CLIN X001AB: Other Than Normal Working Hours 3%
CLIN X001AC: Non-Pre-priced Items 0% (See B.4 and B.6)
This is merely an estimate of the types of services required. The Government does not guarantee that the services required will be in conformance with the above percentages nor is there a limitation on the percentage of non-pre-priced items, or other than normal working hours, on any task order.
b. The bid coefficient shall be a factor that is expressed as no change, an increase, or decrease from the unit prices specified in the R. S. MEANS FACILITIES CONSTRUCTION COST DATA, current edition at time of award, using bare costs for labor, material and equipment adjusted by the Charleston, SC City Cost Index Multiplier, as previously described in paragraph B.2. The following is offered as an example of the coefficient:
No Change = 1.00 Increase = 1.05 Decrease = .95
The Contractor’s price coefficients (Normal Working Hours, Other than Normal Working Hours, and Non-pre-priced) must contain but is not limited to the following items:
1. Prime Contractor’s and subcontractor’s field overhead
2. R.S. Means and all applicable updates
3. Indirect labor with social security contribution
4. Workman’s compensation insurance
5. Federal unemployment insurance
6. Incidental engineering services
7. Preparation of as-built drawings
8. Estimating, scheduling, quality control and planning
9. Clean-up, protection and moving of existing furniture/equipment
10. Mobilization
11. Demobilization
12. Utility hookups
13. Attending government meetings
14. Waste and excess materials in Section C.6.c.2. and C.11
15. General and Administrative (G&A) expenses (to include Home Office Overhead)
16. On-site Management Expenses
17. Profit
18. Costs associated with providing energy efficient products as defined in G.5(c)(9)
19. Any differences in labor costs between R. S. Means Labor rates adjusted by the City
Cost Index and applicable Construction Wage Requirements Statute Wage Rates (formerly known as Davis Bacon).
c. The relevant coefficients will be applied to the R. S. Means Facilities Construction Cost
Data for the bare costs for labor, material and equipment required for each task order as adjusted by the Charleston, SC City Cost Index Multiplier, current edition at time of award. See Section B.4.
d. The successful Offeror shall be required to obtain R. S. Means Facilities Construction Cost Data, current edition at time of award and subsequent contract years, as well as Costworks estimating software at no additional cost to the Government.
e. Any change in the applicable minimum hourly wage rates during the term of the contract, including any option years, shall not affect the unit price to be paid by the Government for work performed under the contract. See Section J, Attachment #1 for the Construction Wage Requirements Statute Wage Determinations applicable to this contract. The Construction Wage Requirements Statute Wage Determinations (previously known as Davis Bacon), current at the beginning of each renewal option period, shall be incorporated into the contract. No adjustment to coefficients will be made to the contract as a result of incorporation of new wage determinations, since any change in labor costs caused by inflation/deflation will be accounted for by incorporation of the current edition of R. S. MEANS Facilities Construction Cost Data each January and published quarterly updates (See Section I, Clause 52.222-30 Construction Wage Rate Requirements – Price Adjustment (None or Separately Specified Method).
f. The Government will NOT make a partial award under the terms of this solicitation.

b. Other Than Normal Working Hours. The Contractor shall perform any or all functions during other than normal working hours per scope of work and the applicable specification sections contained herein and in individual task orders awarded under this contract for the R. S. Means Facilities Construction Cost Data required for each task order as adjusted by the Charleston, SC City Cost Index Multiplier current edition at time of award, multiplied by the Other Than Normal Working Hours coefficient.
c. Non-Prepriced. Limited to the requirements in B.6, the Contractor shall perform all work in accordance with the task order scope of work and the applicable specification sections contained herein for items that are negotiated as a non-prepriced item, multiplied times the Non-pre-priced coefficient.

The guaranteed minimum quantity of work which will be required under this contract, and which will be initiated by one or more task orders is $50,000.00 (this includes all line items, i.e., normal working hours, other than normal working hours and non-prepriced). The estimated maximum dollar value of the contract is an aggregate total of $3,000,000.00 for the 12 month base period and all subsequent option periods resulting in a not-to-exceed value for the contract duration of $16,500,000.00 inclusive of the six month option to Extend Services. If the Government’s requirement for construction set forth in the solicitation do not result in task orders in the amount described as “estimated maximum dollar value,” the event shall not constitute the basis for an equitable price adjustment under this contract.
B.6 NON-PREPRICED ITEMS
a. The Government may require the provision of non-prepriced item(s) for projected task orders, for tasks and/or services which are not covered by the R. S. MEANS FACILITIES CONSTRUCTION COST DATA and are required to complete the scope of work. The Contractor shall base the cost of these non-prepriced items on: (1) the direct costs (for material, equipment, and labor hours) obtained by the utilization of a mutually agreed upon guide such as the EPS (Engineering Performance Standards), (2) published catalog prices for direct costs; or (3) provision of three written competitive quotes from subcontractor/suppliers, or other approved sources. The negotiated actual costs for material, labor and equipment will be totaled and multiplied by the non-pre-priced co-efficient.
b. For each component or task required to perform each non-prepriced item, the Contractor’s proposal shall include the following:
1. Written verification from R. S. Means that the item that is not included within the R.
