Question/Concern: As stated, the requirement is not specific enough to be meaningfully addressed. Most Contractors can provide a small number of qualified security guards on short notice to satisfy emergency needs, but the capability to field large force (500 personnel) for emergency deployment would require significant funding whether or not toe force is ever deployed. Request the Government quantify this requirement, providing a specific range of personnel anticipated, or provide a deployment history the bidders can use to reasonable estimate the requirement.
Answer: No available estimate or numbers can be provided because this region never implemented any large scale emergency service. If there is a large scale emergency request, the CO will act immediately with providing guidance to the contractor.

The hourly rate to recover all expenses incurred in sending two security guards to provide 24 hours of emergency service at a location 1000 miles away(including travel, per diem, lodging, and unspecified additional equipment) is significantly higher than the hourly rate to provide 10 security guards for 7 days at a location 2 miles away requiring no additional equipment. Will the Government consider modifying the requirement, allowing bidders to provide an hourly rate for direct labor only, and making travel costs, per diem, lodging, mileage, vehicles, and other authorized expenses reimbursable? This will result in a price more favorable to both the Government and the Contractor.
Answer: Follow the guidance in the SOW.
Question #93: – Attachment 1. Statement of Work, Paragraph 10.4.G. specifies the use of a weapon different from the guard’s previous training requires adequate weapon transition training.
Question/Concern: Attachment 1. To enable the bidders to calculate training costs, please provide the make, model, and caliber of the firearms currently used by the incumbents.
Answer: S/W, M&P, 40 Caliber Pistol and the S/W Model 410.
Question #94: – Attachment 1. Statement of Work, Paragraph 18.2.F. requires the Contractor to possess a TOP SECRET facility clearance, but states DHS will sponsor an un-cleared firm for the facility clearance if the firm is selected.
Question/Concern: Will bidders without a TOP SECRET facility clearance be rated lower in the evaluation process than firms that already have TOP SECRET facility clearances?
Answer: No Question #95: SOW page 44, paragraph 17.1.D. There are two “D”s and no “E”.
Question: Are we to assume the second “D” is actually “E”?
Answer: Yes Question #96: Exhibit 2A, item 2 (page 11 of the RFP) indicates that contractor must provide each guard post with a cell phone. Question: Since there is no radio system, is there a requirement for the cell phone service to have a texting or data plan that will enable data connectivity with the FPS Mega center, or will all communication be carried out by cell phone?
Answer: The requirement is only the use of the cellular phone for audible communications. See Exhibit 2A (4) for details.

Answer: No, this briefing can be provided using the DHS Form-1103..
Question #98: Section 15.2.2(C)(4), Equipment (Pages 39-40): The RFP states: “For those contracts storing weapons on site, additional ammunition provided shall be stored, and secured on-site by the Contractor.”
(i) Will office space be provided at no charge to the contractor for the Contract Manager and supervisors?
(ii) Will office space be provided onsite at each site by the Government for the storage of weapons and ammunition?
(iii) Should all bidders include a guard mount at the beginning and end of each shift?

Answer: Yes, please see the attached documents.
Question #100: Attachment 6: The Example of Hourly Rate Breakdown price worksheet does not denote categories for ODCs, supervision, management, vehicles, etc. May a contractor provide an hourly rate breakdown in its own format and rate structure in lieu of Attachment 6?
Answer: Please use the Price Element Breakdown Sample, an Excel spreadsheet will be provided.
Question #101: Amendment 2, POST LOCATIONS WITH WD/CBA ASSIGNMENTS: Please verify that the Yakima, Richland, Wenatchee, Walla Walla, and Kennewick addresses should be CBA Local 5 (WD 2010-0008); the Spokane, Coeur D’Alene, and Lewiston addresses should be CBA Local 11 (WD 2010-0019); and the Boise, Pocatello, Caldwell, Idaho Falls, and Twin Falls addresses should be CBA Local 14 (WD 2010-0017). Will these corrections be provided to ensure all bidders use correct wage rates for pricing?
Answer: See the CBA’s for the correct locations; it appears to be correct as stated above.
Question #102: Pricing Schedule: What is the basis for the TAS hour quantity of 17,204 annually? Is this an historical quantity? If historical, will that data (hours and locations) be provided for estimating purposes?
Answer: This figure is provided as an estimate for the year.

Answer: This figure is an annual estimate for emergency service.
Question #104: Does the 1.5% Washington State Gross Receipts Tax apply to this contract?
Answer: The Government can not provide an answer for this as we do not control what a business must provide or pay in order to operate as a business within the state.
Question #105: It is our understanding that there will be new medical and physical requirements for this contract, including minimum physical fitness requirements. A copy of the Standard Form 78 (Exhibit 6A) was not provided with the RFP. Will FPS provide a copy of the applicable Standard Form 78 to all bidders?
Answer: This contract will have the requirements per this SOW. The form can be found on the web.
