The training criteria outlined in this attachment is to be used to instruct all new employees.

Employees will be tested prior to reporting for duty under the contract; and every three years thereafter. All who have taken the training and who pass the test are excused from retraining.

Those who fail the test will be allowed two (2) additional testing opportunities after which failure will result in removal from working under the contract. The instructor and training site are to be provided by the contractor. Employees will be paid while attending training.

Emergency medical training is required every three (3) years. Cardiopulmonary Resuscitation (CPR) training is required every three (3) years and a refresher training course will be required annually. CPR training generally takes 6 to 7 hours for the initial course and 4 hours for the refresher course. The Contractor will furnish the instructor, training site, medical kits, and other supplies as required for all CPR related training. Employees will be paid while attending training.

OSHA Standard 29 CFR 1910.3, Occupational Exposure to Blood Borne Pathogens (OEBBP).

This is a one time training requirement for guards. If the guard has already received the training, and it can be verified, the training is not required. All new guards and supervisors must take this training. The Contractor will furnish the instructor, training site, and other supplies as required for all OEBBP related training. Employees will be paid while attending training.

Government Provided Training. The Contractor’s Training Officer will coordinate for all government provided training to facilitate incorporation of this training into course and site specific modules of training. The CO and/or COR will notify the Contractor of any additional or specialized training required deemed necessary by the government.

Government Provided Training for COBRATF Officers (Initial Requirement – 8 Hours; Annual Requirement – 2 Hours). General indoctrination on chemical and biological agents, i.e., physiological effects on the body and recognition of chemical and/or biological agent exposure.

Wear and use of toxic agent protective equipment. Self aid and first aid for agent poisoning.

Chemical and/or biological agent accident and incident procedures.

NOTE: In addition to the Government Provided Training for COBRATF Officers listed above, security officers assigned to the COBRATF will undergo three weeks of on-the-job training to become familiar with specific site operations and security procedures.

Annual Re-Certification Training. In addition to the semi-annual firearms instruction and qualification, each armed guard will undergo annual re-certification training. The re-certification date is based on the completion date of the initial or previous training. These tasks include required training for all guards and supervisors, one hour CPR refresher course and other training subjects that may be identified by the Contracting Officer (CO) and/or Contracting Officer Representative (COR).

Note: In addition to specific required annual and semi-annual training, recertification and qualification, 15 hours of annual refresher training is required for all contract guard personnel.

Refresher training will focus on areas requiring performance enhancement as determined by the CO, COR, and Contractor and will be published in the Contractor’s annual training plan. Such training will be generally site specific and security related.

Course Examinations. All courses will be preceded by a summary of the material taught. A score of 70% or higher will be required in order to pass each examination. The contractor will maintain documentation and strictly control and administer examinations.

All armed security guards must meet firearms proficiency qualification as a condition of employment. Officers will fire the Alabama Peace Officers Standards and Training Commission (APOSTC) 50 round basic police handgun course outlined in Attachment M.
