L.3. 52.216-1 TYPE OF CONTRACT (APR 1984)
The Government contemplates a single award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with hybrid Line Items issued through Task Orders resulting from this solicitation.
The primary contract type will be Cost-Plus-Award-Fee, with the flexibility to use various Cost-Plus-Fixed-Fee, Fixed-Price, Time-and-Materials, on future task orders.
L.4. 52.233-2 SERVICE OF PROTEST (SEP 2006)
(a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the Government Accountability Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from:

(b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO.
L.5. SPECIAL SOLICITATION REQUIREMENTS
Only One Offer:
a. After initial submission of offers, the Offeror agrees to submit any subsequently requested additional cost or pricing data if the Contracting Officer notifies the Offeror that—

ii. Additional Cost or Pricing Data is required in order to determine whether the price is fair and reasonable or to comply with the statutory requirements for certified cost or pricing data (FAR 15.403-3)
b. Requirement for submission of additional cost or pricing data. Except as provided in paragraph (c) of this provision, the Offeror shall submit additional cost or pricing data as follows:
1. If the Contracting Officer notifies the Offeror that additional cost or pricing data are required in accordance with paragraph (a) of this clause, the data shall be certified unless an exception applies (FAR 15.403-1(b))
2. Exceptions from certified cost or pricing data. In lieu of submitting certified cost or pricing data, the Offeror may submit a written request for exception by submitting the information described in the following paragraphs. The Contracting Officer may require additional supporting information, but only to the extent necessary to determine whether an exception should be granted, and whether the price is fair and reasonable.
i. Identification of the law or regulation establishing the price offered. If the price is controlled by law by periodic rulings, reviews, or similar actions of a governmental body, attach a copy of the controlling document, unless it was previously submitted to the contracting office.
ii. Commercial item exception. For a commercial item exception, the Offeror shall submit, at minimum, information on prices at which the same item or similar items have been sold in the commercial market that is adequate for evaluating the reasonableness of the price for this acquisition. Such information may include—
A. For catalog items, a copy of the identification of the catalog and its date, or the appropriate pages for the offered items, or a statement that the catalog is on file in the buying office to which the proposal is being submitted. Provide a copy or describe current discount policies and price lists (published or unpublished), e.g., wholesale, original equipment manufacturer, or reseller. Also explain the basis of each offered price and its relationship to the established catalog price, including how the proposed price relates to the price of recent sales in quantities similar to the proposed quantities.
B. For market-priced items, the source and date or period of the market quotation or other basis for market price, the base amount, and applicable discounts. In addition, describe the nature of the market; or
C. For items included on an active Federal Supply Service Multiple Award Schedule contract, proof that an exception has been granted for the schedule item.
3. The Offeror grants the Contracting Officer or an authorized representative the right to examine, at any time before award, books, records, documents, or other directly pertinent records to verify any request for an exception under this provision, and the reasonableness of price. For items priced using catalog or market prices, or law or regulation, access does not extend to cost or profit information or other data relevant solely to be offered in the catalog or marketplace.
4. Requirements for certified cost or pricing data. If the Offeror is not granted an exception from the requirement to submit certified cost or pricing data, the following applies:
i. The Offeror shall prepare and submit certified cost or pricing data and supporting attachments in accordance with the instructions contained in Table 15-2 of FAR 15.408 which is incorporated by reference with the same force and effect as though it were inserted here in full text. The instructions in Table 15-2 are incorporated as a mandatory format to be used, unless the Contracting Officer and the Offeror agree to a different format.
ii. As soon as practicable after agreement on cost/price, but before contract award (except for unpriced actions such as letter contracts), the Offeror shall submit a Certificate of Current Cost or Pricing Data, as prescribed by FAR 15.406-2.
c. If negotiations are conducted, the negotiated price should not exceed the offered price.
L.6. NOTIFICATION TO OFFERORS OF CONTRACTOR SUPPORT SERVICES IN SUPPORT OF
THE SELECTION PROCESS
(a) Offerors are advised that employees of the firm identified below may serve as “non-voting” administrative advisors to the Source Selection Organization members in the source selection process.
These individuals will be authorized access to only those portions of proposal data and discussions that are necessary to enable them to perform their respective duties. This firm is expressly prohibited from competing on the subject acquisition and from scoring or rating of proposals or recommending the selection of a source.

(b) In accomplishing their duties related to the source selection process, the aforementioned firm may require access to proprietary information contained in the Offerors’ proposals. Therefore, pursuant to FAR 9.505-4, this firmthe parties must execute an agreement with each Offeror that states that they will (1) protect the Offeror’s information from unauthorized use or disclosure for as long as it remains proprietary, and (2) refrain from using the information for any purpose other than that for which it was furnished. To expedite the evaluation process, each Offeror must contact the company above to effect execution of such an agreement prior to submission of proposals. Each Offeror shall submit copies of the agreement with its proposal, included in Volume III. E3 Federal Solutions has crafted a short and concise agreement in order to expedite the process, if you should choose to accept it.
L.7. NATIONAL BIO- AND AGRO-DEFENSE FACILITY (NBAF) TRANSITION AND PIADC
DECOMMISSIONING
For the past 60 years, the PIADC has served our nation as the primary facility to conduct research on foreign animal diseases that threaten US animal agriculture. However, PIADC is nearing the end of its life-cycle and needs to be replaced in order to meet emerging research requirements and ensure the timely development of countermeasures in the event of an outbreak. Homeland Security Presidential Directive (HSPD) #9, issued in 2004, mandated the creation of NBAF to help protect and secure the nation's agriculture industry and food supply and to serve as a replacement to the PIADC facility. Manhattan, Kansas, was selected as the NBAF location after an extensive three-year site selection process that included a thorough risk assessment, mailto:dpender@e3federal.com environmental impact assessment, and security assessment. The NBAF will be built on a site at Kansas State University, adjacent to the existing Biosecurity Research Institute.
During NBAF construction, it is currently anticipated that DHS’ and USDA’s scientific activities at PIADC shall continue and will incrementally transition to NBAF, with complete mission transition from Plum Island expected in August 2023 (contingent upon the NBAF construction schedule). The purpose of contract option periods beyond 2023 is to account for proper shut-down of the PIADC facilities and potential slips in the NBAF transition schedule. Due to the impracticability to clearly define these transition activities and their precise timing, at this time, for proposal purposes, Offerors shall assume the scope of all options (Program Years) continue in a steady state through the entire ten year period of performance. The Contractor shall also be responsible to support the transitioning and decommissioning processes. It remains unclear what Operations and Maintenance (O&M) activities will be impacted and potentially shifted to site closure and sale activities under future IDIQ task orders. Upon completion of the Government’s NBAF transition plan, additional details regarding impacts to services within the scope of the CWSP contract will be provided.
L.8. INSPECTION OF SITE & SOLICITATION QUESTIONS/COMMENTS PERIOD
Site Inspection: Offerors will be invited to inspect the Government Facility Site at Plum Island Animal Disease Center (PIADC), Orient Point, NY, where services are to be performed. The Pre-Proposal Conference and Site Visit are mandatory and scheduled for January 11 & 12, 2017.
Solicitation Questions and Comments Period: Using the Solicitation Questions & Comments Matrix at Appendix C, prospective Offerors shall electronically submit all questions and comments to: PIADC-CWSP@ST.DHS.GOV. All solicitation questions and comments must be submitted not later than 4:30 PM (EST) on 413 January 2017. Questions received after this time may not be answered. A second opportunity to submit questions may be provided after the site visit.
L.9. REVIEW OF AGENCY PROTESTS
(a) The procedures set forth in FAR 33.103 will be followed for submission and handling of agency protests.
(b) All protests filed directly with the agency, the Department of Homeland Security (DHS), shall be addressed to the Contracting Officer. A protester may appeal a decision rendered by a Contracting Officer to the Reviewing Official.
(c) Offerors should note that a review of the Contracting Officer’s decision will not extend GAO’s timeliness requirements. Therefore, any subsequent protest to GAO must be filed within 10 days of knowledge of initial adverse agency action.
L.10 INCORPORATION OF ASPECTS OF OFFER INTO THE CONTRACT/TASK ORDER
One or more aspects of a contractor’s offer may be incorporated into the contract or task order(s) resulting from this solicitation.
L.11 ADEQUATE ACCOUNTING SYSTEM
(a) In order to qualify for the award of a cost reimbursement contract, the offeror must have an adequate accounting system in accordance with FAR 16.301-3(a)(3). Evidence of an adequate accounting system would include a written opinion or other statement from the cognizant federal auditor (CFA) or the cognizant federal agency official (CFAO) that the system is approved or has been determined to be adequate. If available, the mailto:PIADC-CWSP@ST.DHS.GOV offeror shall provide the audit report number and date associated with the accounting system review. If the offeror does not have a copy of the report, the offeror may furnish a copy of the audit report number.
(b) If the offeror does not have an accounting system that has been determined adequate by the CFA or CFAO, but believes its accounting system is adequate, the offeror shall so state in its proposal. This statement shall address, at a minimum, those items in the Preaward Survey of Prospective Contractor Accounting System (SF 1408). As part of the pre-award evaluation process, the Government will obtain the necessary review by the CFA. The offeror will be required to allow the CFA to review the accounting system and correct (or have a timely action plan to correct) any issues identified as precluding the system from being adequate. The offeror will provide the CFA name, address and telephone number and the point of contact as part of its proposal in Volume III.
(c) Offers will be rejected if the offeror does not have an adequate accounting system unless the Government determines that the offeror‘s action plan for correcting the accounting system is timely and acceptable.
However, no costs will be paid under the contract until the Contractor’s system has been determined adequate.
L.12 PRE-PROPOSAL CONFERENCE AND SITE VISIT
A mandatory two-day Pre-Proposal Conference and Site Visit for prospective offerors will be held at the Plum Island Animal Disease Center (PIADC), Orient Point, NY, on 11 & 12 January 2017. There will be no alternative dates nor an opportunity to attend via virtual media. Potential Offerors are required to check the PIADC Marine Transportation Hot Line (631-323-3323) the morning of the site visit to ensure there is no delay or cancellation. In the event severe weather interrupts ferry service to Plum Island, attendees will be notified of make-up date information, via email. High winds impact ferry operations and it may not be evident until you arrive at Orient Point, so check the Hot Line after 5:00am, local time.
(a) Due to the complex nature of this procurement and the unique geographical location of PIADC, failure of a prospective Offeror to attend this mandatory pre-proposal conference and site visit would likely result in an unacceptably high risk proposal. It is in the Government’s best interest to eliminate from the competition any proposal bearing this risk. In no event will failure to attend the Pre-Proposal Conference constitute grounds for a protest. This mandatory solicitation requirement, which includes a tour of biocontainment, applies only to the prime Offeror. Major subcontractors are welcome, but the total number of attendees per Offeror may be limited to 3–5, depending on the number of prospective visitors. At least one member of the Offeror’s team must tour biocontainment. Please note that any previous visits to PIADC will not be considered as satisfying this mandatory requirement.
(b) Prospective Offerors are advised that the Pre-Proposal Conference will be held for the purposes of highlighting the proposal submission requirements and evaluation process. The intent of Site Visit is to enhance the competitiveness of Offeror’s proposals by providing another opportunity to tour the biocontainment facilities and the island’s infrastructure. All prospective Offerors are advised that at the conclusion of the conference, unless this solicitation is amended in writing, it will remain unchanged, and that if an amendment is issued, normal procedures relating to the acknowledgement and receipt of any such amendment shall be applicable. Offerors are also reminded that the information in the issued solicitation, and any formal amendments, take precedence in the event of any inadvertent inconsistencies in the information shared during this pre-proposal conference and site visit.
(c) Pre-Proposal & Site Visit Instructions – PRIME OFFERORS (ONLY) MUST REGISTER EACH
ATTENDEE BY 4:30PM EST ON 23 DECEMBER 2016 AND RECEIVE WRITTEN CONFIRMATION OF
CLEARANCE FOR EACH ATTENDEE from PIADC by 5 JANUARY 2017 or access to the island will not be authorized. Offerors are encouraged to make travel plans prior to receiving this confirmation and cancel them in the event confirmation is not received. REQUESTS FOR REGISTRATION FROM NON-PRIME PROSPECTIVE OFFERORS AND NON-8(a) SMALL BUSINESSES WILL NOT BE ACCEPTED. The site visit will be held at the PIADC facility located on Plum Island, NY. The address is 40550 Route 25, Orient Point, NY 11957. Attendees should plan to visit from 7:00am to 4:30pm on both days. Transport will take place only through the US DHS PIADC Orient Point, NY, ferry terminal. No attendees will be authorized access to ferry transportation through the CT ferry terminal. The Government reserves the right to deny access to any attendee(s) who arrive late, who have not be cleared by security and/or who do not have the requisite government-issued photo identification. Due to transportation and facility limitations, PIADC reserves the right to restrict the number of attendees; this determination will be based on the number of applications received. For this reason, please list your attendees in order of priority in the body of the email in step 2, below.
To register, carefully follow these instructions (forms are attached to the Solicitation package):
Step 1: Electronically submit the PIADC National Crime Information Center (NCIC) Form (Appendix E), with complete information for each attendee, to PlumIslandSecurity@ST.dhs.gov only. This is a criminal background check and if it reveals unlawful activity (besides non-criminal traffic violations) you will not be approved to attend the site visit. When completed, this form has sensitive Personally Identifiable Information (PII) and should only be sent to this email address.
Step 2: Electronically submit the Names of each attendee and identify their Country of Citizenship, Country of Origin, the company/firm they represent and their relationship to the prime Offeror (listed in order of attendance priority) to PIADC-CWSP@ST.DHS.GOV . The Prime Offeror must include their and Data Universal Numbering System (DUNS) to verify 8(a) status and provide a single point of contact phone number. The Contracting Officer will inform the Offerors of any limitations on the number of participants. Also identify the attendees who will require biocontainment access and provide their scrubs, sports bra (S, M, L, XL) and shoe sizes; and indicate any dietary restrictions as lunch will be provided, for a small fee.
Non-U.S. citizens (including those on Green Card status) will not be permitted access to PIADC for the purpose of this visit due to the length of time needed to process security background checks for such individuals.
For access to biocontainment, all visitors shall adhere to the following, which will be reiterated during a mandatory biosecurity briefing before entry into biocontainment:
All jewelry, rings, watches, neck chains, hair extensions and body piercings must be removed prior to entry.
(Visitors are encouraged to avoid wearing valuables during the PIADC visit and recognize DHS PIADC will not be responsible for lost or damaged personal property).
Prosthetics and required medical devices must be evaluated by the facility’s Nurse Practitioner prior to biocontainment area access.
Hair must be unbraided for shower procedure.
Eyeglasses are permitted, but contact lenses are prohibited.
Open wounds must be evaluated by the on-site Nurse Practitioner prior to biocontainment area access.
You will need to completely disrobe in the laboratory change room; scrubs, undergarments and footwear will be provided inside the lab.
The biocontainment exit process requires a 5 minute shower; towels, soaps, shampoos, etc. will be provided.
Individuals accessing biocontainment areas at PIADC as a condition of entry must avoid contact with swine, cattle, sheep, goats, deer and other ruminants or restricted species for a period of 5 days (120 hours) after entry into the primary laboratory biocontainment area. During this time period individuals are prohibited from accessing: zoos, farms, wildlife parks, circuses, county fairs, feedlots, sale barns or veterinary clinics housing livestock.
(d) Be advised that to get access to the island, you will need to present a Government issued photo identification (ex., state-issued driving license or a United States passport) before boarding the ferry at the Orient Point, NY, harbor. DHS PIADC, at its own discretion, reserves the right to deny access to and, if necessary escort from, Plum Island any individual who does not comply with facility mandates. Additional information for attendees:
• Foreign born US Citizens must present their US passport for access;
• Be advised that you will be required to sign permission forms if you bring cell phones or a laptop to the
Island;
• Drugs, alcohol, weapons and firearms are not permitted;

• Each attendee will be requested to pay a $10 - $12 fee per day to cover the costs for snacks, drinks and lunch.
• Please also note that opened food brought to/purchased on the island is not permitted off the island;
• You are encouraged to wear low-heeled, rubber soled shoes and warm casual clothing since you will be traveling by boat and touring the island and its facilities;
• Although the ferry ride is only about 15 minutes, sea conditions do vary; we recommend that, if you are prone to seasickness, you bring the appropriate motion sickness contingencies.
(e) Arrival Time and Directions to Plum Island from New York:
Attendees must arrive at Orient Point, New York by 07:00 am Eastern Standard Time; late arrivals will not be accommodated. Only walk-on passengers are allowed; if special accommodations are needed please indicate in the body of the email, indicated in Step 2. There is no charge for this transportation.
To get to the harbor at Orient Point: Take the Long Island Expressway (LIE) Eastbound to the last exit, which is Exit 73, toward Greenport/Orient. Continue through Riverhead. Go through Riverhead Circle (you will pass a Big K and BJs on your right), continuing straight on the same road, which is CR58. Take a left onto Northville Turnpike which is CR43. Continue to the end of CR43. At the stop sign, take a right on Sound Avenue which is CR48. Continue East to the end of Sound Avenue, which changes from CR48 to CR25. Continue on CR25, which is also known as North Road. Continue to the Orient Point State Park. Pass the PIADC Employee Entrance (do not go into the Employee Entrance) and the brick administrative building on the right. Proceed to and enter at the Visitor Gate which is the East Gate of PIADC ferry parking lot (if you arrive at the Cross Sound Ferry entrance, you have gone too far). Show your ID to the security guards and follow their directions for parking your vehicle.
Walk to the Administrative Building. Bags will be searched prior to embarking. Please allow for potential delays due to slow-moving farm equipment, snow, and single lanes on Sound Avenue when estimating driving time.
The return ferry trip from Plum Island to Orient Point will be at 4:30 pm Eastern Standard Time.

L.13 PROPOSAL SUBMITTAL REQUIREMENTS
GENERAL: Offerors shall submit their proposals in accordance with the following preparation instructions. The Government may consider a proposal that fails to comply with these instructions to be non-responsive and will not be evaluated.
A. Full Proposal Documentation: To assure receipt of all necessary information for evaluation purposes, and to facilitate the full evaluation of such information, the Offeror must submit a full proposal. A full proposal consists of three volumes to include (1) Management and Technical Approach; (2) Past Performance; and (3) Cost/Price, and an originally signed SF 33 (blocks 14-18) for the Indefinite Delivery Indefinite Quantity (IDIQ) contract. An OF 347 for Task Order 0001 will be issued along with the awarded SF 33.
Hard copies of written responses to all of the Management and Technical Approach subfactors shall be submitted simultaneously. That is, the Human Resource Management Plan, Project Management Plan, Quality Management Plan, Transition Management Plan, written response supporting the Oral Presentation, and Conceptual Technical Approach shall be submitted together, under Volume I. Hardcopies submitted for Volume III shall be organized and formatted in a simple and logical manner.
In addition to the required documentation, the Offeror will be required to make an Oral
Presentation to the Government’s Technical Evaluation Committee, in response to Factor 1, Subfactor 5 of the solicitation. Copies of the slides used in the oral presentation comprise one portion of the Management and Technical Approach proposal.

*Each volume listed in the above table should have a brief table of contents/figures, acronym list, cross-reference matrix, and title page, which will not be included in the page limitation count. For any proposal that exceeds page limitations, any pages that are in excess of the page limits will be removed and not evaluated. The
“Original” paper copy shall be clearly marked for each volume of the Offeror’s proposal.
C. Format and Size Limitation: On all Offerors’ submittals, one page is considered one-side of standard 8-1/2 x 11-inch paper; double-sided will be counted as two pages. Font shall be of Times New Roman, with 12pt font, and 1” margins all around. Tables and figures must not be less than 10pt font and used only to enhance the evaluators’ understanding and shall not be used to circumvent the intended page limitations. Two column page layouts and colored text in graphics/tables are acceptable. Oral Presentation slides differ from these limitations and are further defined below under Guidelines for Offeror’s Oral Presentations. If 11 x 17 fold outs are used, each fold out section will be considered one page.

E. Time of Submission: All proposal documents must be submitted so as to be received by the closing date and time, as specified on page one (SF 33) of this solicitation.
F. Electronic Format Instructions: One copy of the proposal shall be in electronic format (in addition to the hard copies specified above). The electronic format shall be Microsoft Products version 2010 or later (Office, Excel, Word, PowerPoint, etc). The electronic format data shall be submitted on a quality, virus-scanned, virus-free DVD, with an external label indicating (1) the name of the offeror, (2) the RFP number, the Volume #, and (3) the application/software versions used to generate the files. The Offeror’s Cost/Price data under Volume III shall be submitted on a separate DVD; Volumes I & II may be submitted on the same DVD. In the event that data contained on the DVD submitted is inconsistent with the “Original” paper copy, the original paper copy shall be considered to be the intended data. Note that a secure means of submitting large electronic information, other than on DVD, is currently unavailable.
G. Proposal Validity: Proposals shall be valid for a minimum of 180 days from final submittal.
H. Organizational Conflicts of Interest Notice and Disclosure: Due to the nature of the work under the resultant contract, Offerors should be aware that they may be deemed ineligible to participate in this acquisition by reason of an organizational conflict of interest. This work may give rise to an OCI that may restrict the Offeror’s ability to compete for follow-on work. Therefore the Disclosure required at HSAR 3052.209-72(c)(1) is expanded to substantiate the Offerors representation. As such, the Offer shall submit a statement containing the following (included at the beginning of Volume I and will not count against the page limits):
(1) A statement of any past (within the past twelve months), present, or currently planned financial, contractual, organizational, or other interests relating to the performance of the statement of work.
For contractual interests, such statement must include the name, address, telephone number of the client or client(s), a description of the services rendered to the previous client(s), and the name of a responsible officer or employee of the offeror who is knowledgeable about the services rendered to each client, if, in the 12 months preceding the date of the statement, services were rendered to the Government or any other client (including a foreign government or person) respecting the same subject matter of the instant solicitation, or directly relating to such subject matter. The agency and contract number under which the services were rendered must also be included, if applicable. For financial interests, the statement must include the nature and extent of the interest and any entity or entities involved in the financial relationship. For these and any other interests enough such information must be provided to allow a meaningful evaluation of the potential effect of the interest on the performance of the statement of work.
(2) Failure of the offeror to provide the required statements may result in the offeror being determined ineligible for award. Misrepresentation or failure to report any fact may result in the assessment of penalties associated with false statements or such other provisions provided for by law or regulation.
L.14. PROPOSAL SUBMITTALS:
Factor 1: MANAGEMENT AND TECHNICAL APPROACH (VOLUME I):
Offerors shall submit a separate deliverable for each of the six (6) items (subfactors) in accordance with the instructions stated above and the specific details described below. Offerors will be evaluated on each of these proposed deliverables as defined in Section M of this solicitation.
1.1 Human Resource Management Plan – The Offeror shall develop and maintain a Human Resource Management Plan in accordance with the Government-provided plan template (see Technical Exhibit). The Plan shall not exceed 20 pages (not including the compensation plan, position descriptions, the Program Manager resume, and Proposed Staffing Levels) using existing content and format settings.
1.2 Project Management Plan - The Offeror shall develop and maintain a Project Management Plan in accordance with the Government-provided plan template (see Technical Exhibit). The Plan shall not exceed 20 pages (not including the EVMS Description, Work Breakdown Structure (WBS), WBS Dictionary and schedule) using existing content and format settings.
1.3 Quality Management Plan – The Offeror shall develop and maintain a Quality Management Plan in accordance with the Government-provided plan template (see Technical Exhibit). The Plan shall not exceed 20 pages using existing content and format settings.
1.4 Transition Management Plan - The Offeror shall develop a Transition Management Plan in accordance with the Government-provided template (see Technical Exhibit). The Plan, including the checklist, shall not exceed 15 pages using existing content and format settings.
1.5 Oral Presentation - The oral presentation will be comprised of the oral presentation and the corresponding presentation materials. The oral presentation will be used to establish the level of technical knowledge of the Offeror when posed with a scenario that represents a problem or problems to be solved. This will provide an opportunity for the Offeror to demonstrate their capability in one or more technical fields that would be relevant in conducting normal operations, as well as emergency or off-normal conditions at PIADC. The Offeror’s presentation materials (slides and supporting notes) for the technical scenarios shall be submitted with their proposals in response to the RFP, in advance of their oral presentation. Following submission of their written proposals, each Offeror will provide oral presentations to the source selection team (i.e., Technical Evaluation Committee (TEC)) and other observers.
Offerors will present the 5 scenarios below. Specific PIADC knowledge will not be required to address each scenario.
1. Environmental release
At 1400 on a Saturday the security control center receives a call that an oil spill has occurred during the transfer of fuel from PIADC fuel truck to the 1,000-gallon diesel underground storage tank (UST) that supplies the vehicle fuel dispenser. While transferring fuel a hose connection failure has resulted in approximately 300 gallons of diesel spilled to the ground, to both paved and unpaved areas. Paved area slopes towards storm drains that discharge to the PIADC harbor.
2. Injury in a laboratory At 0800 on a Saturday the security control center receives a call from an employee who states that two people are injured in an animal isolation room (a primary biological containment area for loose-housed large animals). The room is occupied with six swine which were inoculated four days ago with foot-and-mouth disease virus (FMDV), a Tier 1 Select Agent.
3. IT/Cybersecurity issue
At 1030 on a Monday morning, a maintenance mechanic working inside the Laboratory notices his Building Management System (BMS) computer workstation is operating at a very slow speed while trying to ascertain equipment status in the Building Management System. The worker calls the IT helpdesk and describes the problem to the helpdesk technician. After some initial troubleshooting the Technician believes that the computer may have been attacked by a computer virus.
4. Animal care At approximately 1700 on a Saturday, one of the lab building shift workers was performing a routine maintenance check of the animal facility and noticed a steer struggling to free himself due to his head being trapped in the head gate in an animal isolation room. The room is occupied with 17 bovine that are in pre-test status.
5. Infrastructure failure
At 1400 on a normal workday in February, the main from the water tower (which is the sole water supply for Plum Island) has ruptured during a construction excavation accident, resulting in a catastrophic loss of all water supply to the island.
Guidelines for Offeror’s Oral Presentations:
The Offerors’ Oral Presentation shall consist of no more than 75 slides (one slide per page, including Notes). Slides should document only the salient points of their oral Management & Technical Approach presentation in response to the above 5 scenarios in bullet, graph, or chart format. The eight hard copies of the presentations shall be in slide format (in notes pages) on 8 ½ x 11 paper. Each PowerPoint slide shall be no less than 18 point font and notes no less than 12 point font and fully fit within the notes text box below the slide. Tables and figures must not be less than 10pt font and used only to enhance the evaluators’ understanding and shall not be used to circumvent the intended page limitations.
The order in which Offerors will make their presentations will be determined by a drawing of lots by the Contracting Officer after receipt of proposals. The scheduled dates and times of the oral presentations, which will be conducted at a site yet to be determined by the Government within the Orient Point, NY, or Old Saybrook, CT, local commuting areas, will be provided by the Contracting Officer. The Government will provide sufficient advance notice for Offerors to make travel arrangements, which costs will be borne by the Offerors. Once notified of their scheduled presentation date and time, Offerors shall complete their presentations on the date and time assigned. The Government reserves the right to reschedule any presentations, however, Offeror requests to reschedule will not be entertained.
The Oral Presentation will last a maximum of 3 1/2 hours, with two scheduled 15-minute breaks. Following completion of the presentation, there may be up to a 2-hour lunch break during which the Government will prepare clarification questions resulting from the oral presentation, if necessary. The clarification session, if necessary, will take place after lunch and last a maximum of 30 minutes. The Contractor will be required to answer all of the clarification questions, if any, posed by the Government during this session, BUT WILL NOT BE REQUIRED/PERMITTED TO SUBMIT A REVISED PROPOSAL. Neither the introductions of personnel nor the Government-scheduled breaks will count against the presentation time. Offerors are strongly encouraged to minimize time spent on introductions, company background or information already available to the Government as part of the Offeror’s written responses.
The proposed Program Manager (PM) shall be a member of the presentation team and must be the primary presenter for at least one scenario. Each Offeror will be allowed to bring a total of five representatives including the PM;
please provide the names of the speakers, the company they represent and their role. In the event a presenter is not a current employee of the Contractor’s team (prime and subs) a letter of intent must be provided. Presenters shall either be staff who will be present on island as part of the contract or corporate representatives who are expected to have sustained managerial and assurance responsibilities on behalf of the Contractor for performance at PIADC.
NO professional presenters hired specifically to perform presentations will be allowed. The oral presentations will be video recorded and become the property of the Government.
Only those presentation slides for which copies were provided with the original offer shall be used in the oral presentation. NO deviation from the originally submitted copies will be allowed. No animation, moving characters, or audio clips are allowed as part of the slide presentation, nor will any additional handout materials be permitted.
Offerors are advised that the Government will provide a compatible laptop and projection system for use during the presentation; no internet access will be provided. Offeror’s will be given up to 30 minutes to set-up their presentation and acquaint themselves with the system; this prep time will not be counted against their presentation time, nor will the time needed to shut-down count against the presentation time.
The oral presentation does not constitute discussions as defined by FAR 15.306 and 15.307. Completion of oral presentations will not obligate the Government to determine a competitive range, conduct discussions, or solicit or entertain revised or Final Proposal Revisions. If the Government later determines that discussions are necessary prior to award, the oral presentation will not be included; therefore, no revisions to this subfactor will be permitted.
Statements made by the Offeror during this meeting shall be consistent with all written proposal materials provided and may become a part of the contract. Written materials will take precedence in the event there are inconsistencies between the written materials and oral statements.
NO price or cost information shall be included in the presentation narrative or supporting slides/ screens.
1.6 Conceptual Technical Approach - The Offerors shall provide a Conceptual Technical Approach (CTA) for decontaminating Building 257 based on the background document provided herein and a targeted end state that the building is free of all biological materials and safety and environmental hazards. The CTA shall identify scope, major steps that will need to be taken, technical challenges, major decisions, realistic assumptions, key risks and contingencies that should be anticipated and prudent mitigation actions that should be pursued. It shall also identify applicable quality assurance, regulations and an approach to stakeholder involvement that may be important to project success. All relevant applicable data are provided in the background document (see Appendix A). Specific PIADC knowledge is NOT required for this deliverable.
The CTA shall be no more than 20 pages and follow the page and size limitation provided above.
Factor 2: PAST PERFORMANCE FACTOR (Volume II)
Past performance will be evaluated to determine how well an Offeror has performed relevant projects. The Offeror’s and major/critical subcontractors’ (defined as those subcontractors who are recognized as formal members of the core program team) overall past performance on contracts of similar size, content, complexity, and relevance to the PIADC effort as well as the quality of the Offeror’s past performance will be evaluated.
Past performance elements that will be considered include:
• Relevance of Experience
• Quality of Product or Service Delivery
• Cost Management / Performance
• Schedule Management / Performance
• Business Relations
• Management of Personnel
• Contract Phase-In and/or Phase-Out Transition
Past performance may cite Federal, state, local government, commercial sources or not-for-profit sources, and should highlight the company's key role in the past performance being documented. This information shall consist of a discussion of how the Offeror and its major/critical subcontractors' met the factors described above at each of their past performance references. The Offeror shall provide a maximum of 3 projects from the Prime Contractor (limit of 5 pages per project). In addition, the Offeror shall submit a maximum of 3 projects (limit of 5 pages per project) for each subcontractors who are expected to perform aspects of this effort that the Offeror considers critical to overall successful performance. The Offeror should include rationale supporting the assertion of relevance for each reference. These references should also be from different contracts. To be considered, past performance data shall not be older than 5 years from the date of the proposal and may include active contracts. The Offeror is required to describe the projects and to identify any performance problems/issues/challenges arising out of the contract and clearly describe management actions implemented to overcome problems and the effects of those actions, in terms of improvements achieved or problems solved. Evidence of performance-based methodologies in past performance shall be provided, where available. Further, Offerors shall include a list of all relevant DHS on-going contracts or contracts completed within the last 5 years, at the introduction of Volume II.
If the offeror is a new company, or has just entered the area of CWSP-related services, it is probable that the offeror has either key management and/or technical personnel intended to be utilized under this contract effort, which have some relevant experience or past performance history on relevant work. If the offeror lacks past performance information on Government or commercial contracts, then the offeror must provide a list of references where key personnel for the proposed effort worked on similar contracts. An evaluation of the performance of the offeror’s key personnel on relevant contracts can be used, as appropriate, as part or all of the past performance information.
Offerors with no available corporate past performance are encouraged to provide relevant information regarding past performance of predecessor companies, key personnel, or subcontractors performing major or critical aspects of the task requirements.
The Offeror shall forward the Past Performance Questionnaires (see Appendix B) to the Offeror’s references. The references shall forward their completed questionnaires directly to the Contracting Officer at PIADC- CWSP@st.dhs.gov, NOT BACK TO THE OFFEROR by the closing date of this solicitation. It is the responsibility of the Offeror to ensure its customer references return the surveys directly to the Contracting Officer on time.
Surveys received late may be accepted and reviewed at the discretion of the Contracting Officer if the Contracting Officer determines that it will not cause undue delay to the procurement process. Surveys that are returned late that the Contracting Officer determines will not be reviewed and surveys that are not returned at all may not be evaluated favorably or unfavorably on the past performance evaluation.
For each reference provided by the Offeror, they must include:
a. Reference Name (Company or Entity)
b. Program Title
c. Contracting Agency/Private Company
d. Contract Number/Task Order Number (if applicable)
e. Brief description of the contract effort, including results and successes
f. Type of Contract
g. Period of Performance
h. Original contract dollar value and current or actual dollar value
i. Actual completion date
j. Contact names, addresses, telephone numbers, and e-mail addresses of current or last (if contract completed) Program Director/Manager, COR, and/or Contract Manager.
Factor 3: COST/PRICE PROPOSAL (Volume III)
I. General Instructions
A. Offeror must provide the following information on the first page of your pricing proposal:
• Solicitation number
• Name and address of offeror
• Name and telephone number of point of contact
• Summary of Total Proposed cost, profit or fee; and total price
• List of all proposed major/critical subcontracts and the function they will perform
• A table of all labor costs broken out between the employees of the concern (Prime Offeror) and all subcontract employees. The table shall show the totals and percentages clearly demonstrating compliance with FAR 52.219-14(c)(1) Limitations on Subcontracting – Services.
• The following statement:
This proposal reflects our estimates and/or actual costs as of this date and conforms to the instructions and Pricing Templates in the RFP. By submitting this proposal, we grant the Contracting Officer and authorized representative(s) the right to examine, at any time before award, those records, which include books, documents, accounting procedures and practices, and other data, regardless of type and form or whether such supporting information is specifically referenced or included in the proposal as the basis for pricing, that will permit an adequate evaluation of the proposed price, including cost realism.

B. In submitting your proposal, you must include an index, appropriately referenced, of all the other than certified cost or pricing data and information accompanying or identified in the proposal. In addition, you must annotate any future additions and/or revisions, up to the date of agreement on price, or an earlier date agreed upon by the parties, on a supplemental index.
C. As part of the specific information required, you must submit with your proposal information reasonably required to explain your estimating process, including:
i. The judgmental factors applied and the mathematical or other methods used in the estimate, including those used in projecting from known data; and
ii. The nature and amount of any contingencies included in the proposed price.
