SECTION M, EVALUATION FACTORS FOR AWARD

TCRS HT9402-17-R-0002, Section M Page M1 of M9

1.0 SOLICITATION PROVISIONS

52-217-5 EVALUATION OF OPTIONS (JUL 1990)

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the options(s).

(End of Provision)

2.0 BASIS FOR AWARD

2.1 General: This is a full and open competitive source selection, using the Lowest Price

Technically Acceptable (LTPA) source selection process in accordance with Federal Acquisition

Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense FAR Supplement

(DFARS). The Contracting Officer (CO) intends to award a single contract to the offeror whose proposal is the LPTA offer.

2.2 To be eligible for award, an offeror’s proposal shall meet all solicitation requirements, including but not limited to, instructions to offerors, terms and conditions, technical requirements, and the evaluation factors and criteria below. If an offeror fails to meet a solicitation requirement, the CO may reject the proposal as “non-responsive” and ineligible for award. The Government will not evaluate non-responsive proposals.

2.3 LPTA Evaluation Approach. The Government will evaluate the lowest priced proposal first. If the Government determines the proposal is technically acceptable, the Government will not evaluate any other proposals because the LPTA proposal represents the best value to the

Government. The Government will award the contract to that offeror without further evaluation of any other proposals.

2.3.1 If the Government determines the lowest priced proposal is not technically acceptable, the

Government will evaluate the next lowest priced proposal, and the process will continue in order until the Government determines a proposal is technically acceptable or until it evaluates all proposals. The Government will evaluate the acceptability of the offeror’s proposal and will not rank based on non-price factors/subfactors. To be eligible for award, an offeror must receive an

“acceptable” rating in every non-price factor/subfactor, as discussed below and have a total evaluated price that determined to be fair and reasonable, with no unbalanced pricing.

3.0 EVALUATION FACTORS

3.1 The Government shall evaluate each proposal against the following factors and subfactors.

There are two Non-Price Factors: Factor 1, Technical Approach; and Factor 2, Past Performance

3.1.1 Factor 1, Technical Approach

Subfactor 1, Staffing/Program Management;

Subfactor 2, Quality Control;

Subfactor 3, Transition-In;

TCRS HT9402-17-R-0002, Section M Page M2 of M9

Subfactor 4, Compliance Reviews;

Subfactor 5, Focus Studies/Medical Reviews

3.1.2 Factor 2, Past Performance

3.1.3 Factor 3, Price

4.0 EVALUATION OF FACTOR 1, TECHNICAL APPROACH

4.1 The Government will evaluate each subfactor under Factor 1 to determine if each is technically acceptable. The Government will evaluate the offeror’s technical proposal against evaluation criteria relating to the requirements of the solicitation and assign a rating of either

Acceptable or Unacceptable. If an offeror fails to address or demonstrate the ability to meet one or more requirements, the Government will rate the subfactor “Unacceptable” which would render the Factor itself as “Unacceptable.” The Government will evaluate the proposal on the basis of whether or not an offeror’s proposed procedures, methods, and delivery of service meet the Government’s minimum requirements. The government will evaluate the proposal solely on its own merits.

4.1.1 The Government will use the technical ratings in Table A below to rate subfactors 1-5.

5.0 EVALUATION OF FACTOR 2, PAST PERFORMANCE

5.1 The Government will evaluate past performance information, provided in accordance with

Section L and other sources, to determine if the Offeror has performed in the past on recent relevant work and has a record of satisfactory performance in supplying products and services that meet the contract requirements (See FAR 15.305 and DFARS 215.305). The Government will evaluate past performance information submitted by the offeror and any other past performance information that the Government has independently obtained.

5.2 The Government will evaluate an offeror’s past performance for recency and relevancy to this solicitation. To be considered recent, the work must have been performed within 3 years of the date in Block 9 of the SF 33, Solicitation, Offer and Award. Relevant past performance is present or past performance involving similar scope and magnitude of effort and complexities to the TCRS solicitation. The Government will evaluate the magnitude of the offeror’s past performance effort based on the number of claims reviewed annually. The TCRS reviews approximately 63,000 medical, dental and pharmacy claims annually.

5.2.1 The Government will assess an overall relevancy rating for each contract submitted for past performance as stated below:

The Government will review the offeror’s past performance effort based on the number of claims reviewed annually.

The Government will review the identified contracts’ effort to see how closely their performance history relates to the requirements for this solicitation. Assessment of relevancy will be based on those functions the contractor or subcontractor will be performing on this solicitation.

5.2.2 The Government will assign one of the following relevancy ratings to each contract provided by the offeror.

TCRS HT9402-17-R-0002, Section M Page M8 of M9

Rating Description

Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/past performance effort included some of the scope and magnitude of effort and complexities that this solicitation requires.

Not Relevant Present/past performance effort included little or none fo the scope and magnitude of effort and complexities this solicitation requires.

5.3 Once a relevancy rating has been determined, the Government will review all available information regarding the quality of performance for each of the contracts. If an individual contract has been assessed as not relevant, no performance review will be conducted. The

Government will identify positive and/or negative findings noted during the review. If any negative findings are identified during the review in which the offeror has not had the opportunity to provide comments, the Government will notify the offeror of the findings and allow the offeror the option to provide comments on these negative findings.

5.4 After determining the past performance proposal’s recency, relevancy and quality, the

Government will rate the past performance proposal as “acceptable” or “unacceptable” using the rating descriptions below, in Table B.

Table B. Past Performance Evaluation Ratings

Rating Description

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

6.0 EVALUATION OF FACTOR 3, PRICE

6.1 Total Evaluated Price. The total evaluated price is the sum of all priced CLINs in Section

B, Supplies or Services and Prices/Costs, for the Transition-in Base Period and each of the

Option Years 1-5. The total evaluated price will include the offeror’s proposed price (Option

Period 5 multiplied by 0.5) for the possible 6-month extension of services under FAR

TCRS HT9402-17-R-0002, Section M Page M9 of M9

52.217-8, Option to Extend Services (See Section L Exhibit L-7, Price Proposal Template, worksheet entitled “Summary by CLIN, Option Yr”). Offerors are advised that the evaluation of options shall not obligate the Government to exercise such options.

6.2 Reasonableness. The proposed Total Evaluated Price (TEP) shall be evaluated for reasonableness. Adequate price competition is expected. If so, price analysis will be the primary technique used in the Government’s price evaluation. If not, the Contracting Officer may require additional information to support the proposed price in accordance with FAR 15.4.

6.3 Unbalanced Pricing. The Government will evaluate each offeror’s price proposal for unbalanced pricing per FAR 15.404-1(g).

6.4 Evaluation of Options. In accordance with FAR 52.217-5, Evaluation of Options; and FAR

52.217-8, Option to Extend Services, the price evaluation is inclusive of the evaluation of options required for any extension of services resulting from the Government’s unilateral right to exercise FAR 52.217-8. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period.
