 1007, 2007, 3007, 4007, 5007 and CLINs 1008, 2008, 3008, 4008, To meet small business subcontracting goals, offerors may have elected to assign elements of focus study and medical record reviews to small business subcontractors. As a result of Amendment 6, these CLINs are not priced as part of the initial submission.
Please confirm that an offeror indicating its intent to meet small business subcontracting goals by assigning subcontractors to perform focused studies and medical records reviews will not be evaluated negatively for not being able to substantiate this claim in the business proposal submission.
DHA is not evaluating small business subcontracting goals.

Amendment 6, Section L Exhibit L-7 Price Proposal Template
In Amendment 2, for CLIN 1006 “Option Year 1 Managed Care Support Contracts (MCSCs) Annual Health Care Cost Audits (Section C paragraph 6.4.2.1) Fixed price per claim. Not to exceed quantity:” the quantity provided was “15,000”. In Amendment 3, the quantity for CLIN 1006 was changed to “0”. In Amendment 6, for CLIN 1006 the quantity was stated as “15,000”. This appears to be an error.
