Guidance for Receiving Sensitive Security Information Materials

For Solicitation HSTS05-14-R-SPP004

The purpose of this www.fbo.gov attachment is to provide guidance to all prospective vendors that wish to receive Sensitive Security Information (SSI) materials relating to Request for Proposal (RFP) HSTS05-14-R-SPP004. Prospective Offerors must first follow the instructions provided on the Pre-solicitation Notice posted on www.fbo.gov. All information requesting access must be emailed to RFP.Access@tsa.dhs.gov with a carbon copy to Ian Somppi at ian.somppi@tsa.dhs.gov. TSA will not guarantee delivery of SSI to companies that submit requests after the release of the RFP.

Vendors who have already submitted SSI Requests All offerors who wish to receive SSI materials relating to request for proposal HSTS05-14-R-SPP004 must send a letter to Ian Somppi (ian.somppi@tsa.dhs.gov) and as an alternate Marlene Kratz (marlene.kratz@tsa.dhs.gov) signed by the designated Senior Corporate Official.

In this letter the designated Senior Corporate Official must certify that all appropriate protections will be followed, only authorized individuals will have access to the sensitive information, and that those individuals adequately understand their responsibilities to protect the information. Additionally, this official must also certify to the Contracting Officer every 60 days that all appropriate protections have been followed, only authorized individuals have access to the sensitive information, and that those individuals with access adequately understand their responsibilities to protect the information.

A copy of this certification shall also be emailed to RFP.Access@tsa.dhs.gov. This official will also ensure that the Contracting Officer is notified of staffing changes or circumstances in which individuals no longer need access to the information.

A signed and dated Non-Disclosure Agreement (DHS Form 11000-6) must be provided for each approved individual that will have access to the SSI materials. Each offeror employee requesting access to SSI will be required to execute a Non-Disclosure Agreement (DHS Form 11000-6) prior to getting access to the SSI materials. The vendor should understand that employees granted access to SSI and signing a non-disclosure agreement are bound by the terms of that agreement indefinitely, notwithstanding their employment status or any other background checks or clearances granted by any Government agency.

Once the certification and appropriate Non-Disclosure Agreements are received from the Senior Corporate Official, the Transportation Security Administration will advise on final disposition (disapproval/approval of personnel) and release the SSI documentation. TSA will mail a compact disc (CD) with all the SSI information. One CD will be available to release to each Senior Corporate Official, or a designee authorized in writing to receive the data. This designee cannot receive the CD unless they are already approved for access to the SSI. TSA is not responsible for any postage delays. TSA will not extend proposal deadlines due to any delays, issues or claims of non-receipt resulting from CD mailing. The CD can be picked up at TSA Headquarters located at 701 12th Street South Arlington VA, 22202.

The Senior Corporate official shall certify destruction of the material received under this arrangement within seven (7) days under the following circumstances:

• If no proposal is submitted as a prime contractor by the proposal due date;

• Notification is made by the Contracting Officer that the Offeror is no longer in contention for award; or

• Notification by the Contracting Officer that the SSI material should be destroyed.

Failure to provide certification of destruction within the specified timeframe may result in denial of requests to receive SSI for future TSA solicitations or contract support. Destruction does not relieve vendors of their responsibilities under the Non-Disclosure Agreement.

If you have any questions please email Mr. Ian Somppi at ian.somppi@tsa.dhs.gov.
