About this file

This is Addendum 1 to RFP HSS-26-033 issued by the Delaware Department of Health and Social Services, Division of Social Services, revising the indigent burial and cremation services solicitation across New Castle, Kent, and Sussex counties. The addendum modifies evaluation criteria, adds new appendices, and introduces additional technical requirements. Services include body transportation and storage, embalming or cremation, grave opening and closing, concrete grave marker installation, and burial or cremation within specified timeframes (ten days for burial, thirty days for cremation). The solicitation encompasses four service categories: burial of indigent persons, cremation of indigent persons, burial of infants over 350 grams, and cremation of infants under 350 grams, with each category valued at seven points in the technical evaluation. A non-mandatory pre-bid meeting was held on February 6, 2026, at 1:00 PM EDT via Microsoft Teams, with proposal submissions due March 13, 2026, at 1:00 PM EST. The initial contract term is two years with three optional one-year renewal extensions, and award notification is anticipated by May 31, 2026.

The revised evaluation criteria allocate 100 total points across six categories: vendor qualifications and experience (30 points), familiarity with similar projects (30 points), safety performance record (10 points), program delivery questions addressing administrative compliance, body removal, cremation/burial processes, recordkeeping, identification procedures, funding source identification, facilities capacity, and environmental compliance (25 points), references (10 points), and cost projections (20 points). Pricing is structured on a per-case basis with separate costs proposed for different service types by county. Vendors must maintain appropriate Delaware licenses and certifications, carry minimum Commercial General Liability insurance of $1,000,000 per occurrence with automotive liability coverage, and comply with background check requirements. Monthly invoices with detailed case reporting and quarterly subcontractor diversity reports are required, with payments processed within 30 days of complete documentation. The State reserves the right to award multiple contracts to different vendors and may utilize cooperative pricing arrangements. No specific budget range or set-aside designations are disclosed in the addendum.
