HSFLGL-13-B-00004 Renovate Building 64, FLETC, Glynco, GA Questions and Answers Numbers 1 through 20: Amendment 000003
1. Please clarify the following specification requirement on ref. project…Spec. 013526 page 4 paragraph 1.6.1.1 states the Quality Control (QC) person can be the SSHO on this project…Spec.
014502 page 7 paragraph 1.5.1.2 states “The only duties and responsibilities of the QC manager are to manage and implement the QC program on this project”. Please clarify which spec. is correct. Reply: The QC can be the SSHO (Site Safety Health Officer).
2. Section 013526 1.6.1.1 states that the SSHO can be the QC. In section 014502 1.5.1.1 states that the QC will not have any other duties. Please clarify. Reply: See Reply to 1. Above.
3. Section 014520 1.5.4.1 and 1.5.4.2 – Will the government require that the CA/LEED AP be a full time on site position? Reply: No.
4. Can you amend the Davis Bacon wages to include the highway rates for the exterior improvement work? Reply: No. The majority of this work is under the proper wage rate selected for this procurement, Davis Bacon Wage Rate GA130172, Building, dated 7/5/2013. The U.S.
Department of Labor approves multiple wage schedules (Davis Bacon Wage Rates) in relation to the project cost. The exterior improvement work for this procurement is not more than approximately 20% of the project cost which is the guideline used to determine the use of more than one wage rate.
5. Section 28 20 00 00 20 - Access Control Systems (ACS) states that the system shall be fully interoperable to the existing Hirsch Velocity system and software platform, however it states that the control panels shall be Bosch D7412GV3 then goes on to break the system down specifying the Bosch D9412GV4 and it components. None of them are compatible to the existing ACS platform at the FLETC. I would expect this to call for the Hirsch M8N2 door controller. The card readers that are specified (Hirsch CR-ICR-D40PIV) is not a valid Hirsch part number. The current standard card reader for the FLETC per SEM is the Hirsch CR-SCM-CCL-H contact / contactless smartcard reader. The locking hardware appears to be mostly electric strikes, but on the drawings the electric strikes (ES) are also matched with a request to exit motion to release the electric strikes. These would only be used in conjunction with magnetic locks since a door with an electric strike would have free egress. Please clarify equipment list and function.
Reply: The listing of equipment in Specification 28 20 00 00 20 is not an inclusive list of all the required equipment. Access Control Systems is for the door access equipment (typical Hirsh or technically equivalent) and intrusion monitoring (typical Bosch or technically equivalent) to make a system complete.
6. Drawing fixture schedule PC300 calls for Wall Mounted urinal with flush valve .5 GPF provide with re movable strainer, Sealing/cleaning liquid, outlet spud, and hanger. The SPEC Plumbing 22 00 00 2.4.4 No water urinals calls for a waterless urinal. Can you clarify which fixture?
Reply: Water usage for the urinal shall not exceed 0.125 gallons per flush.
7. Drawings fixture schedule PC300 calls for a floor mounted Flush valve 1.28 GPF. The SPEC Plumbing 22 00 00 2.4.3 Flush Valve Water Closets calls for white vitreous china, siphon jet, pressure-assist tank & bowl type water closet. Can you clarify which fixture? Reply: PC Schedule
300. Water closets shall be flush valve type and 1.28 gpf. Specification 22 00 00 does not state “tank and bowl” but does state “elongated bowl”.
8. Section 014502 1.5.7 – please clarify QC assistant’s role and duties. Does also he need a 4yr degree like the QCM? Reply: See Amendment 000002 Also for answer to Paragraph 1.5.1.2 Qualifications for 1.5.1 QC Manager. Requirement for QC Administrative Assistant, Section 01 45 02, Paragraph 1.5.7, to substitute college degree: QC Administrative Assistant shall have 5 years of experience as a QC Manager of which 2 years shall be Federal projects for similar construction projects such as renovation of buildings.
9. Section 014502 1.2 SD-01 – Will FLETC accept Microsoft Project scheduling software in place of Primavera? Reply: Yes.
10. Bike Rack – page AE100 Note 8 and AE101 Detail 6 show an exposed aggregate concrete bike rack with 6 slots. The specifications in section 129300 2.5, 2.5.1 and 3.1.1 state a pre manufactured 4 ½” steel pipe rack for 12 bikes with 24” spacing. Please clarify material to be used, pipe size, finish, etc. Reply: Either Bike Rack is acceptable.
11. Page AE109 Detail 19 shows PVC chair rail and base in the drinking fountain area. Can you provide additional information as to how much is to be installed and where? Reply: Chair rail and base is to be installed in lobbies, corridors, break and conference rooms.
12. Specification section 32 11 16 .16 paragraph 2.1 Subbase Course for Pervious Paving. This section states that we have to achieve a bearing ratio of 30 with the gradation of aggregate provided. Looking at the gradation there are no "fines" included in it and we do not feel that we would be able to achieve the bearing ratio required with this gradation. Is there another gradation of material or method that would be acceptable to the government for the installation of this base material? On other projects that we have installed pervious concrete paving, we have installed # 5 stone for the subbase course, but we were not required to achieve a bearing ratio. Please advise if there any alternatives. Reply: #5 is acceptable if it meets the gradation table in paragraph 2.1.
13. Interior partition walls are all shown to be 9’-0” high but the corridor walls are shown to require an STC rating of 45. This rating would require the walls to terminate at the slab above. Which item takes precedence, the wall detail or the STC rating? Reply: Wall detail provides STC of 44.
Install per wall detail AE301 detail #4.
14. None of the corridor walls are shown to be full height and there is no life safety drawing. Are the corridor walls not required to be rated assemblies? Reply: 1hr rated wall for Stairs, Elevator Shaft, and Chases.
15. Some exterior details require ½” exterior sheathing and others show 5/8” sheathing. Which thickness is desired and is this to be gypsum sheathing or wood? Reply: 5/8” sheathing.
16. The acoustical specification contradicts itself. Is the acoustical grid to be heavy duty or intermediate duty? Reply: Intermediate duty acoustical grid at a minimum.
17. The grid size and color is not specified. Please confirm 15/16, white grid is acceptable. Reply:
Yes.
18. Detail 3/AE404 shows an expansion joint detail at the perimeter of the acoustical ceiling. Please confirm this detail is NOT required. If it is required provide location of expansion joint and expansion joint product #. Reply: Yes, the expansion joint is required. Location at the new addition per AE401 detail #3 and AE302 detail #1. Typical at 1 and 2 floor.
19. Please clarify which we are to use as our bases of design - the Specifications Section 22 00 00 par. 2.4 Fixtures or the Plumbing Fixture Schedule on sheet PC300? Reply: PC300 Schedule, unless further information is provided following this reply to use PC300 Schedule. We find several inconsistencies such as the schedule indicates that the P-2 urinal are to be provided with flush valves and paragraph 2.4.4 specifies No-water Urinals? Reply: Water usage of 0.125 gallons per flush maximum. P-3 Lavatory Unit specifies a two station solid surface lavatory and counter top and the specification par. 2.4.1, 2.4.5 and 2.4.6 specifies china type? Reply: Use PSC 300 Schedule. Section 22 00 00 par. 2.4.2 Automatic Controls specifies sensor faucets and flush valves on lavatories, urinals, and water closets the fixture schedule does not state this? Are sensors operated faucets and flush valves required on all lavatories, water closets, and urinals?
Reply: Yes, Sensors are required.
20. The Bid Date is the day after Labor Day weekend. Will the bid date be extended? Reply: No.
Bid Date Remains September 3, 2013.
