1.a. 98‐99 Special Contract Requirements

Successor contractors are to make job offers to current contract employees covered under the Service Contract Act that the predecessor contractor (SFB TSA FSD Staff) does not intend to retain. Under section iii of this paragraph it says a list will be provided 30 days before completion of the contract of who is not being retained. The only positions impacted by the transfer of airport screening at SFB are TSOs, LTSOs, STSOs, and BDOs. No federal positions are converting to contractor positions which would fall under the SCA.

Shift Briefings and transitions are common to executing security screening operations. What amount of time is allocated for conducting briefings and should the contractor provide time needed in estimated productive/screening hours or non‐screening hours ?

Specific time for discrete functions is highly dependent on staffing and management arrangements. The TSA model applies a 75%/25% arrangement where 75% of a shift may result in operational screening and 25% of the time may apply to related operational support functions, shift briefs and breaks. This information is provided as background and does not constitute a Government requirement. Offerors shall propose their own staffing and scheduling approach.
