QUESTIONS AND ANSWERS – 3
HSFLCS-15-R-00001
03 Feb 2015
1. For relevant personnel experience: Is MACC or MATOC experience considered acceptable as an ID/IQ?
ANSWER: Section M, Factor C: Past Performance (pg 120 – 121) describes relevancy as related to this solicitation.
It is at the offeror’s discretion which contracts are submitted as relevant.
2. Could you please forward the plans that would show the extent of lightning protection required for the FLETC Building Maintenance (IDIQ) HSFLCS15R00001, located in Charleston, SC.? We would like to propose a bid for the lightning protection required for this project, but the plans are not available on the Dodge Global Network website.
ANSWER: This requirement is to set up a Single Award Indefinite Delivery/Indefinite Quantity contract for various projects on the Center. Specific requirements are determined at the task order level. Please review the solicitation in its entirety for further details.
3. Bid date for subject solicitation is 17 Feb. Any remote possibility at this time that the bid date will be extended?
ANSWER: The Government does not anticipate extending the Proposal due date at this time. Please refer to the solicitation on specifics regarding the due date and the method of submission.
4. Our company currently holds a couple different IDIQ/MATOC contracts. They are all over the $16.5 million dollar amount. Would they still be considered? Also, if they would be considered, how would you want them listed?
As with most IDIQ/MATOC contracts a CCASS evaluation is given for each individual task order performed under that particular IDIQ/MATOC contract. Do I need to send out a PPQ for the overall contract and then list the individual project on the requested spreadsheet?
ANSWER: See Answer for Question 1. Also, it is the offeror’s discretion how the information is provided in its proposal. The Government intends to utilize Section M Factor C: Past Performance when evaluating the proposal.

QUESTIONS AND ANSWERS – 1
20 Jan 2015
1. Is there a format or specific form to submit questions?
ANSWER: No, an email is sufficient to submit questions regarding this solicitation.
2. Is there an existing contract for this service currently at FLETC? Is there a Freedom of Information Department?
ANSWER: The incumbent contractor is Northcon Inc. The contract number is HSFLCS-10-D-00001. For information regarding Freedom of Information Act (FOIA), please go to the FLETC webpage at www.fletc.gov. FOIA information can be found under “Freedom of Information”.
3. Pg. 106, Para L.2, FAR Clause 52.215-1(c)(2) discusses information that should be on the first page. Is this the same page mentioned on page 114, Para L.12(c)(2)? Need Clarification.
ANSWER: The requirements in Para L.12(c)(2) are in addition to the requirements of FAR Clause 52.215-1(c)(2). FAR Clause 52.215-1(c)(2) is required for the first page of the submitted proposal. The requirements of Para L.12 shall be provided as stated in the specific sections. The information may contain some duplicate information, but compliance with both sections is required.
4. Pg 114, Section L, Paragraph L.12 d (2) Management Approach states that proposal must include an evaluation of using e-verify to ensure compliance with these requirement. Please clarify as to what e-verify has to do with Management Approach other than employment of new employees.
ANSWER: Proposal must indicate if the company utilizes e-verify system within their company as part of their proposal per the terms of the solicitation.
5. Section L, Paragraph L.12.e, Section III, Past Performance, Page 114 of 123, – the RFP requires that a maximum of
3 contracts be submitted for past performance. However, the RFP does not clearly state what type of projects that would be relevant to task order projects. Is it new construction, renovation, just demolition, or what?
Please clarify.
ANSWER: It is the offeror’s discretion as to what types of contracts are submitted for this requirement. Page 120, Section M, Factor C: Past Performance provides some information regarding relevancy.
6. The referenced solicitation states that there will be ONLY one IDIQ awarded, but it has been our experience that sometimes IDIQs are awarded to a pool of contractors like under a MATOC or MACC. Please confirm that the solicitation language is correct and ONLY one IDIQ will be awarded under it.
ANSWER: This solicitation is for a single award IDIQ contract. This is not a solicitation for a multiple award IDIQ contract.
