1.4 WORK COVERED BY CONTRACT DOCUMENTS
1.4.1 Project Description
This project involves the renovation of Building 64. Building 64 is a three story building and contains 22,000 square feet. It currently functions as office space and its new function will also serve as office space. The existing facilities conditions are in poor condition. Multiple renovations have created layers of varying construction types and materials. Mechanical systems do not meet current codes and do not provide proper ventilation and comfort. The facility will be deconstructed down to its concrete structure that consist of concrete columns, floors, roof deck, and stair enclosures.
All existing architectural, plumbing, mechanical, and electrical systems shall be removed as indicated on the construction drawings. The new facility will be designed to LEED Silver Certification.
New site work will include sidewalks, renovated parking to accommodated ADA requirements, and a bike rack area at the covered rear entry. There are male and female shower facilities at the first floor restrooms for use by bike commuters. Site area disturbed by construction work will be graded and sodded.
The new exterior enclosure will consist of metal studs with painted interior gypsum board and exterior insulation and finish system. Spray applied insulation foam will be installed within the stud wall. New windows will be thermally broke aluminum with insulated low-e glazing and interior blinds.
Exterior doors will consist of insulated metal in metal frames and aluminum entry doors. A new standing seam metal roof will be installed over new structural steel and structural light gage framing. The roof system will sdarmstrong Typewritten Text sdarmstrong
Section 01 11 00 Page 3 contain spray applied insulation between the finished roof and a metal decking that is attached to the bottom of roof purlins.
Two new additions will be added. One addition houses an elevator with lobby and the other houses a mechanical room and provides cover over the rear building entrance. The addition housing the elevator will be constructed using a structural steel frame supported by spread and mat footings with metal stud infill, interior painted gypsum board and exterior insulation and finish system exterior. The mechanical room addition will be constructed using structural concrete masonry units with an exterior insulation and finish system finish at exterior. Both additions will have standing seam metal roofing systems. The elevator will travel four floors to access a newly created mechanical attic. The facility will be provided with ADA access ramps at front and rear entries. The existing exterior steps leading to stairwells will be removed and new ones constructed. The existing steps do not meet code requirements.
Interior partitions will be metal studs with painted gypsum board at both sides. Flooring will be a combination of ceramic tile, carpet, and vinyl composition tile. Carpeted areas and areas with vinyl composition tile will receive a 4" high rubber base. Areas with ceramic tile will receive a ceramic tile base or full wall tile. Selected areas will receive additional wall molding as indicated on the drawings. Ceilings in office areas will be lay-in acoustical tile with a revealed edge. Toilets, janitorial rooms, electrical and communication closets will receive a gypsum board finish.
Electrical and communication closets will be fire rated at least one hour.
All vertical chases for mechanical ductwork and elevator shaft will be fire rated at least one hour. The existing stair wells are solid 8" concrete and have a rating of at least one hour.
The FLETC campus has a district chilled water (CHW) system that currently serves Building 64. The existing 2" CHW branch piping serving the building will be replaced with larger diameter (4" size) piping to satisfy the proposed, increased load. Piping will be direct-buried, factory pre-insulated, Schedule 80 PVC with solvent welded joints. Design flow will be based on 44 degrees F CHW supply temperature and a 12 degrees F temperature differential with a 10 psi pressure differential across the supply and return mains. The FLETC campus also has a district steam system that originally serves Building 64. Currently, the district steam system is being decommissioned and a gas-fired condensing boiler is scheduled to be installed in the basement of the building. The existing steam to hot water converter and all associated steam piping is planned to be demolished under a separate project.
The heating and cooling air distribution for the building will be supplied by variable air volume air handling units. Exhaust has been provided for the restrooms, janitor closets, electrical rooms and elevator room per the code. Exhaust shall be through an energy recovery unit (ERV). Telephone and IT rooms will be provided with dedicated ductless split systems sized for the heat generated in the rooms. Air intake and exhaust louvers will be constructed of extruded aluminum with drainable blades and bird screens and be AMCA certified.
The building's mechanical systems will be controlled through a single, DDC, building automation system. Automated Logic Corporation will be the sole source for procuring the building's controls (sole source justification sdarmstrong Typewritten Text sdarmstrong
Section 01 11 00 Page 4 provided by FLETC). The control system will use BACnet (open) communications protocol for communication between DDC devices to allow multi-vendor interoperability and full communication and interface with the base wide ECMS. All hardware will conform to the BACnet Interoperability Guidelines.
A new 3" domestic water service branch will be extended from the site distribution main to the mechanical equipment room. A 2 1/2" reduced-pressure type backflow preventer will be installed just outside the mechanical equipment room (MER). A wireless water meter with remote monitoring will be provided. Based on the height of the water supply tower (90 ft), the available water pressure is approximately 35-38 psi. Therefore, a booster pump will be required. A packaged duplex pump system, with variable speed drive and pressure tank will be provided. All plumbing fixtures shall be low consumption, water conservation type. Floor mounted mop sinks will be provided in each janitor closet. The mop sink will have a wall faucet with vacuum breaker, hose thread and length of hose. A hanger for mops will be provided on the adjacent wall. The janitor closet will also have a floor drain with trap primer. Water connections will be provided in the employee breakroom kitchen area for beverage and coffee machines and other equipment such as icemakers and dishwashers requiring water. Inline filters will also be provided for beverage equipment supplies.
Fire Protection Water flow tests have been performed on March 6, 2012.
Existing hydrant #5349, located east of Building 64, has a flow of 873 gpm with a 50 psi static pressure and 22 psi residual pressure. The water supply lead in shall be sectionalized with a post indicator valve (PIV).
The PIV shall be in a location acceptable to the base fire department and at least 40 ft. from the structure. It shall be provided with a tamper switch electronically supervised by the fire alarm system. An approved backflow preventor shall be provided outside the building prior to any other fire protection system connections. Each floor will be zoned separately via a sprinkler riser serving sprinkler zones to be located in the corner of the central stair. Each floor shall be equipped with a separate isolation valve, flow switch, test/drain valve, and drain riser (GSA §7.17). The system will be hydraulically calculated as a Light Hazard Occupancy, with a density of
0.10 gpm/ft2 over the most remote 1,500 ft2 (NFPA 13, GSA §7.10) The system shall be a wet pipe system throughout (GSA §7.10) UL listed and FM approved, white, recessed, with white escutcheons. Sprinkler shall be installed to follow a pattern not to exceed 10 ft by 10 ft spacing. Sprinklers installed less than 7 feet above the floor or within electric, telecom, and IT closets or rooms shall be equipped with sprinkler guards (GSA §7.10). The elevator machine room shall be equipped with standard response sprinkler(s) as necessary and shall be provided with a separate isolation control valve, flow switch, and test/drain valves/drain pipe (GSA §7.10).
The electrical work in the building will consist of complete demolition of existing systems and installation of new building systems. New lighting, power distribution, and fire alarm systems will be installed.
Telecommunications systems shall consist of horizontal CAT 6 cabling throughout the facility, and raceways from the main telecommunications room to the existing exterior communications manhole through which the Owner will install their fiber optic and copper service cabling. Access controls shall consist of empty conduits and outlet boxes for the Owner's final installation of equipment.

Payment requests for authorized stored materials in the SOV must be accompanied by an invoice showing a detailed description, quantity, cost of the materials, and evidence of contractor payment for the materials.
If payment is authorized, the contractor will be paid the lesser of the material invoice amount, or the SOV line item amount. Any remaining SOV line item balance shall be redistributed to the material installation activity, or another activity as acceptable to the Contracting Officer. The contractor remains responsible at all times for the proper storage and protection of all materials. Retention will be withheld from future payment applications for improperly stored materials for which the contractor has been previously paid.
(2) The FLETC will not normally authorize payment for material stored off-site. In the event the FLETC and the contractor both agree that it is in interest of the project to consider payment for off-site material, the following conditions at minimum must be met:
a) Material properly stored in a bonded warehouse;
b) Submission of a paid invoice indicating the contractor has title to the material
c) Arrangements made for government representative to inventory the material
d) A defined material delivery date to the project
(3) In accordance with FAR 52.232-5, Payments under Fixed-Price Construction
Contracts, if the Contracting Officer finds that satisfactory progress was achieved during any period for which a progress payment is to be made, the Contracting Officer shall authorize payment to be made in full. However, if satisfactory progress has not been made, the Contracting Officer may retain a maximum of 10 percent of the amount of the payment until satisfactory progress is achieved. Once the construction progress reaches 85 percent completion, 10 percent retention will be withheld from all subsequent invoices until all work has been completed, close-out documents have been provided, and all punch list items have been completed and accepted by the Government.
b. No payment request (invoice) will be processed by the Contracting Officer when the Contractor's payroll submittals and/or those of any subcontractor are not current. This means the Contracting Officer must have in hand payroll submittals for the prime Contractor and all subcontractors up through and including the week immediately prior to the date on the invoice. Any invoice received wherein the Contractor has not adhered to this policy will be promptly returned to the Contractor and will not be processed until payroll submittals are brought up to date by the Contractor. DOL Form WH-347, Payroll, is at Section J.
G.8 FINAL PAYMENT
Final payment on the contract will not be made until all work is completed and accepted, all submittals have been received and approved, warranties received, and final cleanup of the premises is accomplished. Contractor’s Release, DHS Form 700-3, Section J, is required.
G.9 DAILY REPORT TO INSPECTOR
The Contractor’s Superintendent shall complete Form FTC-FMD-42, Daily Report to Inspector, Section J, for each day of work on the project. The Daily Report should contain a clear accounting of the time, location, type and quantity of work that took place.
The “Daily Report to Inspector” shall be turned into the Contracting Officer’s Representative by 10:00 a.m. of the following workday. It should be a clear log of what took place, who did it and the time they were there. All sections shall be filled out or a comment made indicating that this does not apply at this time. If the proper procedure is not followed, a “Contract Construction Compliance Notice” will accompany the returned document or in the case of no report, the “CCCN” will be your notification.
