Questions & Answers Set 2 of 2
PSO SERVICES FOR STATE OF COLORADO
QUESTIONS & ANSWERS – SET 2 OF 2
QUESTION ANSWER
1 Are the PSO Services for DOC/NIST reoccurring, or are they just to be priced and included for the Base year (i.e.
CLIN 0005)?
The DOC/NIST positions are recurring services, and have been moved to CLIN 0001. As the positions are not currently on the CO PSO contract, they are not identified on the Exhibit 1 (Post Exhibit). For the option years, the DOC/NIST PSO hours will be included on the Exhibit 1 when/if the option is exercised; the DOC/NIST PSO hours for the option periods are currently included in the estimated hours for the option years.
2 Are the PSOs working under the DOC/NIST posts covered under the attached Wage Determination (i.e. WD 2005-2081 rev 12 dated 06/13/2012)?
The PSOs shall be covered under the applicable CBA, which covers all PSOs on the CO contract. The Wage Determination is incorporated to cover the Alarm Monitor/Dispatcher positions only.
CLIN 0005 has been changed to reflect the Alarm Monitor/ Dispatcher positions only.
3 Are the PSOs and Dispatchers working on the DOC/NIST posts required to have the same uniforms, weapons, and training (in addition to the required dispatcher training referenced in the addendum to SOW covering Alarm Monitor/Dispatcher) as the PSOs under the main portion of the contract?
Alarm Monitors/Dispatchers will wear the same uniform as the PSOs on the contract. The Alarm Monitors/Dispatchers will not be armed and therefore do not require the duty belt and training that goes with the equipment on that belt. The Alarm Monitors/Dispatchers should receive the 8 hours of government provided training/orientation, (but will not be tested) in addition to the specified training for the Alarm Monitor/Dispatcher positions.
4 Will there be a price schedule forthcoming?
Provided via Amendment 00006 .
5 Will amounts for the Basic, TAS, and ESS hours to be used for pricing the 6 month option period be forthcoming?
Per SUB-SECTION C-2:
ADDENDUM TO FAR 52.212-4,
paragraph 9, the potential need to exercise the option under FAR 52.217-8 to extend the period of contract performance for the maximum period of six (6) months beyond the last option period will be considered the same for all Offerors, and will be on the exact same rates and terms, other than length of performance, as the option period being extended.
6 CLIN 0005 was added to the Price Schedule to accommodate the Department of Commerce/NIST site, but only for the Base Year; should bidders “not” include the costs for this location in the Option Years?
See question 1 regarding PSOs.
CLIN 0005 has been expanded to include option years for the Alarm Monitor/dispatcher position(s) only.
7 Should the dispatcher position be a separate billable rate, the same billable rate or is up to us?
The Alarm Monitor/Dispatcher position(s) is a separate CLIN; the billable rate is at the discretion of the offeror, in accordance with the Wage Determination and shall include all costs, both direct and indirect.
8 CO2093 (Grand Junction) and post CO1799 (Denver) were deleted from latest post list. Can you please verify that these posts were intentionally deleted?
The deletion on both of these locations is intentional. Both posts have closed at those locations.
As to the Alarm Monitor/Dispatcher position: For training, the Alarm Monitor/Dispatcher is “required to complete 10 hours of training prior to working on the BL site. Upon entering work on the BL site, the Alarm Monitor/Dispatcher will be required to complete 80 hours of dispatch training…” Our interpretation is that this position will only be required to undergo the combined 90 hours of training and will not have to also go through the FPS required training since this position has different responsibilities/duties.
a. Could FPS please clarify this training issue?
See Question 3.
As to page 4 of Amendment 4, line item 5 – “Basic Recurring Services for Department of Commerce/National Institute of Standards and Technology…Period of Performance: 01/01/2014 to 12/31/2014”
a. Is this a recurring requirement to be repeated in each period of performance or only needed for the stated period of performance?
See Question 1, Question 2 and Question 6.
The 6 month extension is not listed on the SF1449.
a. In light of this, are offerors to include this extension period in their price element breakdown?
See Question 5.
Please clarify that per amendment 00004 the SF1449 for 0005 Basic Recurring Services for Department of Commerce/National Institute of Standards and Technology - 25,080 hours, of which 8,760 hours are for Alarm Monitor/Dispatcher are the only hours we should price. Is this an error and we should price out the options years too?
I would appreciate if you could clarify this.
See Question 1, Question 2 and Question 6.
At the end of the original post exhibit there appeared 6 locations/posts 115, 115A thru 115E in Boulder with TBD for a building number. These posts totaled 33,810 hours.
Amendment 4 attachment eliminated post 115D – 8760 hours, reducing the remaining hours to 25,080 (due to also changing the number of days to 252 for some posts in the group); Amendment 4 also put the 25,080 hours for this location in a separate CLIN xxx5.
Now in Amendment 6 you state that 16,320 hours (of the 25,080) are included in the Basic Services (leaving 8760) not included; then you changed Clin xxx5 to 10,000 hours for “evaluation purposes” (with 8,760 actual hours to be charged at the “alarm monitor” wage date rate (as there is no dispatcher title in the wage det—PLEASE CLARIFY IF ALARM MONITOR IS
CORRECT WD CODE TO USE)).
Amendment 4 and attachments thereto replace previous attachments. As of Amendment 4, hours for Boulder DOC/NIST total 25,080 (see attachment, pg 3 of Amendment 4). PSO services total 16,320; Alarm Monitor/Dispatcher positions total 8,760.
The PSO services were moved to CLIN 0001 in Amendment 6; CLIN 0005 was changed to the Alarm Monitor/ Dispatcher services only.
At this time it is anticipated 8,760 hours will be required for the Alarm Monitor/Dispatcher services.
However, bidders are requested to bid on 10,000 hours as listed in the pricing schedule for Alarm Monitor/Dispatcher services.
The position title for these services is currently “Dispatcher”.
However, FPS is aware there is no position classification on the WD with this title, and the primary function is Alarm Monitoring and Dispatching. Therefore, please use the Alarm Monitor classification on the Wage Determination.
