HSTS04-08-R-CT2042
Amendment 00007
Advanced Technology (AT) System Amendment to Announcement, Issued April 28, 2008
Amendment 0007- April 8, 2016
The purpose of this amendment is to notify Industry of the Transportation Security Administration’s (TSA) intent to close the AT X-ray System Qualified Product List (QPL).
Prior to closing the current QPL, Offerors interested in having a system qualified, must complete each step of the QPL process outlined below within the specified timelines. If unsuccessful, the Offeror will be removed from consideration under this QPL. Likewise, Offerors currently participating in the QPL process must successfully complete the next respective step by the deadlines shown below or be removed from consideration under this QPL.
Step Timeline
Step 1 – White Paper Submission Step 1a: Interested Offerors have 15 business days from the date of this amendment to submit a white paper to TSA under this QPL announcement. After the 15 business day period has ended, this QPL will close and TSA will not accept any new white paper submissions. Those currently in the process will also follow these timelines beginning where Offerors are currently in the process.
Step 1b: TSA will notify the Offeror as to whether the White Paper was approved within 10 business days of received submission.
Step 1c: Upon notification of successful white paper submission, Offerors will have 5 business days to request SSI clearance to view the AT Functional Requirements Document (FRD) and Qualification Management Plan (QMP).
Step 2 – Qualification Data Package Step 2a: Offerors will have 20 business days from formal TSA acceptance of white papers or 20 business days from receiving the FRD and QMP, whichever is later, to submit the Qualification Data Package (QDP).
Step 2b: TSA will notify the Offeror of the acceptability of its QDP within 20 business days after submission. Should Offeror fail the QDP submission, Offerors will have 20 business days from the date of
Amendment 00007
Step Timeline notification to make adjustments to the QDP and resubmit to TSA for review. A second failure of the QDP will result in discontinuation of the QPL process.
Formal acceptance of the QDP will be provided via email.
Step 3 – Qualification Test and Evaluation
Step 3a: Upon notification of QDP acceptance by TSA, Offerors execute a Bailment agreement with TSA. Bailment agreement should be in place within ten (10) business days from QDP acceptance.
Step 3b: Offerors must submit one (1) unit to the Transportation Security Laboratory (TSL) no later than 10 business days after the bailment agreement has been established. TSL resource availability may necessitate an extension to this timeframe. TSA will notify the vendor if an extension is necessary.
Step 3c: Detection Qualification Test and Evaluation (QT&E) will take approximately four (4) weeks (20 business days). Should Offeror fail QT&E, Offeror will have 20 business days from the date of notification to make adjustments to the system and resubmit. A second failure will result in discontinuation of the QPL process. TSA will notify the Offeror of the acceptability of its system with respect to Detection QT&E within 25 business days after submission of systems. Formal notification the Offeror has completed the Detection portion of QT&E will be provided via email. If applicable, TSA will provide an official Certification Letter to the Offeror stating they have successfully completed the Detection requirements of the QT&E process no earlier than 20 business days after email notification of Detection QT&E completion.
Step 3d: Upon notification of successfully passing Detection QT&E, Offerors must submit one (1) unit to the TSA Systems Integration Facility (TSIF) for Non- Detection QT&E no later than 10 business days after notification. TSIF resource availability may

Step Timeline necessitate an extension to this timeframe. TSA will notify the vendor if an extension is necessary.
Step 3e: Non-Detection QT&E will take approximately twelve (12) weeks (60 business days).
Should Offeror fail Non-Detection QT&E, Offeror will have 30 business days from the date of notification to make adjustments to the system and resubmit. A second failure will result in discontinuation of the QPL process. Following Non- Detection QT&E, a Prohibited Items Study will take place over six (6) weeks (30 business days). TSA will notify the Offeror of the acceptability of its system with respect to Non-Detection QT&E and the Prohibited Items Study within 20 business days after the Prohibited Items Study is completed. Formal notification the Offeror has completed Non-Detection QT&E will be provided via email.
Step 4 – Operational Test and Evaluation
Step 4a: Upon notification of successfully passing Non-Detection QT&E, Offerors must submit a total of three (3) units to the assigned Operational Test and Evaluation (OT&E) site(s) within 60 days.
Step 4b: OT&E will take approximately six (6) weeks (30 business days) once a system(s) has been installed in the respective airport (s). An initial failure will result in discontinuation of the QPL process.
Step 5 – QPL letter Step 5a: Official QPL letter will be issued to those Offerors that successfully complete Detection QT&E, Non-Detection QT&E, and OT&E no earlier than 90 business days after completion of Operational Testing.
TSA will not issue a contract to the Offeror for this system as the QPL will be closed. The QPL letter will remain valid until such time TSA revokes the letter.
