About this file
This document is a Questions and Answers (Q&A) form for the Remote Health Readiness Program 4 (RHRP-4) federal contract solicitation. The Q&A covers a wide range of technical, administrative, and operational details across 196 questions, addressing topics such as proposal submission requirements, pricing structure, service delivery expectations, network provider obligations, scheduling capabilities, and compliance standards. Key clarifications include updates to page limits for technical volumes, modifications to small business participation goals, changes to CPT and CDT medical procedure codes, and refinements to cloud computing and cybersecurity requirements.
Significant topics addressed include the contractor's responsibilities for scheduling medical and dental readiness services for military Reserve and Active Components, providing telephonic and electronic scheduling capabilities, maintaining a nationwide provider network, and implementing upload capabilities for medical records. The document provides detailed guidance on performance standards, such as appointment scheduling timelines, call center response times, and service member notification procedures. The government also clarified expectations around transition-in processes, milestone payments, and the scope of services to be provided across different medical and dental examination types.

(SECTION #)
QUESTION/ COMMENT Government Response
1.14.1
7.1.4
7.1.5
The links to the following attachments are not active. Will the
Government, please provide an active link so vendors can download the PDF?
7.1.4 Attachment 4: Non-Disclosure
Agreement (NDA). DHA Form
49_Ctr
7.1.5 Attachment 5: Department of
Defense (DoD) Business Associate
Agreement (BAA)
Yes, the Government has removed the references to Attachment 4 and 5 and is instead providing the as Exhibit U.
Offerors can access the BAA via the link provided in PWS paragraph 6.2.5.1.
1.2
Attachment E
Pricing Sheet
The Government indicated that "In
FY21-FY22 the RHRP contractor provided approximately 2.8M discrete services each year".
However, per Attachment E the sum of all projected procedures provided for RHRP-4 OP1 is
1,469,322 services (excludes "SC-
Requested Direct Outreach (price per SM)"). Can the Government confirm they anticipate the projected volumes / year in RHRP-4 to be approximately half of the average provided services in FY21-
FY22?
The Government has removed the reference to the FY21-FY22 RHRP service volume data from PWS paragraph 1.2.
The information in Attachment E reflects the Government's anticipated year-over-year service volume for the RHRP-4 contract. The Government notes, of course, that the quantities of services specified are estimates only. The resulting contract will be an IDIQ contract, and the
Government will be obligated only to order to the "minimum dollar value" specified elsewhere in the RFP.
3 1.7.2
This section lists holidays. Please clarify which services are expected to be performed on the recognized
Federal holidays.
Yes, services may be required on federal holidays. See para 5.9.11
5.2.7.5.12.4
5.3.2.1.6
PRS #9
PRS #9 states "70% of calls/live chat answered first time with result of appointment scheduled."
Please confirm that the expectation is that 70% of appointments would only require one phone call or one chat interaction from the SC or the
SM to complete.
Yes, that is the expectation. See PWS paragraphs 5.2.7.5.12.4 and 5.3.2.1.6.
5.3.2.1.3
PRS #10
PWS 5.3.2.1.3 refers to call abandonment rate. PRS #10 includes a performance standard for live chat performance. These two requirements do not appear to cross reference, will the
Government please clarify the connection between the abandon call requirement and the first-contact resolution for live-chat?
PRS #10 applies to both abandoned calls and live chats. The Government will add a reference to PWS para 5.2.7.5.12.3 (live chat requirements) in PRS #10.
6.5.5.3
Attachment A -
Performance Based
Milestone Payment
Please confirm that CMMC Level 2 certification is due at time of award as indicated in the Evaluation
Criteria, PWS 6.5.5.3, and
Attachment A, and not at time of proposal submission as indicated in the Volume III Instructions.
CMMC Level 2 certification will not be required at the time of award. The
Government has updated the Addendum to 52.212-1 and Addendum 52.212-2 to reflect that it will be evaluating the
Offeror's proposed approach for achieving CMMC level 2 certification at a time consistent with the DoD's four-phase implementation plan. The Government has also updated PWS paragraphs 6.5.5.2, 6.5.5.3, and 6.5.8 and Attachment A to provide further clarity regarding CMMC certification requirements and timing.
7.4, Table 1 -
Proposal
Organization
Please confirm the page count for
Volume III, Tab 1. If not intended to be 210 pages, please confirm
Letters of Commitment are outside the page count.
The page count for Volume III, Tab 1 should be 25 pages. Yes, any letters of commitment provided from network owners will not count toward the page limit. The Government has revised the
Addendum to 52.212-1 accordingly. See
Question 33
7.4, Table 1 -
Proposal
Organization
Please clarify what is intended by
"Summary of Section" and what volumes/sections it is required in.
Summary of Section has been removed.
7.4, Table 1 -
Proposal
Organization
Please confirm the Table of
Contents in each Volume are not included in the page count.
There is only a requirement for a Table of
Contents in Volume I, which should cover the entire proposal (all volumes). We do not require a Table of Contents for each individual Volume. See Question 33
10 7.8, Tab 5
Please confirm the Government does not intend for offerors to submit an approach to the scenarios in the written Technical
Volume.
The Government has modified the
Addendum to 52.212-1 to provide that vendors may submit submit up to 2 pages of material to support its presentation on
Scenario 1.
11 7.9.a
Please confirm whether the
“performing 25% or more of the work” definition included in the description of “major subcontractor” is to be measured as a percentage of the proposed costs for any proposed subcontractor divided by the overall offeror/prime contractor’s proposed costs over the ten-year period of performance.
Yes, the percentage of work should be measured as a percentage of the proposed costs for any proposed subcontractor divided by the overall offeror/prime contractor's proposed costs over the 10 year period of performance. The Government has revised the RFP to reduce the percentage to 15%.
12 7.9.a
Will the Government allow for submission of a subcontractor's past performance reference when the subcontractor is performing a major component of the PWS but does not equate to 25%?
The Government has modified the
Addendum to 52.212-1 to lower the
"major subcontractor" percentage to
15%.
Attachment E
Pricing Sheet
Currently, the protected view in
Attachment E does not allow for
Offerors to enter a price into the highlighted cell (F2) with the
Transition-In CLIN tab. Will the
Government send an updated version of Attachment E in order to allow for the Transition-In amount in cell F2 to be editable?
The Government has updated
Attachment E to permit entry of a price in cell F2.
Attachment E
Pricing Sheet
Within Attachment E, the
Government indicates that
"Offerors may propose, in the identified cells at the
Services_BasePd Tab, discount percentages applicable to Tiers II, III, and IV. However, in the
Services_BasePd Tab, the
Government included placeholders for a proposed discount for Tiers I, II, III, and IV. Please clarify if the Tier
I discount (cell K7) should be removed.
Correct--discounts will not apply to Tier 1
Group Events. The Government has updated Attachment E to remove the Tier
1 discount from the Base Year tab.
Attachment E
Pricing Sheet
For RHRP-3, the Government included a specific CLIN to separately price services related to
Transition-out requirements. As part of the final RHRP-4 RFP, that
CLIN has been removed. Can the
Government clarify how the awarded Offeror would be reimbursed for services related to
Transition-out cost in the last months of performance (if executed) in the absence of a separate Transition-out CLIN?
The Government has revised the solicitation's CLIN structure to include a
Transition-Out CLIN. However, the
Government will not require Offerors to provide Transition-Out pricing when responding to the RFP. Rather, the
Government will issue a Transition-Out task order to deliver the services described in PWS para 1.6.2, and request pricing for the same, when Transition-Out services are required.
Exhibit B1 Details
(Urine Drug Screen
& Alcohol testing)
Line 127
Is the Contractor expected to do urine drug screening and alcohol tests as part of the exams listed on the second tab?
Yes, ETOH is the alcohol screen listed at the Physical Exams tab, part q. And Drug
Screen is listed on Exam Elements tab, part p.
17 Exhibit F3
In Exhibit F3, the list of Services required by modality are the following: GE: 745,881, IC: 791,690, CC: 20,117. Please clarify how the number of services in this Exhibit F3 relates to the projected services in
Attachment E Pricing?
Exhibit F3 identifies what, where, and when services were provided in FY22. The
Attachment E-Pricing Sheet captures the
Offeror's proposed price for each of the services and calculates a total price based on the Government-provided projected utilization of RHRP-4 services, including the total extended price for the base and nine option periods.
18 1.6
This section states, “The transition-in period will not exceed nine months”, and, “The full performance start date is not later than 22 Aug 2026”. Please confirm that the contractor will have the transition timeline based on their offer (up to nine months).
Yes, the full performance start date will not be more than 9 months after the contract is awarded NLT 24 Nov 25. The
Government has revised the PWS accordingly.
19 1.11.2
This section refers to the contractor’s Quality Control Plan
(Deliverable 3) in Section 1.11.1 a
Quality Assurance Surveillance Plan
(QASP) in Section 1.11.2. Will the contractor be required to submit a
QASP separate from the QC Plan or will the Government prepare the
QASP?
The Government will prepare the QASP, with details matching the Part 7
Performance Requirements Summary.
The QCP is how the Contractor will address quality control throughout the contract.
20 5.3
Please provide the following information regarding call volume and handle time:
How many inbound and outbound calls per month and the duration of each call?
What is the average duration of each of the inbound and outbound calls?
How many minutes per month of inbound and outbound calls?
How many toll-free numbers are required?
The Government has added an Exhibit
R_Call Volume Data which includes monthly call volume data.
The vendor is responsible for determining the best methods for delivering an effective telephonic scheduling capability.
21 5.5
Please provide the following information regarding video call volume and handle time:
How many video calls (outside of virtual health) occur each month?
What is the average duration of the video calls per month?
The Government is unable to provide this data as video calls are not currently required.
22 5.6
Please provide the following information regarding Help Desk call volume and handle time:
How many Help Desk calls come in each month?
What is the average duration of each call?
The Government is unable to provide this data.
23 5.2.7.5.12
Will the Government please provide the following information regarding live chat volume and handle time.
How many live (synchronous) chats are initiated per month?
What is the average number of chat replies does it take to resolve an issue?
The Government is unable to provide this data as live chat is not currently required.
24 5.2.7.5.13
How many asynchronous chats are initiated per month?
The Government is unable to provide this data as asynchronous chat is not currently required.
25 5.3.1.5
Please provide historical call volumes and duration for scheduling appointments.
See Question 20.
26 5.7.11.3.1
As indicated by service member referral by the service component, HIV testing will be performed as an element of overall readiness evaluations when required.
Presently, HIV laboratory collection and processing prior to resulting is in conjunction with CDD as the government’s specified vendor.
Utilizing CDD’s mandated laboratory processes exclusively has historically generated undesired bottle necks in examination completion. Given HIV testing is now a routine laboratory assay, will the Government allow the prime vendor to perform the HIV assays via other certified commercial laboratories?
No, the Government is unable to modify
DoD guidance. The Vendor is not required to test for HIV.
27 5.7.9.3.2
Form 3024 has a list of additional reviewer titles beyond those listed in the Record Reviewers requirement - i.e., PHA provider, Nurse, or MA. Are Offerors limited to only the three labor categories listed in the RFP or can this role be extended to include other trained personnel listed on Form 3024?
No, the role can not be extended. The
Record Reviewers must be from the listed labor categories.
7.5, Electronic
Submittal
Please provide the file size limit for the dha.ncr.Acq-
Sustainment.mbx.rhrp-
4@health.mil mailbox.
There is no size limit to the mailbox.
Attachment C, 2.
Minimum
Quantitative
Requirement (MQR)
- Participation of
Small Businesses
The Small Business Participation
Commitment Document (SBPCD) indicates "All funds directed to a small business concern must be discreetly and uniquely reported to a single small business category."
This appears to contradict FAR
52.219-9(d)(1). Please clarify how to report businesses that fit multiple small business socioeconomic categories. For example, a Woman-
Owned Small Business that is also
Small Disadvantaged, Veteran-
Owned and HUBZone certified would contribute the total estimate to the "Estimated Dollar Values" entries for each of those Small
Business Categories and would not be limited to entering an Estimated
Dollar Value for only one single
Small Business Category.
The Government has revised the Small
Business Participation Commitment
Document to remove the identified sentence and replaced it with the following: "The percentage of work performed by Small Businesses that qualify in multiple small business categories may be counted in each category."
30 Attachment E
For Comprehensive Oral Evaluation
(Annual Dental Exam) in Row 147 of
Attachment E, the government lists the projected quantity for group events as 96,457 for both the Base
Period and Option Year 1, despite the Base Period not being a full year. Can the government confirm that the projected quantity for comprehensive oral evaluations in the group event modality as 96,457 for both the Base Period and Option
Year 1?
This is a typo, it should be 1/2 of 96457 for the base year. The Government has updated Attachment E accordingly.
Exhibit E2
Emergency
Notification Flow
Please clarify the RHRP contractor requirement for "Document plan of care (POC)."
The Government expects the Contractor to develop an appropriate approach and format for providing "recommended care" documentation to the SC designee.
General, Pages 65 -
Are offerors required to submit the
CLIN tables in pages 65-78 with
Volume V - Price?
Offerors should input their proposed prices into Attachment E--Pricing Sheet;
the Tabs on the Pricing Sheet correspond to the CLIN structure in the RFP. This information will also be included in the SF
1449 and has been amended in 52.212-1
Volume 1, Tab III.
33 General
Please confirm that each volume can contain a Table of Contents, Glossary, and List of Tables/Figures that are not included in page count.
This is incorrect. The vendor should have only one Table of Contents in Volume 1, Tab 1 (but covering the entire proposal) that is no more than 5 pages and will not be evaluated.
Tab 5 – Subfactor 5:
Scenarios
Will the Government allow an audio-visual compatability and connectivity test in advance of the live Teams oral presentation being held April 27-30?
The Government will consider this.
35 PWS 5.7.10.1
Per PWS 5.7.10.1 "The Contractor shall contact the SM to schedule a requested Physical Exam within 72 hours of receipt of the request. The
Contractor shall schedule the
Physical Exam within 28 calendar days after contacting the SM. (PRS
#14) If the Contractor is unable to contact a SM to schedule a Physical
Exam, then the Contractor shall send an encrypted email notifying the cognizant Scheduler and SC
Lead/Designee."
Q: Could the Government clarify the time frame of the approval process and when it begins?
The contractor must contact the SM within 72 hours of receiving the request for a physical exam appointment. Then the contractor must schedule the physical exam within 28 days after contacting the
SM. Max time from start to finish is 31 days.
36 PWS 5.2.5
Per PWS 5.2.5 For Scheduling of In-
Clinic and Virtual appointments:
"The Contractor shall confirm all in-clinic and virtual appointments with the scheduled provider and send an initial confirmation with appointment date, time, and address to the Scheduler and SM within three business days after requesting the appointment. (PRS
#5) If the Contractor is unable to confirm provider availability within three business days of the appointment being requested, the
Contractor shall cancel the appointment and send a notification to the Scheduler and
SM, providing the Scheduler with an option to reschedule."
Q: Could the Government please confirm whether the "Scheduler" is the DHA PMO or a Service
Component scheduling POC?
Per the provided PWS definition, the
Scheduler is "the Electronic scheduling capability role defined as person who schedules the service, can be the
Contractor, Service Component Lead, Service Component Designee, or the
Service Member."
37 PWS 5.2.5.1
Per PWS 5.2.5.1 "The Contractor shall send an appointment reminder to the Scheduler and SM (via the
SM’s preferred method of contact) seven calendar days prior, three calendar days prior, and one day prior to the appointment date."
Q: Could the Government confirm that if the appointment is made within two days of the exam date, then the Scheduler and SM would only rereceive a one-day prior notice?
Yes, if the appointment is made within two days of the exam date, then the
Scheduler and SM would only receive a one-day prior reminder notice.
2.4 Non-Price
Evaluation Criteria --
Factor 1 (F1)
It is our assumption that the small business goal percentages listed in the RFP and Small Business
Participation Commitment
Document are based on total subcontracted value. Please confirm.
Yes, the percentages are based on total subcontracted value. The Offeror must propose to satisfy the minimum quantitative requirement (MQR) of subcontracting at least 30 percent of the contract's total value to small businesses.
39 Factor 1 (F1)
Is the "date requested" as defined in PRS #4 the date that the scheduler is requesting that the service be perfomed (e.g., my requested date for the appointment is next Tuesday) or is it the date that the appointment request is received by the contractor?
The "date requested" is the date the appointment request is received by the contractor.
5.2.7.5.2, Attachment 1 PRS
#4
Please clarify what requirement described in PWS 5.2.7.5.2 is measured by PRS #4.
The Government has changed the reference from PWS 5.2.7.5.2 to PWS
5.3.1.6 in PRS #4.
5.7.8.2, Attachment
1 PRS #6
Please clarify what is intended by the requirement to "confirm all requested readiness services." It is our assumption that the government is requesting that the contractor shall provide a detailed acknowledgement of the services required at the Group Event. Is this assumption correct?
Yes, the contractor shall acknowledge the
SC request and confirm that it will be prepared to provide all SC requested readiness services at the group event.
42 5.2.7.5.11
The requirement states "The
Contractor shall accept information/documentation, from any modality, to update …" It is our assumption that "modality" includes civilian providers. Is this a correct assumption?
Yes, the requirement applies to each of the 3 modalities.
Attachment 1 PRS
#10
The performance standard is defined as "Abandoned Calls/Live
Chat Performance", however the
PWS reference addresses calls only.
It is our assumption that PRS #10 applies only to abandoned calls.
Please confirm.
That is not correct. Please see response to question 5.
44 5.4.3
For appointments that the
Contractor cancels less than 72-hours prior to the appointment, the government will not pay for the scheduled service. Our assumption is that the government will pay for the rescheduled service. Is this a correct assumption?
Correct. The government will not pay for a canceled service and the vendor will be assessed a cancellation fee for any appointment canceled by the vendor less than 72 hours prior to the appointment.
Yes, if the appointment is rescheduled, the Government will pay for the rescheduled service once it is delivered.
5.12, Attachment 1
PRS #18
PWS 5.12 states "services provided within 45 calendar days after the last day of the month in which the day the services occurred." PRS #18 states that "invoices are submitted with 45 days upon completion of services." Please clarify which is the correct requirement and associated performance standard. We feel the
PWS 5.12 is reflective of the actual monthly invoicing cadence.
The Government has revised PRS #18 to match PWS 5.12
46 5.2.7.5.4
Is the contractor required to provide appointment dates, times and locations for providers with availability in the next 90 calendar days?
Yes, the contractor is required to provide appointment dates, times and locations for providers with availability in the next
90 calendar days.
PRS #4 requires that 95% of appointments are scheduled to occur within 21 calendar days of the date requested. Please confirm that this is within 21 calendar days of servicemember's date requested.
The 21 calendar day standard runs from the date the Government approves a requested SM appointment (see PWS paragraphs 5.1.3 and 5.2.5), to the date of the actual, scheduled appointment.
Thus, for example, if a SM (or anyone in a
"Scheduler" user role) contacts the contractor on 1 June requesting a SM appointment for a service, and the appointment is approved by the
Government (i.e., by someone with an
"Approver" user role) on 2 June, then in order to comply with the standard, the appointment for that service would need to occur on or before 23 June.
Part 7, Attachment
In Performance Requirements
Standards, there is reference to
Status Dashboards Monthly
Reports. Does this refer to 2 separate surveillance methods/reports?
The Government's intent is that for all pertinent PRS items (i.e., all that list both
"Status Dashboard" and "Monthly
Report" as the methods of surveillance), the contractor's Status Dashboard will continuously reflect the status of the contractor's performance in meeting the relevant AQLs and that the contractor will formally generate and provide to the
Government a monthly report, developed from the information on the Status
Dashboard, reflecting the contractor's performance for the given month, which is now included in PWS 5.10.7 and CDRL
A140.
Part 2, No 2
(Definitions, Acronyms); pg 15
Please add the following definitions to Section 2: Appointment, Requested service, and Requested appointment.
No.
50 5.2.7.5.10
5.2.7.5.10 Permit the use of
Electronic Forms: The Contractor shall use the required forms (see
PWS para 2.3.10), appropriate to the type of upcoming appointments, and allow the SM to directly input data and information into that form, embedded within the Contractor’s electronic capability—at the time the appointment is scheduled. The data shall be saved and available for the appointment as well as for subsequent SM review prior to the appointment.
It is our assumption that this allows the SM to complete the Part A of the PHA form on the Contractor's system for all Service Components.
Is this a correct assumption?
No, that is not correct. The SM will complete the Part A of the PHA in the
Service medical readiness system of record (SOR). See PWS paragraphs
5.7.9.3.1 and 5.7.9.3.2.
51 5.7.12.2
For X-rays provided under PWS
5.7.12.2, please provide credentialing and licensure requirements for administration of
X-rays and for reading of X-rays.
The Government has added PWS paragraph 5.7.12.3 to clarify the requirement.
52 5.7.11.2
Does the scope of PWS 5.7.11.2 include ancillary testing components such as X-rays and
EKGs? Please provide a specific list of services that are covered under
PWS 5.7.11.2.
The required Services are listed in Exhibit
B1.
53 PWS 5.1.2
Concerning pg 18, definition in section 2.1: Can the government provide clarification concerning the
Tri-Care prime remote mileage requirements (listed as 50 miles). Is there a separate mileage requirement that applies to TPR service members?
The Contractor shall ensure that SM driving distance to providers, from either the SM’s/civilian employee’s home of record, place of duty, or place of civilian employment (as selected by the SM or civilian employee), is no more than 40 miles (consistent with the PRS #3 standard). SERVICE MEMBER (SM) is defined as a member of the uniformed services, consisting of the Army, Navy, Air
Force, Marine Corps, and Coast Guard.
This includes Active duty, full-time duty, Reserve duty, and part-time duty personnel. The 50 mile standard associated with the TRICARE Prime
Remote (TPR) program (which is used in determining whether a SM qualifies for
TRP status) has no bearing on the RHRP-4 requirement or the contractor's performance under the contract.
Volume III, Technical, SF3/Tab
1, Provider Network
Approach
Please clarify the 210 page count for Volume III, Tab 1, Provider
Network Approach. Is this value correct? Is it inclusive of all text and letters of commitment or is there a separate page count for the text and the letters (e.g., 80 pages for text and 130 for letters)?
See response to question 7.
Reference
Instructions to
Offerors, Table 1 –
Proposal
Organization
Re the following: "Page limitations will be counted as maximums. If exceeded, the excess pages may not be read or considered in the evaluation of the proposal. Each side of a page will be counted as 1 page except for the following: Title
Pages, Volume Cover Pages, Summary of Section, Glossaries, and
Blank Pages..." Given that the proposal deliverable is submitted electronically, can the government provide clarification concerning
"each side of the page"?
The Government has revised the language to remove the reference to "each side of the page" and to reflect that "title pages, volume cover pages, glossaries, and blank pages" will be excluded from the page counts.
Attachment E, Pricing Sheet RHRP
Services
Request access to Column B, In-clinic that indicates the modality is needed in all the Services Tabs as it is not visible in the following tabs in
Attachment E:
• Services_BasePd
• Services_OptYr3
• Services_OptYr5
• Services_OptYr6
• Services_OptYr7
• Services_OptYr8
Column B is visible in Attachment E.
Please scroll all of the way to the left of each sheet to see it.
Attachment E, Pricing Sheet RHRP
Services
Request an update to cell F2 for the
CLIN 0001 price in the Transition-In
CLIN tab in Attachment E as it is protected and entry is required per the Pricing Instructions tab to propose the price and to support the SLIN calculations.
See response to question 13.
Attachment E, Pricing Sheet RHRP
Services
The Pricing Instructions tab in
Attachment E, Group Event Tiers states the volume discount is applied to the pricing of all procedures delivered at Group
Events, with the exception of no show, cancellation, and swap out fees. Request that all procedures in the Immunization and Laboratory
Services groups be exempt from the volume discount as the costs of these items do not vary based on the number (i.e., no efficiencies gained from higher quantities).
Any volume discount will apply to all procedures delivered at the Group Event--with no exceptions. The decision whether or not to offer volume discounts at any
Tier level, and all decisions regarding the price build-up for procedures, are at the sole discretion of each Offeror.
Attachment E, Pricing Sheet RHRP
Services
The Services Tabs in attachment E contain rows for five Procedures in the Miscellaneous Fee section that do not have a corresponding yellow highlighted cell for entry of the proposed price. It is our assumption that these procedures are not in scope, as they are not identified in the PWS, and should be removed. Is this assumption correct? If yes, request a revision of
Attachment E and Exhibit B-1. If not, please clarify and provide instructions regarding these procedures.
The Government has revised the miscellaneous fee section. It now includes four fees: cancellation admin fee, no show admin fee, swap out fee, and individual item medical record update fee. The term "Individual Item Medical
Record Update" is now defined in PWS
Part 2.
Pricing Sheet RHRP
Services
The Immunizations group of procedures are denoted as “not to exceed CHAMPUS Maximum
Allowable Charge acceptable rate,” or CMAC rate. CMAC rates are based on multiple variables such as geographic locality and site of service, and RHRP-4 requires nationwide plus locations and in-clinic and group event modalities for immunizations under a single price. Request clarification on how the Government will determine the one specific CMAC rate for a CPT code to be used in evaluation of the immunization procedure prices.
See response to question 76.
Attachment E, Pricing Sheet RHRP
Services
The Immunizations group of procedures are denoted as “not to exceed CHAMPUS Maximum
Allowable Charge acceptable rate,” or CMAC rate. As the RHRP-4 program is not a TRICARE health care program, an offeror cannot mandate the acceptance of CMAC rates by its network providers and negotiated prices typically start at a providers’ usual and customary pricing (i.e., commercial list prices).
Request removal of the CMAC rate limit to support the ability to bring a more comprehensive group of providers to support the RHRP-4 program, especially in rural and remote areas.
See response to question 76.
Pricing Sheet RHRP
Services
The Attachment E contains the price structure for the RHRP-4
Services to be invoiced under CLIN
0002 for the Base Year and CLIN
X001 for the nine Option Years by
Procedure and Modality. A single
Procedure can be required in one, two, or all three modalities, each with an associated price. To support easy identification of an individual priced item on invoices and other potential reports, request the addition of a reference schema for each priced item (e.g., a code based on the combination of the
Procedure and Modality).
The Government will take this into consideration.
Special Clause:
Transition-In
Milestone Payments
Reference Special Clause: Transition-
In Milestone Payments: It is our assumption that the total value of each milestone payment will be paid, either upon Government acceptance of a milestone or upon completion and acceptance of the total transition effort (i.e., milestone payment values are never adjusted). Is this assumption correct? If not, please clarify.
That is correct.
Instructions to
Offerors, Submission of
Questions and
Proposals
Reference Instructions to Offerors, Submission of Questions and
Proposals: Please provide the maximum file size for email attachments for proposal submission for an individual file and for the total of attached files.
The Government does not specify a maximum file size for electronic proposal submissions. Offerors are responsible for ensuring their submission is successfully received via confirmation before the RFP closing deadline.

Non-Price
Evaluation Criteria, Factor 1
Reference Evaluation Methodology,
2.4 Non-Price Evaluation Criteria, Factor 1: The RHRP-4 contract is to provide medical and dental readiness services including various physical and mental health assessments, physical exams, dental care, immunizations, and laboratory services. Therefore, the subcontracted products and services reflect the range of these services and the availability of pertinent Small Disadvantaged
Business (SDB) concerns is constrained. Request reconsideration of the 10% SDB goal (e.g., 5%).
Attachement C and addendum to 52.212-
2 have been updated to reflect change in commitment requirement for SDB.

Pricing Sheet RHRP
Services
The use of mobile dental vehicles and mobile medical vehicles is a viable option for group event service delivery, and can be a beneficial option for the group event location to provide additional private space for service delivery.
Deployment of a vehicle has inherent costs that are incremental to the procedure prices, shipping costs, and travel costs for group events. Request the addition of two Procedures in Attachment E to support a daily rate for a dental vehicle and a daily rate for a medical vehicle. All services performed in the vehicle are invoiced per individual procedure pirice. This will provide more options in tailoring the service delivery for a group event to optimize the ability to serve the
Service Members.
The Government does not intend to add mobile vehicles to the list of required services in Exhibit B1. The fact that the
Government will not directly reimburse the contractor for using a mobile dental or medical vehicle at a group event does not mean that the Contractor cannot use such vehicles. If an Offeror intends to use such vehicles, the Offeror should use its discretion when it comes to capturing the cost of the vehicles in its approach to pricing the services.

Services
The Audiology group, has a
Procedure “Annual Hearing Test
(Includes Tympanic Visualization and Cerumen Removal as required)” and a Procedure
“Cerumen impaction removal.” The
Annual Hearing Test is typically performed by an Audiologist and the Cerumen impaction removal is typically required to be performed by a physician. Will the
Government permit an Audiologist to perform the cerumen removal?
If not, request that the “and
Cerumen Removal as required” language be removed from the
Annual Hearing Test description.
Cerumen removal remains a requirement and is an authorized procedure for
Audiologists.
RFP Instructions -
Section 8, Tab 1, Subfactor 1, paragraph a.
Instructions for Tab 1, Subfactor 1, paragraph a. states:
"a. The Offeror’s proposed Provider
Network Sizing Model (PWS paragraph 5.5.1) including formulas and methods used to derive network sizing targets by provider practice area to meet the contract’s in-clinic requirement."
PWS 5.5.1 states:
5.5.1 The Contractor shall provide
all materials, labor, and equipment necessary to establish person-to-person telephonic capability for the purpose of conducting SM virtual readiness assessments.
Could the Government please confirm the PWS 5.5.1 reference is correct?
The Government has corrected the
Addendum to FAR 52.212-1, Subfactor 1, paragraph a, to change the PWS para reference from 5.5.1 to 5.1.1.
pg 98; FORMAT
AND CONTENT
Government indicates "All proposal materials shall be formated at 8 1/2 by 11-inch…" It is our assumption that the government will allow landscape pages. Is this a correct assumption? Would the government also consider allowing the inclusion of 11 X 17-inch pages to display large tables or comprehensive graphical content?
The Government will allow no more than
5 11x17 pages in Volume III for each Tab only--and has updated the formatting instructions accordingly. The
Government also has increased each of the page limits for Volume 3, Tabs 1-4
(Technical subfactors 1 - 4) by 5 pages.
74 5.2.7.5.11
The Contractor shall accept information/documentation, from any modality, to update the SM’s medical record and shall post all documents provided for upload to the appropriate Health Readiness
Record (HRR), CDS, or identified system, and provide an electronic notification receipt to the SM detailing the date, time, and title of the document(s) provided for upload. (PRS #7)
Is this statement related to the
"Individual Item Medical Record" service item? If so please define a
"record."
Yes, this requirement (PRS # 7) is related/connected to the Individual Item
Medical Record service item in
Attachment E. The Offeror will provide a per-page price on the Attachment E--
Pricing Sheet line item. The Government has provided a definition for "Individual
Item Medical Record" in Part 2 of the
PWS.
75 5.7.9.3.3
The Contractor shall complete the
Record Review portion of the DD
Form 3024 (Part B), using the SM’s available medical record, which may include HRR and Joint Longitudinal
Viewer (JLV) reports, before accomplishing the person-to-person encounter with the SM.
There is not a separate procedure on Attachement E for this as a stand alone service. Should the contract assume that all Part B reviews are done in cordination with a contractor performed Part C1 or
C2?
The requirement is as listed in the
Periodic Health Assessment section of the
Attachment E--Pricing Sheet.
76 5.7.15.7
Re the following: The Contractor shall provide access to a nationwide network of pharmacies that will complete immunizations by request through a voucher service that permits SMs to request specific vaccinations via the electronic scheduling capability and the toll-free number scheduling process
Attachment E indicates immunications should not exceed
CHAMPUS maximum rates but the
PWS indicates the immunizations need to be commercially available.
Would the government consider removing the CHAMPUS maximum rate or provide a supplier that will provide vaccines at CHAMPUS rates? The CHAMPUS rate limitation will also restrict the contractor's ability to include vaccine storage costs.
The Government has removed CHAMPUS maximum rate references from the
Attachment E Pricing Sheet and Exhibit
B1.
77 5.2.7.5.2
Re the following: Retrieve SM health record readiness status data from any appropriate health record repository and/or SC medical readiness system through a DHA interface. Display SM electronic health record overdue readiness services status and services due in the next 30 calendar days, 60 calendar days, and 90 calendar days. Provide exact number of days until status is due.
Will the DxP connection provide details on readiness services required by all Service Components by Service member or will the contractor be required to identify the readiness services required?
Yes, the DxP connection will enable the bidirectional transfer of this data to meet the requirement.
78 5.2.7.5.8
Re the following: Send notifications to the Approver when a service appointment request is made and approval for the appointment is required.
Is the SM able to attend the appointment without SC approval?
If no, what is the desired timing and process to cancel a scheduled appointment? Given the self scheduling requirement, it is our assumption that the SM is able to schedule an appointment without
SC approval.
At the Post Award Conference, the SCs will provide details on permission sets and roles for each member within their
SC.
Pricing Sheet RHRP
Services
In Attachment E, the Service tabs for Services_OptYr1 and
Services_OptYr2 have quantities for
“SC-Requested Direct Outreach
(price per SM)” (row 301) and
“Individual Item Medical Record
Update” (row 306), however column B in those rows are gray and not marked as needed (green shade with “X”). Please confirm those services are needed for the
Base Period and all Option Years.
The services will be needed. However, the Government has removed the
"Requested Direct Outreach" line item from the Attachment E--pricing list, as that requirement is addressed under PWS paragraph 5.3.1.7, and therefore will not be separately priced. Notably, contractor personnel providing person to person telephonic services must be capable of
"Accessing the individual SM’s readiness data and proactively scheduling services
(with the SMs) that are coming due within
90 days." Consistent with this requirement, the Government expects that, when a contractor employee is providing person-to-person telephonic services, the employee will proactively assess the SM's readiness status (looking
90 days out) and seek to schedule necessary appointments (consistent with applicable PWS standards regarding appointment scheduling) for any services/procedures that are coming due.
Instructions to
Offerors, Subcontracting Plan
Reference Instructions to Offerors, Subcontracting Plan: Requesting confirmation that the
Subcontracting Plan is not submitted with the proposal.
Should it be required, please provide instructions (e.g., submit in
Volume V).
Correct. The Subcontracting Plan will be required only from the awarded Vendor.

Organization and
Volume V – Price
Reference Instructions to Offerors, Table 1 – Proposal Organization and
Volume V – Price: Table 1 identifies
Tab 1 and the inclusion of supplemental information and the
Volume V instructions provides additional details on the content of the supplemental information. It is our assumption that a Tab 2 –
Supplemental Information can be added to the Volume V – Price as a required document title. Is this assumption correct? If not, please clarify.
Yes, that is a correct assumption, and the
Government has amended the
Instructions to Offerors to reflect the same.
Attachment E, Pricing Sheet RHRP
Services
Attachment E, Services_BasePd:
The cells for the Group Event Tier
Discount Percentage are defined as
Category Accounting and are protected. Request that these four cells be defined as Category
Percentage.
Attachment E has been updated to open the cells for updating.
Pricing Sheet RHRP
Services
Reference Instructions to Offerors, Volume V – Price (Factor 5): Item 2 states that “Although the Pricing
Sheet (Attachment E) includes automated formulas to calculate subtotal and total prices, Offerors are responsible for ensuring that their price proposal is free from mathematical errors.” The
Attachment E cells with the automated formulas are protected and the formulas are not visible, therefore they cannot be validated or updated by the offeror should an error be identified. Request a method for correcting formula(s) upon identification by an Offeror.
For example, submit the formula error in writing to the Contracting
Officer and a corrected Attachment
E is released in an Amendment.
Alternatively, the formula cells can be unprotected and full ownership of the formulas would be on the
Offerors.
The Government will take this into consideration.
Part 6, Information
Technology &
Security
As DODM provides security policies and processes for handling SCI data including use of a SCIF, Personnel and cyber that is required for SCI, RHRP has been classified as CUI and is being driven by ADP/ITII. We request that the government clarify what aspects of DODM 5105.21 are applicable.
Yes, the reference to DoDM 5105.21 should not have been included and has been removed from the PWS.
85 Section: 5.1.3
How does the Govt. define the
“date of appointment request”?
The date of appointment request is the date the Scheduler entered in the scheduling capability a request for a service. See also answer to question 49.
86 Section: 5.1.3
How does SM availability affect the
21-day standard?
SM availability does not affect the 21-day standard. The applicable PRS standard is set at 95% to accommodate such circumstances.
87 Section: 5.2.7.3
Our assumption is that the
Government will will provide specific eligibility standards in
DEERS to determine the eligibility of
SMs. Is this a correct assumption?
After Contract Award, the Vendor will be provided information regarding DEERS connections.
88 Section 5.3.1.4
Our assumption is that ALL SCs have an existing SC specific medical readiness system or DHA interface to provide the necessary data to determine services needed in the
30, 60, and 90 day time frames. Is this a correct assumption?
Yes, that is correct.
Reference
Evaluation
Methodology, Factor 4, Table 5 –
Relevancy
Evaluation
Considerations
The Table 5 Magnitude factor item 1, states “Total contract cost >$125M.” It is our assumption that this total contract cost value only applies to the relevancy assessment of a reference by the Offeror, and that the relevancy assessment for a major subcontractor reference with a lower total contract cost would not be downgraded. Is this assumption correct? If not, please clarify.
Further supporting this assumption, Factor 4, paragraph g states “The
Government’s assessment of a reference’s relevance will be based on those functions the Offeror or major subcontractor (associated with the particular contract reference provided by the Offeror) would actually be performing under the contract resulting from this solicitation.” The solicitation defines a major subcontractor as performing more than 25% of the work and therefore a relevant reference with a total contract cost <$125M would still meet this criteria.
Yes, the Government’s assessment of a reference’s relevance will be based on those functions the Offeror or major subcontractor (associated with the particular contract reference provided by the Offeror) would actually be performing under the contract resulting from this solicitation.
