HSFEEM-12-R-0004 Amendment 5
The following are some questions that were missed or required additional clarification as part of the initial round of question and answers from February 22, 2012. The closing date for receipt of proposals is unchanged (March 1, 2012 at 1:00pm (EST). As a reminder there are 2 shipment points for the proposals. Please follow the directions specified in the RFP for the split shipment of proposals.
The following questions are related to Attachment J of the RFP relating to what is included within the 40 hours of “Basic Training Subjects”.:
Question 1a. The Government makes reference to “Emergency Medical Training” that is required every 3 years. However, there is no description of the scope of subjects that this training encompasses nor the time that is to be given for their instruction. Please provide the subjects to be taught and minimum duration of this course of training. Response: The required training includes first aid training and Cardiopulmonary Resuscitation (CPR) training.
See Attachment J.
Question 1b. For this “Emergency Medical Training”, please confirm that current Security Guard (SG) personnel have received this training. Response: All incumbent security officers have received this training.
Question 1c. The Government makes reference to OSHA Standard 29 CFR 1910.3, Occupational Exposure to Blood Borne Pathogens, stating that this is a one-time requirement and that if already taken, will not need to be retaken. Please confirm that current SG personnel have received this training. Response: All incumbent security officers have received this training.
Question 1d. Also, the “Basic Training Subjects” provides as a subject “Blood Borne Pathogens Training”, please confirm that this course of instruction is inclusive of the training as required by OSHA Standard 29 CFR 1910.3. Response: The listed OSHA training requirement is inclusive.
Question 1e. As stated, the contractor is required to make personnel available for “Government Provided Training”. However, there is no description of the scope of subjects to be taught nor the time that is to be budgeted for instruction. If the list of subjects cannot be provided, then please provide the minimum number of hours that per employee the offeror should accommodate. Response: The required training is primarily for COBRATF officers and includes eight hours of initial/Phase 1 chemical and biological agent training; plus site and facility operations familiarization performed during a three week on the job training period at the COBRATF. This is only for COBRATF security officers. The two hour annual COBRATF specific refresher training program applies only to COBRATF assigned security officers. However, there may be instances where required Government provided training for all security officers is necessary to meet special program requirements, but it is not routinely scheduled. See Attachment J.
Question 1f. For the “Government Provided Training”, please clarify if this is a one-time event or if is reoccurring training, and if it does reoccur, then the frequency and applicable duration.
Response: See response above and Attachment J.
Question 1g. Finally “Government Provided Training”, please confirm that current SG personnel have received this training. Response: All incumbent security officers have received the required training applicable to their respective assignments.
Question 1h. For the 3-week on-the-job training associated with the COBRATF officers, please confirm that current SG personnel have completed this particular training. Response: All incumbent security officers have received this training.
Question 1i. Pertaining to CPR refresher training, the Government initially states that 4 hours are to be budgeted for this training. Yet in the paragraph “Annual Re-Certification Training”, the Government states that SG force personnel are to be given a “one hour CPR refresher course”. Please clarify if the offeror is to budget 1 or 4 hours for CPR refresher training.
Response: The correct number is one hour of annual CPR refresher training. The initial training is eight hours.
Question 1j. Also associated with the “Annual Re-Certification Training”, there is no description of the scope of subjects that this training encompasses other that it is “required training for all guards and supervisors” “that may be identified by the Contracting Officer (CO) and/or Contracting Officer Representative (COR)”. Except for the 1 hour of CPR refresher training, the minimum time to be budgeted for the subjects to be taught is not given. Please provide the subjects to be taught and the minimum duration of this particular training.
Response: Re-certification training encompasses all subjects included in the initial, 40 hours basic training subjects list and must be accomplished three years from the date of initial completion. There could be instances where observed contract performance in a specific functional area requires retraining and recertification. If so and determined as necessary by the Contracting Officer, such training would be required.
The following questions are related to Attachment K of the RFP:.
Question 2a. Please clarify if this training is one-time, or if it is reoccurring. If reoccurring, then how often is it to be given and what is the duration of this training? Response: The firearms training is incorporated in initial and annual firearms training; the tactical response training is accomplished through guard mount/shift/annual refresher training, as training time is available/permits. This latter training is initial and then continues as recurring training. Initial familiarization training is set at six hours.
Question 2b. Please clarify as the scope of the weekly “Response Force Exercises and Evaluations”, in particular as it relates to what additional personnel and the time that may be required to support this activity as this appears to involve non-productive hours. Response:
Weekly response force exercises are conducted by the COBRATF security officers and the Anniston Police Department. There are no additional personnel or time needed for this training, thus the exercises are not considered non-productive time. The exercises constitute and incorporate normal security duties.
Question 2c. As with the “Response Force Exercises and Evaluations”, it appears that the quarterly “Response Force Program (ERP) Exercises” involve non-productive hours. Please clarify as the scope of this quarterly event, particularly as it relates to additional personnel and time that may be required. Response: The quarterly exercises incorporate all COBRATF staff, including security officers, as well as other CDP functional staff. These exercises are conducted during duty hours, do not normally involve additional security officers, and are not considered non-productive time. The exercises constitute and incorporate normal security duties.
