SMALL BUSINESS SUBCONTRACTING PLAN
This plan is provided as a tool but it does not establish minimum requirements for an acceptable plan.
FPS encourages Offerors to adopt this plan and expect to thoroughly review the Subcontracting plan requirement set forth in FAR 19.704 and FAR clause 52.219-9, Small Business Subcontracting plan
Please note that the U.S. Department of Homeland Security has the following subcontracting goals:
Fiscal year 2010-2011 Small Business Subcontracting Goals
Category Percentage SB Subcontracts 40.0% SDB Subcontracts 5.0% WOSB Subcontracts 5.0% HUBZone Subcontracts 3.0% SDVOSB Subcontracts 3.0%
I. HOW TO DO THE MATH CALCULATION:
Goals must be stated in both dollars ($) and percentage (%).
The contractor must state the estimated total subcontracting dollars planned to be subcontracted to all types of business (small business (SB), small disadvantage business (SDB), women-owned small business (WOSB), HUBZone, and small disadvantage veteran own small business (SDVOSB).
The small business dollar amount must include all subgroup category amounts; i.e., HUBZone, SDB, SDVOSB, WOSB (plus any “other small businesses” that do not fall within one of these specified subgroups).
The dollar amounts planned for subcontracting to SB, HUBZone, SDB, WOSB, SDVOSB concerns must be expressed in the subcontracting plan as percentages of the total subcontracting dollars to all concerns.
*Only the “large” plus “all small” should equal the total.
The dollars shown below are only examples.
Subcontracted to: Dollars Percentage
SB $40,000 40%
SDB $5,000 5.0%
WOSB $5,000 5.0%
HUBZone $3,000 3.0%
SDVOSB $3,000 3.0%
Note: The total $40,000 to all Small businesses already includes each subgroup (SDB, WOSB, HUBZone, and SDVOSB), plus other small businesses that are only small and do not fall into a specified category. Do not add together subgroups to reach the total Small figure, as the same dollars can be double and triple counted for each group as applicable to the company receiving the order.
