Advanced Technology (AT) X- ray System

HSTS04-08-R-CT2042

Amendment 00005

Advanced Technology (AT) System

Amendment to Announcement, Issued April 28, 2008 April 23, 2012

I. BACKGROUND

The Transportation Security Administration (TSA) is seeking sources for Advanced Technology (AT) systems for screening passenger carry-on baggage to be used in the Nation’s airports. The TSA will establish a Qualified Product List (QPL) based on the overall performance of each Offeror’s AT against TSA’s specifications and in accordance with the QPL process detailed in Section II (Instructions) of this announcement. Only Offerors that respond to this announcement, and who demonstrate that they can fulfill TSA’s requirements, will be eligible for placement onto the QPL. This is an open QPL, and as such, Offerors may submit white papers in response to this announcement to TSA at any time, although testing may only occur on a periodic basis. If an Offeror fails to meet TSA’s requirements during the Qualification Data Package (QDP) submittal or qualification testing, the Offeror will not be permitted to re-test sooner than 30 days after the failure, unless TSA determines otherwise. If the Offeror fails a second time, the Offeror will be locked out of future testing for six (6) months after the second failure, unless TSA determines otherwise.

This acquisition is subject to a qualification requirement and is governed by the policies and procedures regarding qualification requirements set forth in the Federal Acquisition Regulation (FAR) 9.2 Qualification Requirements.

II. INSTRUCTIONS

Offerors must follow the steps of the QPL process as outlined below. Should an Offeror fail to successfully complete a step, the Offeror will not be eligible to proceed to the subsequent step.

In order to be placed on the QPL and be considered for any potential AT procurements, Offerors must successfully complete all steps.

Failure to provide complete and accurate data or not being able to meet any of the requirements of Steps 1-6 and/or failure to meet all the technical requirements may result in the Offeror being disqualified from the AT QPL process. Offerors who desire to submit multiple models for evaluation must comply with the entire QPL announcement process for each system. Each system submitted for evaluation must have clear design or functional differences.

Step-1:

Industry sources interested in participating in this procurement must respond to this announcement. The offeror must submit to TSA a white paper not to exceed 5 single-sided pages (12 pt. font, 1 inch margins, 8.5” x 11” paper) describing each of the requirements as defined in Section III (White Paper Requirements) of this announcement. White papers shall be submitted via e-mail to Ms. Kerry Toscano at Kerry.Toscano@dhs.gov.

TSA will evaluate the Offeror’s white paper against the requirements documented under Section III (White Paper Requirements) of this announcement to determine if the Offeror is eligible to proceed to the next QPL step. Offerors will be notified in writing of eligibility approximately two (2) weeks after white paper submission.

Upon notification from TSA of successfully meeting the white paper requirements, Offerors may request access to the AT Functional Requirements Document (FRD) and Qualification Management Plan (QMP). Offerors must successfully complete TSA’s clearance process for Sensitive Security Information (SSI) prior to being given access to the AT FRD or any SSI material. Offerors shall comply with the process and procedures in accordance with Attachment A (Offeror Access to Sensitive Security Information) in order to request and access SSI material.

Step-2:

After review of the FRD, Offerors wishing to participate must submit a Qualification Data Package (QDP) providing evidence of conformance to the FRD requirements.

The Offeror shall submit three (3) hard copies and three (3) electronic copies (DVD or CD) of their QDP via mail or FedEx to the following address.

Transportation Security Lab (TSL) WJ Hughes Tech Center, Bldg. 315 Atlantic City Airport, NJ 08405 Attn: William Petracci, TSL-10

The Offeror shall notify Ms. Kerry Toscano via e-mail at Kerry.Toscano@dhs.gov prior to QDP submission, or if there are any questions or concerns.

Step-3:

Once the QDP is accepted by TSA, the Offeror must submit two (2) units to the TSL, conforming to the FRD (at no cost to the TSA) for Qualification Testing. The Offeror shall ship, maintain, bail, and submit these units at no cost to TSA. Prior to TSA accepting the Offeror’s system at the TSL, the Offeror will be required to enter into a no-cost bailment agreement that will address the responsibilities and liabilities of the parties for the equipment while in the custody of the TSA during the QPL process. The Offeror must submit their units to the TSL no later than one (1) week after the bailment agreement has been established. Qualification Testing will take approximately two (2) to four (4) weeks.

Step-4:

A Baseline Configuration Audit of the system will be conducted prior to the start of Qualification Testing. The Offeror must submit a drawing tree, the system Bill of Materials (BOM), and associated engineering drawings to depict the physical existence of installed parts in advance of the scheduled configuration audit date.

The Offeror must perform a preliminary selection of Configuration Items (CIs) based on major components/critical items list. During the Pre-Audit Meeting the OST CM Team, the Technical Lead, and the Offeror will reach consensus on those items that will accurately represent the system. CIs are selected based on function, performance, safety, and serviceability.

During the Baseline Configuration Audit, part numbers will be compared to production drawings and drawing revisions will be examined against change notices for accuracy. Actual machine components will be verified on the machine. Part numbers, name plates, and serial numbers will be physically verified (i.e., inspected CIs will exhibit appropriate labeling of parts nomenclature) against associated documentation. Part numbers which are verified, validated, and physically identified will be recorded and comments annotated under discrepancies and recommendations.

Step-5:

TSA will conduct a QPL Operational Test and Evaluation (OT&E) for Offerors who successfully complete the TSL Qualification Testing and configuration audit. The OT&E will be conducted at multiple airports for a timeframe of approximately thirty (30) to sixty (60) days, not including one (1) week of training and unit burn-in time. The Offeror must support and maintain up to five

(5) AT units during OT&E at no-cost to the Government. TSA reserves the right to adjust the number of units required and the duration of the OT&E.

The RFP will be provided to the Offerors who successfully enter OT&E. Being presented the RFP does not guarantee successful completion of OT&E.

Step-6:

After OT&E, TSA will analyze the results to determine if the Offeror’s unit meets TSA’s requirements. If the Offeror successfully completes all steps of the QPL process, the Offeror’s tested and qualified technology will be added to the AT QPL, and the Offeror will be notified by the TSA Contracting Officer that they are eligible to respond to the AT Request for Proposal (RFP). The Offeror will be required to submit a proposal within a timeframe specified by the TSA Contracting Officer. Placement on the QPL does not guarantee a contract award.

Summary:

The table below summarizes the steps of the AT QPL process and provides an approximate timeline for each step. This timeline is an estimate, and TSA reserves the right to adjust timeframes as necessary.

QPL Step Timeframe

1. White Paper Submittal and Review TSA review will be completed approximately 2 weeks from date of white paper submission
